본 연구는 사회복지 공공조직의 직무 전문성 제고를 위해 효과성 요인을 진단하였고 더불어 사회복지담당공무원의 교육적대안과의 관계성을 찾아 발전적인 시사점을 제시하고자 하였다. 분석을 위해 강원도 지방자치단체 사회복지부서에서 근무하는 담당공무원 637명을 대상으로 설문조사하였다. 조직효과성관련 선행연구를 토대로 직무스트레스, 조직만족, 조직 몰입, 사회적지지에 관한 특성별(성별, 전공여부, 직렬) 인식의 차이를 살펴본 후, 교육적 대안(직무교육, 치유캠프, 심리상담)과의 인과적 관계를 분석하였다. 분석결과, 성별에 따른 차이는 업무의 창의력과 기관의 자부심에서만 유의미한 차이가 있는 것으로 나타났으며, 전공여부에 따른 인식차이 확인을 통해 사회복지 전공자의 전문성이 업무수행능력에 필요함을 확인하였으며 전공자 임용의 시급함을 제시하였다. 직렬별 차이 결과는 전문성이나 전문지식면에서 사회복지직보다 행정직이 더 어려움을 겪고 있는 것으로 해석된다. 마지막으로 종속변수인 교육적 대안과 효과성 요인과의 인과적 관계 결과를 토대로 사회 복지 행정조직의 변화에 능동적이고 적극적인 대응의 필요성과 개인적 차원의 심리상담 과정 및 조직적 차원의 치유캠프운영 등 체계적인 교육프로그램을 도입하여 운영할 것을 제언하였다.

The purpose of this study were to review the current problems of rural welfare and to suggest desirable direction for development of welfare in rural Korea. Specific objectives of the study were to investigate the current status and problems of rural welfare and to search for the desirable directions for rural welfare development in Korea. The major findings of the study were as follows ; 1. Some of the current problems of rural welfare were; (1) difficulty in getting a job for stable income, (2) seriousness of medical care and aging of rural population, (3) decrease in number of rural school children and unfavorable educational environment, and (4) insufficiency in facility, manpower and program for recreation and cultural activities in rural area. 2. Problems of rural welfare were not independent in rural Korea, but the most of the problems were interrelated to each other. Integrated and comprehensive approach would be necessary to solve the problems of rural welfare. 3. Clean environment, stable and rewarding life, pride and self esteem of rural occupation should be the goals of better integrated rural welfare development, and healthfulness and quality of life should be ensured in rural society. 4. Urban oriented national policy based on urban centered political power was one of the causes of under development in rural welfare by creating rapid decrease in rural population and aging. Various problems in economic, educational, cultural and medical aspects of rural society should be solved. Further research on rural welfare should be conducted to increase and to strengthen rural welfare development in Korea.

Recently, women's social activities in our society have been greatly increased and legal system and mechanism of social structure to pursue a society where gender equality shall be realized has been discussed lively in a detail manner. Nevertheless, the rate of social advancement of Korean women shows much lower than that of the western industrialized countries. The aim of this study is to examine such problem and to look for a solution thereof. As the subject for this survey, such social welfare facility as women's hall was selected, and then its state of facilities was investigated. The results from this survey revealed that women's hall, which had been started constructing since 1950s, began to spread out nationwide reaching the 1990s, and that women's hall was greatly used as a major public facility that supports women's social activities in each region, and that women's hall, which had been started as a social welfare facility, was a multifunctional facility performing functions such as welfare, education, culture and community, and that educational function among these had been changed a little by little in the aspect of contents and purpose according to the changes of times, however, education for women was treated as a major important function in the women's hall and operated accordingly.

The essence of family health is to make the family stronger, which can be found in the philosophy of coaching that focuses on the individual's own change and development. In this context, this study aims to develop a coaching educational program at the Healthy Family Support Center. The educational program, 'The Happiness Balloon in My Mind' consists of 4 sessions, which are 'Perceiving the Balloon', 'Making the Balloon', 'Blowing up the Balloon', and 'Flying the Balloon'. Through the questionnaires that included open and closed questions, the effectiveness of the program was evaluated. The educators replied that their expectation to the program was met and they were highly satisfied with the program. They reported that the program brought the a change in life, elly, in their own consciousness. Even though the program would need to adjust its level of difficulty and scheduling, the results suggest that coaching educational program showsits own plausibility to the Healthy Family Support Center.

본 연구의 목적은 교육복지우선지원사업의 실태를 파악하고, 향후 사업이 나아갈 방향을 제시하는데 있다. 연구목적을 위해 온라인 설문조사를 실시하고 관련 문헌연구, 교육복지우선지원사업 담당자를 대상으로 한 심층면담, 17개 시도교육청 및 교육부 관계자를 대상으로 한 세미나를 실시하여 결과를 보완하였다. 이를 근거로 현 상태를 진단하고 향후 해결해야할 과제를 제시하였다. 연구결과, 교육복지우선지원사업은 2003년 교육복지투자우선지역 지원사업을 시작으로 사업의 효과성이 증명되면서 지속적으로 확대되었다. 그리고 초중등교육법 시행령 개정 및 교육부 훈령 제정 등을 통해 법적, 제도적 안정성을 확보해 나갔다. 하지만 시도교육청으로 사업이 이양된 이후 사업이 활성화되지 못하고 점차 축소되고 정체성의 위기마저 겪고 있는 것으로 파악되었다. 본 연구에서는 이러한 결과를 종합하여 향후 해결해야 할 과제로 분명한 사업의 목적과 방향설정, 중앙정부의 기능 정상화, 초중등교육법 제28조 개정을 통한 '학습부진아 등'의 개념보완을 제시하였다.
