Study on the Development of an Evaluation Index for the Local Economy Activation of Community Investment Renewable Energy Projects (대규모 주민참여형 재생에너지 사업의 지역경제 활성화 평가지표 개발 연구)

  • In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

  • This work aims firstly to analyse the evaluation expertise in the National IT Industry Promotion Agency(NIPA) which is charge of funding and promoting R&D programs in the field of IT industry, a main part of 'Technology Innovation Program for Knowledge Economy' supported by the Ministry of Knowledge Economy. It will also discuss the policy means for improvement of the evaluation expertise of the NIPA. The results show that the evaluation system of the NIPA has been fair in stage of the selection of evaluators and the career management system of evaluators. But it will be necessary for improvement in stage of the surroundings supporting the expertise during evaluation practise. Therefore, in order to improve the evaluation expertise of the NIPA, I suggested and discussed 12 policy means in accordance with the short term perspective and long term one.

  • This paper shows the recent changes of national transportation policies in some developed countries and argues that the evaluation method of the effect of transportation investment on national economy should be improved to reveal real impact of the investment. The evaluation method should develope effective performance indicators of the goals set in national transportation policy. To estimate correctly the magnitude of transportation services in national economy, the evaluation method also provides a way to measure in-house transportation services and to overcome the limits of marginal effect equal equation.

  • Recently, there are high expectations of a society benefitting from a digital sharing economy. However, to establish a digital sharing economy, one needs to first create a reliable social structure. Transparency is recognized as the most important measure of value in not just politics or economics, but also in all domains of our lives. Although all nations strive to create "societies based on credit and trust," in truth, rigidity, irregularity, corruption, and inefficiency are widespread in all aspects of society. Thus, there is a growing interest in blockchain technology, also called the "second Internet revolution," seeking trust in digital environments, although it is difficult to obtain trust in such environments. However, the principles and methods of evaluating blockchain technologies are still unclear and not standardized. This study addresses the evaluation indexes such as transaction per second, maximum data size per one transaction, accuracy and blockchain technology application methods in the digital sharing economy and suggest ways to safely vitalize a blockchain-based digital sharing economy.

  • Life cycle cost is one of important factors in the evaluation of economy feasibility. Load carrying capacity curves for girders and decks are derived on the basis of bridge diagnostic results and condition grade curves to determine the service life and life cycle profile. The total life cycle costs including initial cost, damage cost, maintenance cost, user cost, and etc for the service life are calculated for steel box girder, PSC-I girder and rationalized plate girder. The optimal designs are performed for various service lifes and different superstructure types. The effects of parameters on the life cycle cost are investigated and the economy feasibility is evaluated through the sensitivity analysis.

  • The purpose of this study is analysis to vehicle's fuel economy and emission gas characteristics by fuel type. The test vehicle were selected to similar weight and performance, the test vehicle was used three representative mode(CVS-75, HWFET and NEDC) in order to evaluation fuel economy and emission gas. For reference, environment pollution cost was calculated on the basis of the exhaust emissions occurred in the test in progress.

Transport Spillover Effect on Airport Networks and Its Impact on Regional Economy (운송 파급효과가 항공네트워크와 지역경제에 미치는 영향)

  • Air transport is at the core of global economic growth. There is a close relationship between the flow of regional elements and the growth of the regional economy. It is easy to misestimate the impact of airports on the regional economy without considering spatial spillover effects. This study attempted to establish an asymmetric economic geographical weight matrix by applying the Spatial Durbin Model with cargo volume and passenger numbers as indicators. The influence of spillover effects on the regional economy, including direct spillover effects and indirect spillover effects are studied. The results revealed that passenger numbers and cargo volume have significant positive spillover effects on the regional economy. The driving effect of the airport on the regional economy was considered from a wider space scope. This study contributes to the scientific evaluation of the aviation economy.

  • Fuel economy is an important factor in a vehicle owing to recent energy supply and environmental problems. This paper deals with fuel cell hybrid vehicles (FCHVs) and introduces a fuel economy evaluation method. The fuel economy of an FCHV depends on its power management strategy. Two rule-based power management strategies are applied to this paper and their fuel economy is evaluated based on the optimal control theory. The concept of the optimal line is also applied to this paper, which is used to compare the fuel consumption of a power management strategy to the optimal result. The two rule-based strategies are also compared to each other.

Emergy evaluation perspectives on the natural environment and economy of Seoul

  • An emergy evaluation of the natural environment ant economy of Seoul revealed that Seoul used 1.27 E23 sej/yr of emergy in 1997. The emergy input from the Han River accounted for most of the renewable emergy sources. Emergy imported from foreign countries and other parts of Korea accounted for 97% of the total emergy use in Seoul in 1997, revealing that the economy of Seoul is more dependent on outside emergy sources than for the entire Korean economy. The emergy use per unit area(2.09 E14 sej/$m^2$/yr) was higher than that for the entire country or Pusan, whereas the emergy use per capita(1.22 E16 sej/person/yr) was lower than that for the entire country or Pusan. These results reflect the overcrowded conditions in Seoul where about one fourth of the Korean population now live. They also seem to indicate a lower living standard in Seoul than the average in Korea. The quality of living in Seoul could also be judged by a high environmental loading ratio and a low sustainability index. All there indices suggest that people in Seoul live under a higher environmental stress than the average person in Korea.
