The Korean Peninsula security and Military Strategy of USA and China (미.중의 군사전략과 한반도 안보)

  • The world has been rapidly restructured in an agenda of national security from center of military strength to that of economic strength since the post cold-war era China military leadership-division carried out RMA through learning of a lesson from Gulf war in 1990 -1991 and Iraq war in 2003, thus the leadership-division made an attempt to convert the military system to a technical intensive system. The principle based on RMA of China military is (National defense strategy) drafted by the central military committee 1985 and (Four modernization general principles) 1978. China has introduced Russian high-technological arms and equipment in order to build up the military arms greatly thanks to an economical development, and they take pragmatism line as chinese socialism with their strategy to make secure a position as military powers such as they successfully launched a manned spacecraft and are building an air-craft carrie and soon. USA has a theory of dichotomy whether a country is a cooperator for USA, or not. and also enemy or friend since 9.11terror, thus USA is different from their direction of police. This is because USA stands a position as the superpower of the supremacy hegemony of the world. We must be carefully aware that USA considers as important area for Middle east, West south Asia, Central Asia and Northwest Asia to meet the demands of 2lcentury. Accordingly, the focus of USA's military strategy will be probably concentrated at the above mentioned four areas. On the other hand, USA enjoys such a superpower position due to collapse of USSR which was the past main enemy since the post cold war era. We could give an conclusive example as fact that USA has recurred to unilateralism But USA carry on the military operations to the terror groups at global around by converting thje military strike strategy to pre-emptive strike strategy since9.11 terror, 2001. USA seeks for transformation to the mobile military forces with light-quantity oriented in order to carry on such the military operations and makes progress GPR, And the USA forces in Korea makes progress a military renovation as part of such a military strategy. On the other hand, USA promotes the measures of choose for the countries standing at the crossroads of strategy and carries forward a main scheme of provision for four priority aims that the leaders of a hostile country and mis-country shall be prohibited from use and obtainment of weapons of mass destruction. Accordingly, this treatise found out a significant meaning to have an effect on the national security in the korean peninsula.

Big Data Utilization and Policy Suggestions in Public Records Management (공공기록관리분야의 빅데이터 활용 방법과 시사점 제안)

  • Today, record management has become more important in management as records generated from administrative work and data production have increased significantly, and the development of information and communication technology, the working environment, and the size and various functions of the government have expanded. It is explained as an example in connection with the concept of public records with the characteristics of big data and big data characteristics. Social, Technological, Economical, Environmental and Political (STEEP) analysis was conducted to examine such areas according to the big data generation environment. The appropriateness and necessity of applying big data technology in the field of public record management were identified, and the top priority applicable framework for public record management work was schematized, and business implications were presented. First, a new organization, additional research, and attempts are needed to apply big data analysis technology to public record management procedures and standards and to record management experts. Second, it is necessary to train record management specialists with "big data analysis qualifications" related to integrated thinking so that unstructured and hidden patterns can be found in a large amount of data. Third, after self-learning by combining big data technology and artificial intelligence in the field of public records, the context should be analyzed, and the social phenomena and environment of public institutions should be analyzed and predicted.

An Exploratory Study of Purchasing Decision Making and Adoption on the RFID Purchasing Customer (RFID 구매고객의 구매 의사결정과 수용에 대한 탐색적 연구)

  • RFID (Radio Frequency Identification) is regarded as a core technology of ubiquitous computing. Although it has some technical limitations such as technological standardization of RFID tags as well as economical limitations, many companies around the world have already accepted RFID to improve their management efficiency. In this regard, this study is to meet with results that the adoption of RFID technology willbring opportunities that companies' operational process are improved and customer satisfaction is highly strengthened. This research focuses on providing more understanding for building RFID marketing strategy to suppliers who want to sell their RFID products to customers through analyzing purchasing process. The findings are as follows; First, the study shows that buying center members usually take product reliability and precision of technical specification in the case of new-task buying situation while they put their first purchasing priority on prices in the straight rebuy. Second, the finding presents that in new-task buying situation and the straight rebuy purchasing personnel get information about new products through product performance test, organizational engineers, opinions from other companies' purchasing personnel, and checking out samples. Third, this research demonstrates when it comes to purchasing risk in their first purchasing, the persons who are in charge of material purchasing are inclined to be aware of the risk most in technical problems, followed by financial problems and time delay problems in order. And in addition to those risks are mentioned above, once-again-purchasers take the risk like an opportunity loss for better products into consideration. Fourth, the study shows that the role of concerning departments makes no difference in each purchasing stage. Accordingly marketers need to beef up the differentiated strategy to persuade their customers Fifth, the findings of this study demonstrate that purchasing decision making is much influenced by the final users. So suppliers are supposed to perform the most active marketing strategy at the first stage of purchasing through various resources. Finally, the study presents that the suppliers who will have had close relationships with their customers need to give consistent information to them so that their customers can have lower motive in purchasing products from competitors.

Policy Study on Korean Retail Micro Business (국제 비교를 통한 소매업 소상공인 현황과 정책적 시사점)

  • The unabated influx of micro businesses has turned the Korean retailing market to a rat race, which causes severe financial distress for micro business owners due to heavy competition. The woes of these micro business owner's are exacerbated by the presence of large scale distributors such as Super Supermarket(SSM) and large discount stores. In summary, the Korean retail market is overburdened an uneconomically viable. Retailing has low barriers to entry which attracts unskilled labor or those with little capital. These start-ups have low opportunity costs since they would make low wages elsewhere in the economy. Thus, these owners are content with relatively low returns on their investment. These 'subsistence ventures' are maintained for economical viability rather than economic growth. These 'subsistence ventures' intensifies competition among small-scale businesses. The presence of large retail corporations also aggravates the situation. The recent stagnation of the economy has worsened the retail market in Korea. The overwhelming competition solidifies the coarse structural system and the prolonged economic sluggishness has increased the risk of insolvency for micro business owners. As the economy continues to stagnate, the imminent risk in retailing market will rise up to surface threatening economic stability. More systematic inflows and outflows of retailers are required in order to redress this structural problem. It has been empirically shown that the self-employment rate is high in Korea compared to other OECD countries. To draw the comparison of self-employment rate by industry, Korea shows high rates among transportation, whole sale, retail, education, lodging, and restaurants. In the case of the transportation and education service sectors, this high rate can be explained by the idiosyncratic nature of Korean culture. In the transportation sector, political policies favor private cap service and private freight carriers. In the education service sector, Koreans put particular emphasis on education that leads to many private institutions that outnumber other OECD countries. For these singular reasons, Korea maintains high micro business, self-employed rates particularly in retailing. A comparable nation is Japan, with its similar social, economic, cultural environment among OECD countries. Unlike Korea, Japan has much lower rates of micro business which continues to decrease. Also Korean retailers are much more destitute than Japanese. The fundamental problem of Korean retailing is the involuntary exit of these 'subsistence ventures,' micro businesses with low margins, in which a small drop in demand can lead to financial difficulties for the owner. This problem will be exacerbated when Korean babyboomers retire and join the micro business ventures. The first priority in order to cope with the severity of oversupply in retailing is to provide better opportunities for the potential self-employers. There should be viable alternatives to subsistent ventures. Strengthening the retirement program, scrutiny of exit process, reconfiguration of policy funds are the recommendations.
