Remote Sensing Monitoring and Loss Estimated System of Flood Disaster based on GIS

  • Remote Sensing Monitoring and Loss Estimated System of Flood Disaster based on GIS is an integrated system comprised flood disaster information receiving and collection, flood disaster simulation, and flood disaster estimation. When the system receives and collects remote sensing monitoring and conventional investigation information, the distributional features of flood disaster on space and time is obtained by means of image processing and information fusion. The economic loss of flood disaster can be classified into two pus: direct economic loss and indirect economic loss. The estimation of direct economic loss applies macroscopic economic analysis methods, i.e. applying Product (Industry and Agriculture Gross Product or Gross Domestic Product - GDP) or Unit Synthetic Economic Loss Index, direct economic loss can be estimated. Estimating indirect economic loss applies reduction coefficient methods with direct economic loss. The system can real-timely ascertains flood disaster and estimates flood Loss, so that the science basis fur decision-making of flood control and relieving disaster may be provided.

  • Kangwon province has been suffering from the various types of disasters and these disasters stand in the way to sustainable development. The heavy rainfall by typhoon RUSA in 2002 damaged to property and bodily injury, and gave us a lesson. In this paper the rainfall-runoff was estimated on the viewpoint of economic aspect to give new prominence of water resource management. As a result, it is found that economic loss of water resource in Oship river of Samcheok city due to typhoon Rusa in 2002 was estimated 55,919,850 Won.

  • This paper estimates electrical fire damage cost-effect to analyze electrical safety efficiency by applying a cost-benefit analysis method for analyzing the efficiency of a business public interest. Electrical fire loss statistics data was presented as direct costs and casualties, including deaths due to an electrical fire, this paper adds overhead "Incidental Cost of Accidents to the Employer" by W. H. Heinrich was applied to estimate the cost of economic loss. Also wounded, including the loss of human deaths by referring to the car accident insurance claims costs and human development estimated the losses caused by an electrical fire. And to perform a cost-benefit analysis of the electrical safety as a result of future work. In this paper, the economic effect of the electric field of safety and public interest work to systematically presented.

The Effect of Economic loss and Income levels on Adolescents' Educational Attainment (경제적 상실과 소득수준이 청소년의 교육성취에 미치는 영향)

  • This study estimates the effect of economic loss including parental job loss and income loss on adolescents' educational attainment before and after family income and poverty are controlled for. Results from this study show that both parental job loss and income loss are negatively associated with the number of schooling years completed by adolescents and the probability that adolescents would enter a college. The negative relationship between economic loss and adolescents' educational attainment persists after income levels are controlled for. Income levels also have a statistically significant effect on adolescents' educational attainment. Among the various measures of income levels, poverty has an especially larger effect. Although the results are not consistent across estimated models, the effects of parental job loss and income loss are as large as that of poverty. Results for the models separately estimated by the sex of adolescents show that female adolescents are more negatively affected by both economic toss and income levels. There is little evidence that male adolescents are negatively affected by economic loss. Yet, male adolescents are negatively affected by income levels including poverty. Findings from this study suggest that societal support for families experiencing economic loss should be improved to avoid the harmful effect of the loss on adolescents' educational attainment. More targeted efforts should be made to financially support families facing both economic loss and poverty.

  • This paper deals with two economic optimal designs of constant-stress accelerated life test(ALT) where failure distribution follows one of location-scale family, i. e., exponential, Weibull, and lognormal distributions which have been ones of the popular choices of failure distributions. Two optimization criteria to develop ALT plans are the statistical efficiency per unit expected cost which consists of the fixed test cost, cost being proportional to the number of test units, and variable test cost depending on test period and stress level, and the expected loss which combines Taguchi's quadratic loss function and expected test cost. Optimum plan determines the low stress level, test units allocated to each stress, and censoring times at two stress levels under Type I censoring. The proposed ALT plans are illustrated with a numerical example and sensitivity analyses are conducted to study effects of pre-estimates of design parameters.

Applications of Seismic Disaster Simulation Technology on Risk Management

  • This paper introduces the applications of Taiwan Earthquake Loss Estimation System (TELES), which is developed by the National Center for Research on Earthquake Engineering (NCREE). Seismic disaster simulation technology (SDST) integrates geographical information system to assess the distribution of ground shaking intensity, ground failure probability, building damages, casualties, post-quake fires, debris, lifeline interruptions, economic losses, etc. given any set of seismic source parameters. The SDST may integrate with Taiwan Rapid Earthquake Information Release System (TREIRS) developed by Central Weather Bureau (CWB) to obtain valuable information soon after large earthquakes and to assist in decision-making processes to dispatch rescue and medical resources more efficiently. The SDST may also integrate with probabilistic seismic source model to evaluate various kinds of risk estimates, such as average annual loss, probable maximum loss in one event, and exceeding probability curves of various kinds of losses, to help proposing feasible countermeasures and risk management strategies.

  • In Korea, open burning of agricultural residues is prevalent due to inadequate collection systems, which have caused environmental impacts such as GHGs and particulates. This illegal treatment of agricultural residues also results in economic loss, considering that agricultural residues can be utilized as resources such as pellets and energy sources. To understand the effect of avoiding open burning, this study evaluated the economic, environmental, and social effects of two alternative management options for agricultural residues: incineration and pelletizing. The study estimates the potential amount and dry weight by region for 18 items, taking various factors into account. Regarding the economic aspect, pelletizing facilities in all regions in Korea create economic benefits. This study shows that most regions have an environmental advantage by pelletizing residues. However, incineration creates more environmental benefits than pelletizing in metropolitan cities with relatively low density of residues. It is expected that the environmental, economic, and social findings of this study can be used to inform policies for bioenergy as the need for agricultural residue increases.

Evaluation of Economic Damage Caused by Drought in Central Region Vietnam: A Case Study of Phu Yen Province

  • This paper aims to study the impact of natural disasters on per capita income in Vietnam both the short and long-term, specifically impact loss of income caused by the extreme drought 2013 for agriculture, forestry and fishery in Phu Yen Province, Central Vietnam. The study valued economic damage by applying the synthetic control method (SCM), which is a statistical method to evaluate the effect of an intervention (e.g. natural disasters) in different case studies. It estimates what would have happened to the treatment group if it had not received the treatment by constructing a weighted combination of control units (e.g. control provinces). The results showed that the 2013 drought caused a decrease in income per capita, mainly in the agriculture, forestry, and fishery sector in Phu Yen. The reduced income was estimated to be VND 160,000 (1 USD = 23,500 VND (2021)) for one person per month, accounting for 11% of total income per capita and continued to affect the income 6 years later. Therefore, authorities need to invest in preventive solutions such as early and accurate warnings to help people to be more proactive in disaster prevention.

Seismic Scenario Simulation and Its Applications on Risk Management in Taiwan

  • This paper introduces various kinds of applications of the scenario-based seismic risk assessment in Taiwan. Seismic scenario simulation (SSS) is a GIS-based technique to assess distribution of ground shaking intensity, soil liquefaction probability, building damages and associated casualties, interruption of lifeline systems, economic losses, etc. given source parameters of an earthquake. The SSS may integrate with rapid earthquake information release system to obtain valuable information and to assist in decision-making processes to dispatch rescue and medical resources efficiently. The SSS may also integrate with probabilistic seismic hazard analysis to evaluate various kinds of risk estimates, such as average annual loss and probable maximum loss in one event, in a probabilistic sense and to help proposing feasible countermeasures.

Optimum Reserves in Vietnam Based on the Approach of Cost-Benefit for Holding Reserves and Sovereign Risk

  • This paper estimates the optimum level of reserves in Vietnam based on the approach of reserves' cost-benefit and sovereign risk which is one of developing countries' characteristics. The cost of reserves is the opportunity cost when holding reserves. The benefit of reserves is the loss due to country's default in case that there is no reserves to finance external debt payment. The optimum reserves is found out by minimizing the total of opportunity cost and loss due to country's default with the probability of default. Through the usage of HP Filter method for calculating the loss due to country's default, ARDL regression for the risk premium model and lending rate of VND as proxy for opportunity cost together with the Vietnamese economic data in the period of 2005 - 2017, the empirical results show that the optimum reserves in Vietnam is almost higher than the actual reserves during the research period except the point of Q3/2008 and the last point of research period - Q4/2017. Therefore, Vietnam should continue to increase reserves for safety but Vietnam does not need pushing quickly the speed of increasing reserves. In addition, controlling Vietnamese optimum reserves is necessary to help the actual reserves become reasonable.
