공공의료기관의 품질향상을 위한 정태적.동태적 분석 (Improve the Quality of Public Medical Centers for the Static, Dynamic Efficiency Analysis)

  • The purpose of this study is to analysis relative efficiency and efficiency in process of time. Thus we use panel data of 34 local public medical centers between 2003 and 2005 to use DEA and Malmquist analysis. The result of our this study is as flow; first, The results of static efficiency of 34 local public medical centers show 10 CCR model and 23 BCC model which is difference of efficiency by economic of scale. Second, a cause of increased efficiency is not only change of technology but also change of efficiency to management system index show between 2003 and 2005 by Malmquist analysis and contracting-out is higher than direct management between 2004 and 2005. That means efficiency of local public medical centers is their own effort and innovation not government subsidies.

컨테이너항만의 국제경쟁력분석방법 : DEA접근 - 생산효율성분석을 중심으로 - (A Method of Measuring the International Competitiveness of Container Ports: A DEA Approach, Focused on Productivity Analysis)

  • The purpose of this paper is to investigate the productive efficiency of world container ports by using the DEA (Data Envelopment Analysis) method and raw data from previous research in measuring the international competitiveness of world container ports. Ports have to cope with rapid changes in shipping environments. In order for a port to compete in the global market, it must provide port services promptly and accurately. Basically, there are two approaches to measuring the international competitiveness of a container port. First, there is the traditional productivity analysis method, which analyzes productivity based on the container port's facilities (efficiency, selectivity, land availability), and by its general capacity (handling ability, storage capacity, terminal productivity). Second there is multi-attribute utility analysis, which considers several elements including the reasons for selecting particular container ports and factors determining international competitiveness. This paper follows the first method (traditional productivity analysis) and extends the limitation of previous studies by using the DEA method newly, and suggesting: the relative productive efficiency of container ports. The main results of this paper are as follows: First, the results of the DEA analysis in terms of world container ports matches that of a previous study (Jun et al., 1993) at a level of 35%. The low ratio is due to the constrained set of input-output elements, the result of only twenty container ports being analyzed in this paper. Second, the result of the DEA analysis in terms of North-East Asia's container ports matches with that of a previous study (Ha, 1996) at a level of 100 percent. Therefore we can conclude that the DEA analysis is the best measurement method for international competitiveness. Policy implications for this study are as follows: First, when port authorities want to measure the international competition power of container ports and enhance their productive efficiency, they should consider the traditional method and newly introduce the DEA method. Second, according to the analysis results of the DEA method, pen authorities should recommend benchmarking ports as reference ports in order to enhance the productive efficiency of container ports that show an efficiency score of below 1.

전라남도 식품업체의 비용 효율성 분석 (The Cost Efficiency Analysis of JeollaNamdo Food Industry)

  • Purpose: The purpose of this study is to analyze the cost efficiency of food industry in JeollaNamdo. And this study is focused on the correlation between the economic efficiency of food industry and its cost efficiency, based on the analysis of 372 food companies' data in JeollaNamdo in 2012. Methods: DEA cost minimization is the measurement of the cost efficiency of JeollaNamdo food industry in 2012. In this study, the CCR and BBC models have been employed to analyze the decomposing cost efficiency-technical efficiency, allocative efficiency, and scale efficiency respectively. And the Spearman rank correlation and Wilcoxon signed rank test also have been employed to check the correlation and difference between the ranking orders based on the efficiency scores respectively. Results: For the CCR model, mean cost efficiency was found to be 0.084(0.54 for allocative efficiency and 0.19 for technical efficiency). For the BCC model, mean cost efficiency was found to be 0.252(0.453 for allocative efficiency and 0.564 for technical efficiency). Average scale efficiency was found to be 0.38. In analyzing the results, this study argues that the optimal way to improve cost efficiency is by reducing inputs proportionally and changing their combination. Conclusion: The efficiency scores of the two models show high correlation, whereas, the differences between them are also found to be significant. Hence, it should be cautious to select a suitable model when we do the research.

선박 평형수 처리 장치의 선내 배치를 위한 경제성 평가 연구 (A Study on the Economic Analysis for Ballast Water Treatment System)

  • Various kinds of ballast water treatment systems (BWTS) have been developed corresponding to reinforced IMO rules for marine environment. Some of them got the certificate of IMO and others are waiting for it. Selection of optimum BWTS is very important. Optimum BWTS means not only functional requirements but also economic efficiency. This paper presents economic analysis model for optimum BWTS according to ship type and size. In this study 10 kinds of BWTS whose initial installation cost and maintenance cost are known are analyzed based on present worth method. It is assumed that all BWTS satisfy minimum functional requirements and we need to consider different economical efficiency. Through the economic analysis we could select optimum BWTS.

시설원예의 지열냉·난방시스템 경제성 분석 (Economic Analysis of Cooling-Heating System Using Ground Source Heat in Horticultural Greenhouse)

  • Government Geothermal Cooling-Heating Projects has made efforts to reduce GHG(Greenhouse Gas) emissions and to manage cost of greenhouse farm households. This study evaluated the economic benefits of heating load rate of change by comparing Geothermal Cooling-Heating System with the existing system(greenhouse diesel heating) in the Government Geothermal Cooling-Heating Projects. Economic analysis results shows that, 1) When installing the Cooling-Heating system according to the ratio of 70% heating load in policy standards, the geothermal cooling-heating system has economic efficiency with greenhouse type or scale independent because the investment cost is recovered within 7 years. And It was more economic efficiency the ratio of 50% heating load than70% heating load. 2) When installing the Cooling-Heating system according to the glass greenhouse of the ratio of 90% heating load, pay period of investment cost is recovered within 5 years. Therefore it is necessary to apply flexible heating sharing according to greenhouse type or scale.

So, R&D is continuously propelled for possession of technology is core in the knowledge based economic system. Our government is investing R&D but efficiency is the continuous theme of the study. Also, government's railway R&D made visible fruits and analyze that.

국내항만의 효율성 결정요소 - 패널분석과 이분산 토빗모형을 이용하여 - (The Determinants of the Efficiency of Korean Ports - Using Panel Analysis and Heteroscedastic Tobit Model -)

  • 국내 항만 간 수출입 물동량 처리실적은 지속적으로 변화하고 있다. 수출에서는 부산항의 비중이 크고 빠르게 감소함과 더불어 국내 여타 항만들의 비중이 증가하고 있으며, 수입에서는 인천항의 비중이 빠르게 높아지고 있다. 이에 본고는 DEA모형을 이용하여 도출한 국내 항만의 수출효율성과 수입효율성을 종속변수로 하여 패널분석을 한다. 또한 패널 분석의 단점을 보완하기 위하여 효율성 척도를 종속변수로 하여 이분산 토빗모형을 적용한다. 먼저 모형을 설정하고 모형의 안정성을 담보한 후 패널분석을 실시하여 고정계수모형과 확률계수모형에 관계없이 항만수출비중은 음의 부호로 유의하나 항만수입비중은 유의하지 않다는 것과 지역수출비중은 음의 부호로 유의하나 지역수입비중은 효율성과 유의한 관계를 갖지 않는다는 것을 보인다. 규모더미변수를 투입하여 부산항을 제외한 광양항, 평택항, 인천항, 울산항과 같은 대규모 항만의 효율성이 목포항과 군산항과 같은 소규모 항만의 효율성보다 높지 않다는 것도 밝힌다. 이분산성을 고려한 type II 토빗모형을 적용하여 지역의 수출은 효율성에 부정적 영향을 미치는데 비해 지역항만의 수출은 긍정적 영향을 미치며, 지역내총생산은 수출효율성에 별다른 영향을 미치지 않는다는 것을 보인다. 이러한 결과를 통해 배후단지 조성과 항만의 효율성이 동의어가 아니라는 것도 보인다.

세계 주요 공항의 환경 효율성 분석에 관한 연구 (Measuring Environmental Efficiency of International Airports: DEA and DDF Approach)

  • 본 연구는 각 공항의 2018년 지속가능성 보고서를 바탕으로 21개 국제 공항의 환경 효율성을 측정하였다. 최근 다양한 산업 분야에서 환경 및 사회적 책임에 관심을 기울여왔는데, 특히 항공 분야의 경우 환경 친화적 및 지속가능성 운영에 관심을 보이는 선도적인 부문 중 하나이다. 그럼에도 불구하고, 공항의 환경적 운영에 관련된 연구는 경제적 또는 운영 효율성 연구에 비하면 매우 부족한 실정이다. 따라서 본 연구는 Directional Distance Function (DDF)의 활용을 통해 공항의 환경 비효율성에 대한 개선 여부를 알아보고, Data Envelopment Analysis (DEA)의 적용을 통해 운영 효율성을 측정하는 것을 목적으로 한다. 연구 결과, 주요 공항들은 설비를 효율적으로 운영하고 있으나, 그들 모두가 공항에서 배출되는 물질을 효율적으로 운영하지는 못했다. 게다가, 많은 공항은 여전히 잠재적으로 CO2와 물 소비량을 감소시킬 수 있는 개선의 여지가 존재하였다. 이를 통해 본 연구는 항공 분야에서 실행가능한 환경적 개선점을 제시하고자 하였다. 더 나아가서, 다른 산업 분야에서도 환경 효율성 개선을 위한 기준으로서 이 연구를 활용할 수 있을 것이다.

A Study on Efficiency for the Department of Trade in Universities

  • 85% of South Korea's gross domestic product(GDP) depends on trade. Exports amount in 2011 exceeds $ 5,000Billion. Korea is expected to achieve $ 1 trillion in total trade volume and will become finally the ninth in the world. We do not have a lot of natural resources and are bound to export the finished products to pursue economic development. In other words, trade sector is very essential for Korea to continue economic growth. The department of trade in universities have brought up the concerned students serving for trade sectors. Currently, "half-price tuition" in universities has become very controversial issue in Korea so this paper studies the efficiency of "the Department" because the universities may reconsider the adjustment of tuition fee, if they can enhance the efficiency level. DEA model is used for the analysis. As a result, 8 DMUs like KAN1, KEI5, BAE10 etc. show relatively higher efficiency levels.

A Trend Analysis of Competition Positioning in Korean Seaport by Using BCG Matrix

  • This paper has shown the trend of competition positioning of 26 Korean ports in 1994, 1999, and 2003 by using BCG matrix which consists of relative market shares, growth rate of cargo handling, and also growth rate and CCR and BCC efficiency scores with scale efficiency scores in the vertical and horizontal axes. The empirical main results are as follows. First, Incheon Port, Pyungtag Port, Gwangyang Port, Busan Port, Pohang Port and Woolsan Port have shown their competitive positioning in terms of market share and growth rate. Second, Pyungtag Port, Wando Port, Tongyoung Port, Gohyun Port, Samcheog Port, and Okgae Port have their competitive positioning in terms of growth rate and scale efficiency scores. The main policy implication of this paper is to emphasize that BCG matrix method using in this paper can give seaport manager the basic information for planning the future port management for enhancing the competitive positioning among Korean seaports.
