The purpose of this study is to find out the factors affecting the usage and performance of e-Trade in Chinese Small and Medium-sized Enterprises(SMEs). To achieve the purpose of the study, the research model and hypotheses, depicting the relationship among external factors, internal factors, relationship characteristics, e-Trade usage level, and performance were developed based on the existing literature on e-Trade. To test the significance of the research model and hypotheses, an empirical survey were conducted to the Chinese SMEs in Yangtze River Delta area, which are actively using the e-Trade in their trade processes. According to the result of the statistical analyses on the 85 effective questionnaires from the sample firms, support of the government related institutions(one of the external factors) and CEO's support(one of the internal factors) had significant relationship with e-Trade usage level, but no significant relationship was found between the relationship characteristics and e-Trade usage level. Like the results of the most of the existing literature, e-Trade usage level were formed to significantly affected the e-Trade performance. Finally, based on results of the empirical survey, several implications on the Chinese SME's e-Trade strategies and policy alternatives were proposed as a concluding remark.

The purpose of this study is to gain an understanding of scientifically gifted students' views on the nature of science. A multiple-choice format questionnaire was administered to 237 Korean 10th, 11th and 12th graders at the Korea Science Academy. The differences and similarities by gender and experience of R&E program on the students' views of the nature of science were investigated. The questionnaire developed by Lim(2004) was implemented for this investigation. We found that the majority of scientifically gifted students had highly possessed the tentativeness of scientific knowledge. The students who experienced R&E program have relatively high apprehension of scientists' motivation for researches and activities in social context compared to the students who did not experience an R&E program. Scientifically gifted students had relatively high apprehension that government should not control researches of scientists and relatively low apprehension of social responsibilities of scientists comparing to general high school students. The experience on R&E program was identified as a factor to effect changes in the students' views on the nature of science. The study has implications for the development of gifted program and curriculum such as running and assessing R&E program, and also the pre-service preparation of science teacher, teacher education reformat in both the practical and the policy levels.
The Great Depression is one of the most important economic incidents in the twentieth century. A significant and long-lasting impact of this event is the rise of the government intervention to the economy. Under the catastrophic downturn of the economic condition worldwide, people required their government to play an active role for economic recovery, and this $mentalit{\acute{e}}$ prolonged even after the Second World War. Social science textbooks taught at Korean high schools mostly referred to the Great Depression for explaining the reason of government intervention in economy. However, the mainstream view commonly found in the textbooks provides a misleading theological interpretation. It argues that inherent flaws of the market economy causes over-production/under-consumption, and that this mismatch ends up with economic crisis. The chaotic situation was resolved by substitution of the governments for the market, and the New Deal was introduced as the monumental example ('laissez-faire economy ${\rightarrow}$over-production${\rightarrow}$the Great Depression${\rightarrow}$government intervention${\rightarrow}$economic recovery'). Based on economic historians' researches for past three decades, I argue that this mainstream view commits the fallacy of ex-post justification. Unlike what the mainstream view claims, the Great Depression was neither the result of the 'market failure', nor the recovery from the Great Depression but was due to successful government policies. For substantiating this claim, I suggest three points. First, blaming the weakness or instability of the market economy as the cause of the Great Depression is groundless. Unlike what the textbooks describe, the rise of the U.S. stock price during the 1920s cannot be said as a bubble, and there was no sign of under-consumption during the 1920s. On the contrary, a new consensus emerging from the 1980s among economic historians illustrates that the Great Depression was originated from 'the government failure' rather than from the 'market failure'. Policymakers of European countries tried to return to the gold standard regime before the First World War, but discrepancies between this policy and the reality made the world economy vulnerable. Second, the mainstream view identifies the New Deal as Keynesian interventionism and glorifies it for saving the U.S. economy from the crisis. However, this argument is not true. The New Deal was not Keynesian at all. What the U.S. government actually tried was not macroeconomic stabilization but price and quantity control. In addition, New Deal did not brought about economic recovery that people generally believe. Even after the New Deal, industrial production or employment level remained quite low until the late 1930s. Lastly, studies on individual New Deal policies show that they did not work as they were intended. For example, the National Industrial Recovery Act increased unemployment, and the Agricultural Adjustment Act expelled tenants from their land. Third, the mainstream view characterizes the economic order before the Great Depression as laissez-faire, and it tends to attribute all the vice during the Industrial Revolution era to the uncontrolled market economy. However, historical studies show that various economic and social problems of the Industrial Revolution period such as inequality problems, child labor, or environmental problems cannot be simply ascribed to the problems of the market economy. In conclusion, the remedy for all these problems in high school textbooks is not to use the Great Depression as an example showing the weakness of the market economy. The Great Depression should be introduced simply as a historical momentum that had initiated the growth of government intervention. This reform of high school textbooks is imperative for enhancing the right understanding of economy and history.
The Korean government ranked 3rd among 193 UN member countries in the UN's 2022 e-Government Development Index. Korea, which has consistently been evaluated as a top country, can clearly be said to be a leading country in the world of e-government. The lubricant of e-government is data. Data itself is neither information nor a record, but it is a source of information and records and a resource of knowledge. Since administrative actions through electronic systems have become widespread, the production and technology of data-based records have naturally expanded and evolved. Technology may seem value-neutral, but in fact, technology itself reflects a specific worldview. The digital order of new technologies, armed with hyper-connectivity and super-intelligence, not only has a profound influence on traditional power structures, but also has an a similar influence on existing information and knowledge transmission media. Moreover, new technologies and media, including data-based generative artificial intelligence, are by far the hot topic. It can be seen that the all-round growth and spread of digital technology has led to the augmentation of human capabilities and the outsourcing of thinking. This also involves a variety of problems, ranging from deep fakes and other fake images, auto profiling, AI lies hallucination that creates them as if they were real, and copyright infringement of machine learning data. Moreover, radical connectivity capabilities enable the instantaneous sharing of vast amounts of data and rely on the technological unconscious to generate actions without awareness. Another irony of the digital world and online network, which is based on immaterial distribution and logical existence, is that access and contact can only be made through physical tools. Digital information is a logical object, but digital resources cannot be read or utilized without some type of device to relay it. In that respect, machines in today's technological society have gone beyond the level of simple assistance, and there are points at which it is difficult to say that the entry of machines into human society is a natural change pattern due to advanced technological development. This is because perspectives on machines will change over time. Important is the social and cultural implications of changes in the way records are produced as a result of communication and actions through machines. Even in the archive field, what problems will a data-based archive society face due to technological changes toward a hyper-intelligence and hyper-connected society, and who will prove the continuous activity of records and data and what will be the main drivers of media change? It is time to research whether this will happen. This study began with the need to recognize that archives are not only records that are the result of actions, but also data as strategic assets. Through this, author considered how to expand traditional boundaries and achieves reterritorialization in a data-driven society.
In this research, we analyzed the performance of the e-village shopping mall as an online agricultural business platform. The results suggested some critical factors that might assist the e-village owners to increase their sales by implementing the e-village information systems. We hypothesized that IT education, IT usage, online community activity, and organizational knowledge sharing influenced the e-village sales. Moreover, we investigated the moderating effect of rural experience tourism on those independent variables (IT education, IT usage, online community activity, and organizational knowledge sharing). The results indicated that online community activity had a positive effect on the online business sales, while IT education, IT usage, and organizational knowledge sharing showed insignificant effects. Furthermore, the interaction effects between rural experience tourism and both IT education and the IT usage were positive and significant. Thus, we conclude that the rural experience tourism moderated the relationship between (1) IT education and e-village sales, and (2) IT usage and e-village sales, but not the relationship between (1) online community activity and e-village sales, and (2) organizational knowledge sharing and e-village sales.
Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.
The purpose of this study is to analyze people's motivations to use the National Petition service of CheongWaDae, the Presidential Office of Korea. The online space has been used as a testbed of deliberative democracy. In fact, a wide variety of public opinions are being formed and gaining sympathy through the E-Petitions and Daum's Agora. In this regard, President Moon's government launched a petition site to gather public opinions. For any petition agreed on by more than 20,000 people within 30 days, the relevant ministry or the President's office must provide answers or feedback. This study wants to figure out how this National Petition is different from previous platforms like Agora or E-Petitions and why it is so well-received by people. This study uses a mix of both qualitative and quantitative methods. First, we conducted a focus group interview to factorize experiences of using the National Petition into measurable constructs. Second, we did a survey o 156 Koreans who had experienced the National Petition. Results show that symbolism, usefulness, gratification, and trust have positive impact on continuous usage intention. This study argues that symbolism, usefulness, gratification, and trust factors should be in place rather than technical aspects in order to increase the actual participation of users on the online platform of deliberative democracy. In addition, this study is meaningful in that it examined how different the CheongWaDae's National Petition is from the existing platforms for collecting public opinions and analyzed factors that encourage continuous use.
Due to the trend toward computerization of business services in public sector and the push for e-government, the volume of records that are produced in electronic system and the types of records vary as well. Of those types, dataset is attracting everyone's attention because it is rapidly being supplied. Even though the administrative information system stipulated as an electronic record production system is increasing in number, as it is in blind spot for records management, the system can be superannuated or the records can be lost in case new system is developed. In addition, the system was designed not considering records management, it is managed in an unsatisfactory state because of not meeting the features and quality requirements as records management system. In the advanced countries, they recognized the importance of dataset and then managed the archives for dataset and carried out the project on management systems and a preservation formats for keeping data. Korea also is carrying out the researches on an dataset and individual administrative information systems, but the official scheme has not been established yet. In this study the items for managing archives which should be reflected when the administrative information system is designed was offered in two respects - an identification method and a quality requirement. The major directions for this system are as follows. First, as the dataset is a kind of an electronic record, it is necessary to reflect this factor from the design step prior to production. Second, the system should be established integrating the strategy for records management to the information strategy for the whole organization. In this study, based on such two directions the strategies to establish the identification for dataset in a frame to push e-government were suggested. The problem on the archiving steps including preservation format and the management procedures in dataset archive does not included in the research contents. In line with this, more researches on those contents as well as a variety of researches on dataset are expected to be more actively conducted.

In the study, we show the six metropolitan cities, Incheon Metropolitan City had the highest annual average rate(3.2%) of the death toll, from 2011 to 2018, and the overall annual average rise rate was 2.6%. Also, the annual average rise rate of the number of cremators using E-Haneul funeral information system, Gwangju Metropolitan City had the highest rate(7.6%) and the overall annual average rise rate was 5.6%. The annual average rise rate of the cremation rate, Gwangju Metropolitan City had the highest rate(2.8%) and the overall annual average rise rate was 1.9%. Focusing on the actual state shown in the results of this study above, the policy measures for improving the efficiency of supply & demand policy of funeral facilities in six metropolitan cities in the whole nation could be suggested as follows. First, expanding the supply of cremation facilitiesin consideration of the installation period of cremation facilities. Second, given the increase in the number of cremators using E-Haneul Funeral Information System, it is necessary to expand the infrastructure for meeting the demand of using funeral facilities, such as enshrinement facilities of ash and natural burial sites. Third, in such metropolitan cities, it is difficult to resolve a conflict of location with local residents who recognize cremation facilities as unpleasant facilities. Therefore, it is necessary to devise and implement a plan for improving local residents awareness of cremation facilities and resolving the conflict of location in diversified ways. Fourth, it is predicated that Busan and Daegu Metropolitan City will face a lack of supply of cremation facilities in a short time due to the increased demand for them. Therefore, in order to meet the demand for cremation, it is necessary to construct more cremation furnaces in current cremation facilities or to jointly use and expand cremation facilities with their neighboring local government.
The main purpose of this study is to analyze the relationship among present conditions, obstructive factors, and export performance in using e-Trade Service System for Korean small and medium enterprises(SMEs). According to the empirical survey result, the obstructive factors affect significantly on the relation between application level and performance of e-Trade systems. It means that continuous and varied efforts are needed by government and related organizations to reduce the influence of obstructive factors.
