일본 IT에 관한 법제 : 총론

  • (고도 정보통신 네트워크 사회형성 기본법(통칭 : IT 기본법))의 기본 이념과 역할에 대하여 서술함과 동시에, 이것에 기초하여 고속 접근이 가능한 인터넷망을 정비하여 세계 최첨단의 (IT 국가)를 지향하는 (e-Japan 전략)에 대하여 살펴본다. 그리고 그것을 구체화하여, 고도 정보통신 네트워크 사회형성을 위해 정부가 신속하고도 중점적으로 실시해야 하는 시책의 전모를 명확하게 밝힌 (e-Japan 중점계획)의 세부사항에 대하여 법적 관련성을 중심으로 살펴본다. 또한 IT 사회에 있어서, 글로벌 네트워크 형성 및 이것을 이용한 전자상거래 등에 관해서는 국가간의 제휴.조정이 불가결하다는 인식을 기본으로 국제적인 IT법의 환경정비에 대해서 다루기로 한다.

  • 일본은 2001년 확정한 $\ulcorner$e-Japan 중점계획$\lrcorner$에서 정한 220개의 시책 중 1차년도로 예정된 103개의 시책을 모두 이행하였다. 그리고 2002년 6월 추진성과를 재검토하여 새로이 $\ulcorner$e-Japan 중점계획 2002$\lrcorner$를 발표하였다. 여기서는 일본의 정보보안 추진전략의 전체상을 살펴보기 위한 방안으로 $\ulcorner$e-Japan 중점계획 2002$\lrcorner$중 '고도정보통신 네트워크의 안전성 및 신뢰성 확보방안'을 소개한다.

  • 일본은 1990년대 장기간의 내수불황과 정치 ·경제 ·사회적 전환에 따른 과도기적 혼란 등으로 인해 체계 적인 정보화 전략의 부재와 종래의 제조업 기반의 안주로 ‘정보화 낙후국’으로 인식되었다. 그러나 최 근에 들어와 e-Japan 전략의 수립, 규제완화로 인한 통신사업자간의 경쟁격화와 요금인하로 인해 광대역 서비스 보급이 급증하고 인터넷 이용의 고도화, FTTH 광서비스 기반의 구축과 세계 최초의 서비스 개시, IPv6 체계 준비 등으로 차세대 인터넷에서 선도국가로 부상하고 있다.

A Study on the New Management Strategies of the Trading Conglomerate in the 21st Century (21세기 종합상사의 신경영 전략에 관한 연구 -한(韓).일(日) 비교연구를 중심으로-)

  • From the IMF(International Monetary fund) crisis, the management conditions of the trading company which run business in world market, has rapidly changed. In particular, the trading conglomerate's competitive power have declined. This study, addressing such changes, intend to analyze what factors are that have generated this changes in trading conglomerate's environment. The study specifically takes it into account that the differences between Korea trading company and Japan's. This research was confirmed by data and field survey in two country. The results of research are summarized as follow. The Korean trading company are inferior to the Japanese trading company in total volume(Korea: 24.1, Japan 100), the benefit volume(Korea: 8.7, Japan 100), the stability of turnover(Korea: 36.6, Japan 100), the network power in foreign country(Korea: 19.2, Japan 100), the power of e-business(Korea: 17.0, Japan 100). But the debt ratio of Korea company is significantly lower than that of Japan's(Korea: 160.4%, Japan 940.5%). In conclusion, providing that the Korean trading company want to be a world-class champion in trading field, they have to introduce the new management strategies which means the high-profit base trading, the long term investment and the internet business.

Strategy for Paid Digital Contents after the Advent of N-screen Era: Focused on News-contents Business Models of Foreign Newspaper Companies (N-스크린 환경 도래에 따른 디지털 콘텐츠 유료화 전략 : 해외 신문사의 뉴스 콘텐츠 사업 모델을 중심으로)

  • The study investigated the N-Screen strategies of paid digital contents of foreign newspapers belonging to advanced companies: USA, United Kingdom, and Japan. This research employed the time to launch paid digital content business, whether or not to segment market, and 4p marketing mix strategies for analyzing the strategies. The results show that the strategies, starting around the year 2000, had experience chasm, and then revived since the year 2010, when the penetration rate of mobile devices proliferated. Most newspapers still supply contents under the assumption that they paly in a mass market. The items of paid digital contents are mainly composed of e-paper and digital contents. Regarding the price strategy, soft paywall and combination paywall are largely used. Distribution strategy is subject to whether or not to discriminate the path of digital contents. As for promotion strategy, bundling strategy with newspaper is mostly utilized. The difference between western countries and Japan was found in term of the free trial service.

Between Love and Hate: The New Korean Wave, Japanese Female Fans, and Anti-Korean Sentiment in Japan

  • Despite the enormous success in Japan of Korean popular culture, including TV dramas and K-pop, over the past few decades, anti-Korean sentiment in the country has become increasingly visible and intense. In this article, we examine how young Japanese female fans of Korean popular culture engage with the Korean Wave discourse while also engaging with―or, rather, disengaging from―anti-Korean movements and hate speech. Whereas previous scholarship on the Korean Wave has emphasized the power of active fans' agency, this paper investigates how the fans who passionately and self-reflexively consume Korean popular culture understand and react to the growing anti-Korean sentiment in Japan. Through in-depth interviews with 15 of these fans in their 20s and 30s, we show how they have navigated the discursive space between appreciation for Korean culture and anti-Koreanism in Japan.

  • Under the UN Security Council Resolution 1540/1810 in 2004 to restrict the proliferation of WMD (weapons of mass destruction) and their means of delivery, many countries have taken great efforts to, control the export of strategic items, thereby preventing the transfer of ABCM (atomic, biological, chemical weapons, missiles) and technologies and goods related to conventional weapons or dual-use items, Compliance Program (CP) in Korea or Internal Compliance Program(ICP) in Japan refers to a company's internal system or rules to comply with the export control laws and regulations, and is to prevent the unintentional illegal export of strategic items. This paper analyzes the Compliance Program (CP) of strategic export control system between Korea and Japan. Both countries have very similar legal frameworks under the guiding principles of multilateral export control regimes. However, there are some differences in actual procedures, classification service, supporting system, export license, sanctions for illegal exporters, etc. Korea should take more active and customer-oriented measures to promote the Compliance Program (CP) into Korean export companies for better awareness and positive attitude, practical information and education, smoothy government-firm communication, closer cooperation between Korea and Japan, etc.

Investigating Science-Policy Interfaces in Japanese Politics through Climate Change Discourse Coalitions of an Environmental Policy Actor Network

  • How is science advice integrated in environmental policymaking? This is an increasingly pertinent question that is being raised since the nuclear catastrophe of Fukushima, Japan, in 2011. Global re-evaluation of energy policies and climate mitigation measures include discussions on how to better integrate science advice in policymaking, and at the same time keeping science independent from political influence. This paper addressed the policy discourse of setting up a national CO2 reduction target in Japanese policymaking between 2009 and 2012. The target proposed by the former DPJ government was turned down, and Japan lacked a clear strategy for long-term climate mitigation. The analysis provides explanations from a quantitative actor-network perspective. Centrality measures from social network analysis for policy actors in an environmental policy network of Japan were calculated to identify those actors that control the discourse. Data used for analysis comes from the Global Environmental Policy Actor Network 2 (GEPON 2) survey conducted in Japan (2012-13). Science advice in Japan was kept independent from political influence and was mostly excluded from policymaking. One of the two largest discourse coalitions in the environmental policy network promoted a higher CO2 reduction target for international negotiations but favored lowering the target after a new international agreement would have been set. This may explain why Japan struggled to commit to long-term mitigation strategies. Applying social network analysis to quantitatively calculate discourse coalitions was a feasible methodology for investigating "discursive power." But limited in discussing the "practice" (e.g. meetings, telephone, or email conversations) among the actors in discourse coalitions.

  • On 1968 Dr. Peter Glaser introduced the concept of a large solar power satellite system in a high geosynchronous orbit for collection and conversion of solar energy into an electromagnetic microwave beam to transmit usable energy to rectennas on earth. With respect to it, U.S.A, Japan, E.U., etc. noted the Space Solar Power(SSP) as a future new energy resource, performed a substantial research and the concept design, and recently announced detailed plans for realizing SSP projects. While the new technology of SSP is developing, U.S.A. and Japan have a plan to provide the electric service by using SSP 2030. This paper presents the technology trend of advanced countries and the domestic strategies on the SSP development as a green energy and a new energy resource.

  • Due to the rapid progress of globalization, fierce international competition, a declining population, low birth rate and aging population, deficit in a difficult situation at home and abroad, Japan's local governments expand internal and external alliances and partnerships to maximize the economic benefits to the region seeking to enable in the region have efficient allocation of human and material resources through industry support, funding, and administrative efficiency for the purpose of speeding up the formation of a mega regional economies. Union of Kansai Government implements, especially in the wide area of industrial clusters, economic policy need to comprehensive planning and growth strategy such as adjusting the growth strategy attempts to promote the local economy and to enable investment planning and coordination within the current mega regions, These roles are further improving and upgrading their importance of mega regional phase in Japan's regional economic policy.
