모바일 전자정부 서비스 유형분류에 따른 국내외 현황 분석 및 발전방향 (Mobile Government Service Classification and Policy Implications)

  • 본 연구에서는 국내외 모바일 전자정부의 구축 사례를 비교분석하고 이를 바탕으로 모바일 전자정부의 발전 방향에 대한 시사점을 제시한다. 이를 위하여 모바일 전자정부 서비스의 유형 구분을 위한 프레임워크를 제시하였으며, 국내외 모바일 전자정부 구축 사례를 해당 프레임워크를 바탕으로 분석함으로써 모바일 전자정부 발전방향에 대한 정책적 시사점을 도출하였다. 이에 의거하여 본 연구에서는 모바일 전자정부의 추진 방향으로서 고객 중심의 업무프로세스 재설계, 사용자 중심의 모바일 포탈 재구성, 모바일 고유의 서비스 개발, 신기술 트렌드를 적용한 모바일 전자정부 서비스 개발, 고객으로부터의 피드백을 통한 선순환 및 모바일 보안의 강화를 제시하였다.

China and Economic Cooperation in the East Asian Region

  • The purpose of this study is to explore the emergence of Chinese economy and the possibility of economic cooperation between the East Asian countries, which will facilitate the solution to structural problems in the economy and industries of these countries. This study presents that China will remain essential to the East Asian economy and changes are anticipated in its economic growth rate, growth strategy and risks. How to respond to them will be the critical movement that will determine the future course of the East Asian economy. To solve this question, firstly each government of East Asian countries needs to come up with strategies that will leverage China for their industrial upgrade and economic development even when the risks facing China are realized. Second, each government of East Asian countries should make a wise approach towards a free trade agreement between EATR and China.

  • Science and technology is the power of impelling the economic and social development. Promoting the international sci-tech communication and cooperation is one of the important ways of pulling the economic development of Northeast Asia area. Sci-tech communication and cooperation between the government and the folk are two wings of international sci-tech communication and cooperation. Both are supplemented mutually and indispensable. In order to promote the economic and social development of Northeast Asia area and further strength, some suggestions are put forward, i.e.fully exerting university the main roles in the sci-tech communication and cooperation of Northeast Asia area and fully exerting Liaoning province the important roles in the sci-tech communication and cooperation of Northeast Asia area.

중소기업의 정부지원 정보화정책 성과평가 시점 연구 (A Study on the Timeliness for Performance Evaluation of Government-supported Information Policies)

  • 정부는 중소기업의 정보화를 촉진시키기 위하여 지난 수년간 여러 종류의 정책자금을 지원하였다. 정부가 지원하는 정보화 지원 자금의 성격은 대부분 무상 지원으로 중소기업에게는 좋은 기회가 되어 왔다. 또한 정부는 지원하는 정책의 결과에 대한 성과도 관리하고자 노력하고 있다. 본 연구는 정부가 그동안 지원한 정보화정책에 대한 평가를 어떠한 단계로 하는 것이 타당한지 실증적 연구를 하였다. 실증 연구는 상관분석을 실시하였으며 측정에 활용한 요인간의 상관관계 결과는 유의한 것으로 나타났다. 정보화지원 정책을 통한 성과평가 시점에 대한 결과는 조직전략 분야의 평가가 Step3(장기적), 내부 운영 분야의 평가는 Step2(중기적), 지원과정의 평가는 Step1(단기적)의 평가단계로 나타났다.

  • The generalization of Internet use has been spreaded all over the world and impacted company to introduce intranet and extranet for their operation which dealt with electronic commerce. For these reason, endeavor of implementation of web site system is promotioned and enhanced the possibility of adaptation range for the view of company. Dramatic competition which company faced with the use of internet and request from all over the world made company brought company to various and different type of level. It is necessary to develop website system with experty knowledge to satisfy customer needs. To deal with this situation, works from the level of government should proposed to spread whole country business which propelled through kyungnam mechanic industry information promotion center. With strategic proposal concerning district characteristics to adapt electronic commerce successfully, information promotion should performed. Support of government is needed continuously to realize infra of ASP composed of 4,877 mechanic industry company. It might be possible to deal with international rapid change with cooperation of company and government related department.

공동연구수행체제 및 참여기업의 기술획득전략-유형별 기업화성과 분석- (Technology Sourcing Strategies and Cooperative Patterns in Vertical Cooperative R&D Projects)

  • Since 1982, the government of Korea has actively promoted vertical cooperative R&D programs between government-sponsored research institutes (GRIs) and private firms. A number of firms participated in the programs because cooperative R&D could lower the risk and could contribute to rapid commercialization of many technologies. This paper examines the effectiveness of vertical cooperative R&D projects by the modes of cooperation between GRIs and industrial firms, and analyzes the performance of participating firms' technology sourcing strategies for commercial utilization of cooperative R&D results at the project performed from 1982 to 1989 under the Government-Industry Cooperative R&D Program sponsored by the Ministry of Science and Technology(MOST) in Korea. The cooperative R&D projects are classified into 4 groups by two criteria, i.e., the level of participation of firms, and the breadth of cooperation. The findings suggest that firms should actively participate in cooperative R&D projects. In addition, in order to enhance commercial success, cooperation between GRIs and industrial firms should not be limited to R&D stage only. The breadth of cooperation should be extended to commercialization stage. Small- and medium-sized firms participating in vertical cooperative R&D projects in Korea usually lack internal technological capabilities that are needed to commercialize the results of cooperative R&D. Three different technology sourcing strategies - exclusive cooperative R&D strategy, in-house development augmented cooperative R&D strategy, and licensing-in supplemented cooperative R&D strategy - are empirically derived through cluster analysis of the relative usage rates cooperative R&D and of other supplementary technology acquisition methods. The findings suggest that the firms participating in vertical cooperative R&D projects should try to utilize other supplementary technology acquisition methods in order to achieve commercial utilization of the vertical cooperative R&D results.

Aid Effectiveness in Practice: A Case Study on the National Data Center in Mongolia

  • The main purpose of this paper is to examine the aid effectiveness of ODA projects through a case of an e-Government ODA. The case at hand is the Mongolian National Data Center project, which was supported by Korea International Cooperation Agency in 2007~2009. In this paper, we analyze aid effectiveness through a case instead of a long-term macroeconomic analysis. By using OECD DAC guideline for performance evaluation of ODA project combined with PRM (Performance Reference Model) for evaluating e-Government, authors undertakes a post-implementation evaluation on the Mongolian NDC project. The result shows that the NDC project has been relevant and implemented effectively and efficiently given the political instability incurred by the election fraud in 2008. However, there have been problems as well. Provision of defected monitors was a critical problem while disagreement on the safety of the building was lasted for two more years to be settled. Some comments on the training program are also worth to hear to ameliorate similar projects. But more fundamental problems are found in impacts and sustainability areas. Low political status of ICTPA as a coordinating organization for ICT ODA and unstable job security of NDC are serious hurdles to increase effectiveness and efficiency of NDC. ICTPA has played very limited roles in coordinating government-wide ICT ODA projects because it lacks actual power and control over them. Other government organizations do not fully trust NDC as a reliable government data center due to low political status and lack of job security. Thus critical factors to affect the effectiveness and efficiency of e-Government ODA projects are political and organizational instead of economic.

  • 본 연구는 현재의 B2C 중심의 e-비즈니스 환경에서 B2B로의 활성화를 위한 방안으로 ERP의 도입을 제시하고 있다. 최신 경영정보기술로서 ERP는 B2B의 문제점들을 해결할 수 있는 수단으로서 작용할 수 있다. 따라서 본 연구는 ERP의 특징에 관한 논의를 B2B 실행상의 문제점 해결 가능성에 초점을 두어 다루었다. 또한 ERP가 기업간 e-비즈니스에 적용되었을 때 어떠한 가치를 창출하고 어떠한 효익을 제공할 수 있는지를 파악하였다. 마지막으로는 ERP 도입을 통한 e-비즈니스의 가치창출이 예견된다면 기업의 입장에서 ERP도입 방안과 정부의 입장에서 어떠한 제도적 지원이 있어야 하는지를 논의하였다.

  • 최근 전자정부 로드맵 과제 중 하나로 '범정부 정보기술아키텍처 적용'이 포함됨에 따라 여러 공공기관에서 EA 도입을 추진하고 있다. 그러나, EA 프레임워크, 표준, 원칙, 참조모델 등과 관련된 모델 정립 및 개발 기법 이제시되지 않아 각 기관 및 실무담당자의 어려움이 크다. 따라서 본 논문에서는 각국의 도입사례를 분석하여 공공기관 특성을 고려한 전자정부 EA도입을 위한 성과 및 변화관리 기반의 개발 방법을 제안한다. 전자정부 EA 도입을 위한 기법은 전자정부 EA구축이 다년도에 걸쳐 여러 기관의 협력에 의해 추진되어야 할 사업이므로 각 기관의 장기적 사업추진 과정을 전체 최적화 관점에서 객관적으로 모니터링 할 수 있는 EA 성과관리 모델과 EA에 대한 개념이 생소한 공공기관의 이해관계자들에게 EA에 대한 개념, EA가치와 필요성 등 전반적인 인지도 향상을 위한 계층별 변화관리 활동을 결합하고 있다. 동 기법의 활용은 행정자치부에서 수행한 EA 구축사례를 통하여 구체적으로 소개하였고, 이를 통하여 공공기관은 업무 프로세스 혁신 및 정보화 계획수립을 EA를 근간으로 보다 효과적으로 수행할 수 있다.
