쌍방향적 정보의 교류와 접근을 가능하게 하는 정보기술의 발달을 배경으로 등장한 전자정부와 이를 지원하기 위해 제정된 전자정부법은 온라인을 통해 정부 정보를 적극적으로 제공할 것을 규정하고 있다. 이는 공공기관의 기록관리 환경에 많은 변화를 가져왔을 뿐만 아니라, 국민들이 정부정보로 접근하는 것을 더욱 확고하게 보장하였다. 공공기관이 온라인으로 정보자원을 정확하고 효율적으로 제공하도록 하는 한편, 정부가 제공하는 각종 정보자원 국민들이 편리하고 빠르게 찾을 수 있도록 돕기 위해서는 이를 지원하는 공공인프라의 구축과 함께 전자정부 메타데이터의 개발이 필요하다. 우리나라의 경우 아직 표준화된 전자정부 메타데이터는 없지만 'GILS Core 엘리먼트'가 이와 유사한 기능을 하고 있다. 하지만 GILS Core 엘리먼트는 기술 대상으로 기록을 고려하지 않은 채 개발되어 많은 문제점을 가지고 있다. 따라서 본 논문에서는 온라인으로 제공되는 정부 정보자원의 대부분을 차지할 기록의 특성을 고려하여 전자정부 메타데이터 표준을 제안하였다.

Facing the era of intelligence, the demands for changes of e-Government system appears to be rising upon the development of AI, VR, IoT and other new technologies. However, it also comes with the increasing possibility of mobile digital divide among regions, ethnicities and social classes. As the e-Government Service is only available for specific groups, the national government should proactively build an information environment to promote the convenient access and use of e-Government Service comprehensively by all the people. In the light of the sociodemographic characteristics, this study tests whether the difference is statistically significant involving the mobile digital divide between different groups with the analysis of variance, while determining the relationship between the mobile digital divide and the usage intention of e-Government Service through multiple regression analysis. The main findings of this study are as follows. First, there are differences and statistical significance between groups of different ethnicities and regions on accessibility with electronic products and networks. Second, there are obvious differences and statistical significance between groups of different ages, educational levels and ethnicities on the competency and usability of electronic products and networks. Third, the accessibility to electronic products and networks has no effect on the usage intention of e-Government Service, while the competency and usability of electronic products and networks have a strong positive impact on the usage intention of e-Government Service. The author hopes that the research findings of this paper can provide reference suggestions and opinions for bridging the digital divide among regions in China and promoting the popularization of the e-Government Service.

본 연구의 목적은 Government 2.0 서비스 품질을 측정하고 이것이 이용자 만족에 어떠한 영향을 미치는지 분석하고 서비스 활성화 방향을 모색하는 것이다. 최근 정부 서비스와 Web 2.0이 결합한 용어인 Government 2.0이 새로운 패러다임으로 부상함에 따라 공공정보의 공개와 활용을 통한 가치창출에 대한 관심이 커지고 있다. 그러나, Government 2.0이 경제, 사회, 문화 전반에 미치는 여러 가지 영향에 대한 연구는 극히 미흡한 실정이다. 또한, Government 2.0 서비스와 관련된 학문적 분석이나 평가에 관한 연구도 미미한 실정이다. 서비스 품질 평가는 일반적으로 이용자 만족을 선행지수로 선택하므로, 본 연구에서도 대중교통정보서비스를 중심으로 한 Government 2.0 서비스에 기존의 SERVQUAL과 E-S-QUAL 모형의 서비스 품질 결정 요인들이 적용될 수 있는지를 살펴 보았다. 설문을 통한 실증 연구 결과, 서비스 품질이 이용자 만족과 관련이 있는 것으로 나타났다. 특히, 서비스 품질 결정 요인들 중 유형성, 효율성, 신뢰성 3개 서비스 품질 요인들이 이용자 만족에 유의적인 정의 영향을 미치는 것으로 나타났다. 본 연구는 Government 2.0 서비스에 대한 경험적 분석을 통해 이론적 모형을 제시함으로써 Government 2.0 서비스 품질에 대한 이론적 토대를 마련한다는 점에서 중요한 의의를 지닌다.

그동안 전자정부의 지식관리 연구는 주로 조직 내적인 것에 국한하여 왔다. 그러나 최근 시민중심적이고 시민주도적인 패러다임으로의 변화와 웹 2.0 커뮤니케이션의 발달로 조직내부에서 정부와 시민 간 조직외부로의 지식관리의 문제가 중요한 영역으로 부각되고 있다. 이에 일련의 지식강화포털 연구는 시민을 대상으로 하는 포털 상에서의 지식강화가 필요하다는 인식에서 출발하며, 이를 통해 전자정부포털의 유용성을 향상시킬 것을 가정한다. 지식강화와 전자정부(포털)는 각각의 영역에서는 폭넓게 논의되어 왔으나, 두 영역이 만나는 맥락(Joint Context)에서 이러한 구조에 대해 소개한 연구는 드물다. 이를 위하여 본 연구는 전체론적인 접근방식으로 기존의 관련 논의들의 이론적 구조화를 통해 전자정부포털 상에서의 지식강화를 위한 개념적 프레임워크를 도출하는 것을 목적으로 한다. 본 프레임워크는 3개의 변환 단계로 구성되는 지식강화포털의 진화적 경로를 제안하고 있으며, 이는 향후 지식강화포털 프로젝트를 구현하는데 있어 기본적인 참조모델로서 활용될 수 있을 것이다.

정보통신기술의 급속한 발전과 함께 전 세계 국가들은 전자정부를 도입하여 국가의 행정시스템을 효율적으로 개선하기 위하여 노력하고 있다. 본 논문은 개발도상국이 효율적으로 전자정부를 구현하기 위한 방안을 제안한다. 이를 위하여 유엔이 평가한 전자정부 발전지수를 분석하여 전자정부 발전 단계를 시작하는 단초를 얻는다, 또한 한국이 지원한 몽골, 키르기즈스탄 및 네팔의 전자정부 현황과 전자정부 마스터플랜을 분석하여 전자정부를 구축하는 데 필수불가결한 요소인 사업 우선순위를 도출한다. 조사 대상국들이 각각 정의한 사업들을 비교 검토하여 표준화하고, 포트폴리오 방식에 의해 평가된 사업들의 우선순위를 비교 분석하여 시행착오를 줄이고 효율적으로 전자정부를 구현할 수 있는 최적의 로드맵을 도출한다.

This study analyzed the users acceptance of e-Government services. Many IT(Information Technology) adoption studies appeared the TAM(technology adoption model) of Davis[1989] as a theoretical background. The TAM composed of three factors those are the perceived easy of use, the perceived usefulness, and intention to adoption of IT. However, TAM did not explain the consequences of intention to adoption and antecedents of the ease of use and usefulness in IT adoption. To overcome limitations of TAM, many technology acceptance studies done. In this study, the researcher suggested the IT acceptance model for explaining users adoption of e-Government service based on the model of IT acceptance of Wixom and Todd[2005]. The model of Wixom and Todd[2005] based on the TAM of Davis[1989], IT adoption model of Taylor and Todd[1995] and, IS(Information Systems) success model of Delone and Mclean[1992, 2003]. For testing our research model, the researcher collected data from 200 users of e-Government services. The researcher analyzed in measurement model and structural model using statistical software. This study analyzed relationships among interaction, information quality, Web systems quality, satisfaction, ease of use, usefulness, and attitude to explain and predict influences of the users acceptance of e-Government services. The results of this study will provide useful information about develop a strategy for usage spread of e-Government services.

Purpose - This paper aims to study what is impacting the development of e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurement, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. Design/methodology - This study is to provide a systematic literatures review on what is impacting the development of e-Government Procurement in China. Hence, based on western research, Chinese literiatures are used for this study. Findings - To penetrate the e-procurement of the Chinese government, the acquisition of government procurement certification is necessary. Secondly, the qualification of "Made in China" is one way to join the market. And finally for Korean companies to enter the procurement, it is necessary to provide products to the public institutions such as universities, hospitals and social organizations and to the state-owned enterprises. Originality/value - This paper aims to study what is impacting the development of the e-Government Procurement in China, the current strategies of developing Chinese Governmental e-Procurements, and to present some measures by which Korea's exporting industry could enter the Chinese procurement market. These originalities can be expected to give understanding of Chinese e-govenment procurement and insight for strategy for both Korean enterprise and relavant academic circles.

Web services are deemed as the natural choice for deploy- ing e-government applications. Their use enables e-government to fully get advantage of the envisioned Semantic Web. In this paper, we pro- pose WebDG, a comprehensive Web Service Management System for e-government applications. It aims to improve government-citizen inter- actions through an infrastructure built around the "life experience" of citizens. WebDG provides a framework for automatically composing e- government services, optimized querying services, and preserving privacy.

This paper attempts to find a desirable way to effectively integrate the roles of the central government of Korea and the Seoul Metropolitan Government in terms of e-government environments. Electronic intergovernmental relations(e-IGR) are analyzed from the multiple perspectives such as technological, institutional, and behavioral aspect. Among these. this paper found that the behavioral aspect deserves more academic and policy interests. Both the horizontal and vertical integration among departments and agencies will enable the e-government to serve people better.

급변하는 정보기술의 발달로 국제적인 이슈로 떠오르고 있는 전자정부는 국내 정보 통신 분야에서도 많은 관심을 보이고 있다. GIS 기술에서도 전자정부는 고려하지 않으면 안될 주요 사항이지만, 국외의 경우와 달리 현재 국내 전자정부를 추진하는데 있어 공간정보와 관련한 내용은 언급되고 있지 않다. 이러한 미래의 숙제를 GIS 측면에서 풀어보고자 국내 전자정부와 GIS의 연계방안을 제시하였다. GIS 연계방안은 추진모델, 추진전략, 추진과제로 이루어진다. GIS 연계방안의 목적은 전자정부에서의 지리정보와 행정정보 연계를 통한 시너지 효과 증대와 GIS Portal 등의 구축으로 기관간 정보 공유 및 활용을 확대하여 행정업무의 효율성을 높이고, 다양한 정보제공 채널을 통하여 공간정보에 쉽게 접근할 수 있도록 하여 대국민 GIS 서비스를 향상시키는 것이다. 더불어 GIS 연계 추진모델이 구현될 수 있도록 행정부처간 협력 강화와 전자정부와의 연계를 위한 GIS 관련 법/제도 마련 등의 기반이 구축되어야 할 것이다. 이러한 GIS 연계 추진모델을 국내 전자정부 성숙모형 특성에 적용함으로써 효율적인 전자정부 구현을 위한 "서비스," "정보연계활용," "기술," "조직" 및 "기반구축"에서의 GIS 연계 추진과제를 도출하였다. 본 연구결과를 통해 전자정부와 GIS 연계는 필수 사항임을 다시 한번 강조하고, 향후 수립하게 될 제3차 국가GIS 기본계획에서는 전자정부와의 연계를 위한 지원 사업이 추진되어야 할 것이다.
