A study on a UT applied forecast prototype and policy for u-Gov's actional system to disaster (u-Gov의 재난 대응체계를 위해 UT를 응용한 예측 프로토타입과 정책적과제 연구)

  • Recently, the society confronts unpredictable disasters and the aspects varies in diverse ways. As a pessimistic perception on the social safety starts emerging, the UT utilized actional system for disaster is viewed as a solution. Therefore, in this paper, I provided UT applied forecast prototype which is a portion of u-Gov's application services. Also, as one of UT applied policy subject, I distinguished and analyzed the differences between e-Gov and u-Gov and, finally, suggested u-Gov's reform in order to surpass e-Gov's limitation and amelioration for possible problems during prototype materialization.

  • In its change in ICT Ecosystem, electronic government changes to its wireless m-Gov from existing PC-based e-Gov. Thus, in order to realize the smart government, m-Gov needs to be vitalized and the strategies for this realization are required. Also, some countermeasures for those strategies and political instructions which the electric government should follows are needed. Above two are the ultimate purpose in pursuing administrative ideals because the realization of m-Gov innovates the government and betters quality of national life off. Therefore, this paper, to realize the smart government, provides some strategies for vitalization of m-Gov's electric government services, their countermeasures, and political instructions for Smart m-Gov.

  • The evolution of u-Gov will play a big impact due to the development of information and communication technology. The evolution plays as a critical mean for the government innovation which pursues the value of new administration. In this paper, through an analysis of the difference between e-Gov and u-Gov, I suggested the composition of prototype system of u-public transit application services which can be applied to u-Gov. I also studied the method for removing unstable elements of e-Gov which may occur when the prototype is implemented and the implications of the its UT-based policy for responding to u-public transit.

An Approach for Developing Web Applications by Reusing Components of e-Government Standard Framework

  • To solve the problem of low inter-operability of systems and low reusability caused by not being standardized and common-shared development foundation between software developers, the government has proposed e-Government(eGov) standard framework. However, the development method based on eGov standard framework is not easy to learn and to use fluently, because it is so dissimilar the existing traditional development method. In this paper, we propose an approach for developing web applications by reusing common components of eGov standard framework, and describe about the case study of developing Can_Pro(Computer Aided Nutritional analysis program for Professionals) based on eGov standard framework. Consequently, we show improvement in productivity and reduction budget through reusability of common components and eGov standard framework.

  • uIT는 다양한 분야에 새로운 제품과 서비스를 등장 시키며 일상을 더욱 편리하고, 다양한 생활 서비스를 창출하면서 우리 사회구조 및 삶을 보다 진보된 방향으로 유도하는 중요한 수단이 될 것으로 예견된다. 서비스측면에서 고려할 때, e-Gov는 서비스의 시공간 제약, 공급위주의 서비스 및 서비스의 전자화가 특징이라면 u-Gov에서는 언제어디서나 중단 없는 서비스를 고객 개인별 맞춤형으로 제공하며 서비스가 지능화된 특정을 갖는다. 본 연구에서는 전자정부의 공통서비스 추진전략을 고찰하고, 전자정부망의 네트워 고도화 및 전자정부망을 이용한 서비스의 유형을 발굴하고자한다.

A Study of Convergence Application Service as in u-Gov (u-Gov에 있어서 컨버전스 응용 서비스 연구)

  • As the acceleration of digital convergence has been deepen and extended to convergence of human, things, and space, the various forms of convergence have been appeared and extended. This paper presents the aim of the system's change which embodies the collaborative electronic government of the application service, which applies the UIT as the changed feature from e-Gov to u-Gov and attains the administrative idea which the u-Gov pursues. It analyzes and applies the propulsive plan of the policies to u-Gov, which is resulted from the variation of the convergence community, and the feature of the UIT, and then it proposed the service model of the new u-Gov with circulation instance adumbration which applies the UIT as the objective realization means of the ultimate administration.

  • The e-Government standard framework provides overall technologies such as reuse of common components for web environment development such as domestic government/public institutions, connection of standard modules, and resolution of dependencies. However, in a standardized development environment, there is a possibility of updating old versions according to core versions and leakage of personal and confidential information due to hacking or computer viruses. This study directly analyzes security vulnerabilities focusing on websites that operate eGovFrame in Korea. As a result of analyzing/classifying vulnerabilities at the internal programming language source code level, five items associated with representative security vulnerabilities could be extracted again. As a countermeasure against this, the security settings and functions through the 2 steps (1st and 2nd steps) and security policy will be explained. This study aims to improve the security function of the e-government framework and contribute to the vitalization of the service.

  • It is required to polish the components of administrative services constructively and technologically in order to achieve adminstration the u-Gov pursues. Therefore, the government needs to provide management on united information by combining collaborative construction and Convergence technology. This is called to be UT based positioning system. The system ought to be spread out and is contributed to enlarge interaction. For these reasons, in this paper, I embodied the fundamental st겨cture of new the service application through drawing UT based requirements for an establishment of its prototype.

A Performance Evaluation of the e-Gov Standard Framework on PaaS Cloud Computing Environment: A Geo-based Image Processing Case (PaaS 클라우드 컴퓨팅 환경에서 전자정부 표준프레임워크 성능평가: 공간영상 정보처리 사례)

  • Both Platform as a Service (PaaS) as one of the cloud computing service models and the e-government (e-Gov) standard framework from the Ministry of the Interior and Safety (MOIS) provide developers with practical computing environments to build their applications in every web-based services. Web application developers in the geo-spatial information field can utilize and deploy many middleware software or common functions provided by either the cloud-based service or the e-Gov standard framework. However, there are few studies for their applicability and performance in the field of actual geo-spatial information application yet. Therefore, the motivation of this study was to investigate the relevance of these technologies or platform. The applicability of these computing environments and the performance evaluation were performed after a test application deployment of the spatial image processing case service using Web Processing Service (WPS) 2.0 on the e-Gov standard framework. This system was a test service supported by a cloud environment of Cloud Foundry, one of open source PaaS cloud platforms. Using these components, the performance of the test system in two cases of 300 and 500 threads was assessed through a comparison test with two kinds of service: a service case for only the PaaS and that on the e-Gov on the PaaS. The performance measurements were based on the recording of response time with respect to users' requests during 3,600 seconds. According to the experimental results, all the test cases of the e-Gov on PaaS considered showed a greater performance. It is expected that the e-Gov standard framework on the PaaS cloud would be important factors to build the web-based spatial information service, especially in public sectors.

Policy Advice on the E-Government ODA Strategy : Focus on E-Gov ODA in the Developing Countries (전자정부 해외진출 활성화를 위한 정책방안 : 개발도상국 ODA 지원 전략을 중심으로)

  • The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.
