  • Domestic construction industry has seen a negative image in the sense that various accident occurs frequently. Status of construction accidents in the case of domestic workers is reduced. However, if the situation of foreign workers is increasing every year. This study aims to create high-temperature exposure standard table for foreign workers and domestic workers in the analysis through the discomfort index of fatalities and using the WBGT index for reducing fatalities foreign workers to improve the image of the construction industry.

외국인 담론 극복하기: 식모와 조선족 입주 가사노동자의 계급적 위치성과 이중적 정체성에 관한 연구 (Overcoming the Discourse of Foreignness: A Study on Class Positionality and Dual Identity of Korean Housemaids and Korean-Chinese Domestic Workers)

  • 본 연구는 식모와 조선족 가사노동자가 한국인 고용주와의 관계에 있어 유사한 계급적 위치성을 지니며 이중적인 정체성을 형성함에 주목한다. 서울에 거주하는 27명의 조선족 가사노동자와 고용주, 식모 고용주와의 인터뷰를 토대로, 본 논의는 내국인-외국인의 이분법적 담론에서 벗어나 단순히 외국인성(foreignness)이 아닌 여성 노동자가 가진 계급적 열악함이 고용주와의 관계 형성에 핵심 역할을 한다는 새로운 관점을 제시한다. 식모와 조선족 여성은 자신이 살던 지역사회를 떠나 새로운 사회로 공간을 재배치함으로써 스스로의 노동가치를 향상시키는 생존 전략을 취해 왔다. 그들은 시골 출신, 저소득, 낮은 수준의 교육 등 여성 노동 역사 상에서 유사한 노동 지위를 지녔으며 이주 후에도 자신의 정체성이 소속문화, '그곳'에 얽매이고 평가되는 초지역적 정박(tranlocal anchoring)을 겪는다. 또한 한국인 고용주는 식모와 조선족 가사 노동자의 도덕성과 지적 능력을 그들이 가진 계층 차이에 근거해 평가한다. 이러한 일련의 낙인 찍기 과정은 고용주가 가사노동자를 위험에 처한 본인에게 위협을 가할 수 있는 존재인 동시에 애정과 보호를 받아야 할 이중적인 존재로 인식하도록 만든다. 고용주들은 그들이 도시 환경에서 생존할 수 있도록 요리나 언어를 가르치는 등 문화적으로 교육하고 장기적인 생애 계획을 조언해주기도 한다.

And The State Will Prevail: The Elder Caregiver Sector in Singapore and Thailand

  • Singapore and Thailand have been rapidly ageing. There has been a growing demand for eldercarers in the home-setting for which migrant domestic workers have filled the role. This paper examines the Association of Southeast Asian Nations (ASEAN) Consensus governing women migrant workers entering the eldercare sector. It argues that because the ASEAN Consensus is not legally binding, it only serves to reinforce the sovereignty of states in the treatment of migrant workers instead of member states acting in unison to ensure labour protections for this group; as a result, Singapore and Thailand do not feel the need to step up protections for this group of workers according to national labor laws and hence low-skilled women migrant workers entering the eldercare sector continue to be vulnerable to labour abuses. Thus as with globalization, the ASEAN Economic Community manifests the paradox of borders: that while states are economically interconnected and interdependent, they are simultaneously disconnected and independent from each other.

Daily Hassles 스트레스가 제조업 남성 근로자들의 사회·심리적 건강에 미치는 영향 (The Effects of Daily Hassles Stress on Psychosocial Health of Male Workers in Manufacturing Industry)

  • Purpose: This study was conducted to understand the effects of daily hassle stress on the psycho-social health of male workers in manufacturing industry. Methods: Daily hassle stress and psycho-social health in manufacturing industry workers were estimated by using the Daily Hassles Scale for Korea Workers (DHS-KW) and general health questionnaire (GHQ), respectively. Results: The subjects were 553 male workers who had never been occupationally exposed to hazardous chemicals, were mean age 39.6 years and mean work duration was 15.66 years. DHS-KW total mean score had significantly higher in young ages (twenties and thirties ages), office workers, managers and daytime workers than other groups. GHQ total mean scores were significantly higher in un-married, daytime and overtime workers than others. DHS-KW and GHQ score correlated that they were negative correlation with age and working years, but was positive correlation with working hours and overtime work. The significant correlation between DHS-KW and GHQ were observed almost variables of DHS-KW and GHQ except a domestic and daily problem in DHS-KW variables. Domestic and daily problems were only significantly correlated with anxiety and insomnia of GHQ variables. Conclusion: This study indicated that physical health was associated with work condition and psychsocial health was mainly associated with domestic and daily problems of DHS-KW variables. Thus, the study on Daily Hassles stress and related with work stress should be further investigated for the comprehensive health program including stress management and coping behavior.

국내 위성산업의 경제적 파급효과 (Economic Repercussion Effects of the Domestic Satellite Industry)

  • In this paper, we investigate the economic repercussion effects of the domestic satellite industry. The market size of the satellite industry between 2005 and 2009 is forecasted based on the world market forecast. By using the Input-Output analysis technique, three kinds of repercussion effects (domestic production, value added, workers induced by the satellite industry) between 2005 and 2009 are calculated.

도구변수법을 이용한 지역 노동시장의 내외국인근로자 고용관계 분석 (An Analysis on the Employment Relationship of Domestic and Foreign Workers in the Regional Labor Market Using Instrumental Variable Method)

  • 본 연구는 2010~2018년 기간 동안의 16개 시도 지역 패널데이터를 구축하여 내외국인근로자의 고용관계를 추정한다. 산업별(제조업과 건설업), 규모별(5~29인, 5~99인, 5~299인 그리고 5인 이상) 분석을 시도하고 외국인근로자의 내생성을 통제하기 위하여 지역 내 외국인근로자의 출신 국가 점유율(Foreigner's Concentration Index: FCI)을 도구변수로 사용한다. 최종적으로는 외국인근로자의 내생성을 고려하지 않는 패널 GLS와 이를 고려한 도구변수법의 결과를 비교한다. 분석 결과, 패널 GLS 분석에서는 내외국인근로자 사이에 보완관계가 확인되었다. 그러나 도구변수법에서는 내외국인근로자의 고용관계가 통계적으로 유의하지 않았지만, 정(+)에서 부(-)로 바뀌었으며, 제조업과 건설업을 결합한 분석에서는 통계적으로 유의한 대체관계가 나타났다. 본 연구는 내외국인근로자의 고용관계를 추정하는 데 있어서 내생성 통제 여부의 중요성을 확인하고 이를 통제하기 위해 도구변수를 국내 최초로 고안했다는 점에서 높은 평가를 받을 수 있다.

Comparison of Safety Perception between Foreign and Local Workers in the Construction Industry in Republic of Korea

  • Background: Since the Republic of Korea became a labor-force-importing country, the number of foreign workers has increased gradually, especially in the construction industry. The main objective of this study was to examine the differences in safety perception between domestic and foreign workers at Korean construction sites. Methods: A total of 891 Korean and foreign workers were surveyed: 140 foreign and 751 Korean workers. The general characteristics and 25 factors influencing safety perception were considered in the questionnaire. Regression and correlation analyses were conducted to examine the variables of workers' safety perception. Results: Differences of nationality (F = 7.379, p < 0.001) and workplace accidents were statistically significant for both domestic (F = 1.503, p < 0.05) and foreign workers (F = 7.868, p < 0.05). In contrast, age, education, and Korean language level were significant variables only for foreign workers. Correlation coefficients of $0.428^{**}$ for Korean and 0.148 for foreign workers between two items - namely, "management's commitment to safety" and "blaming staff when they make mistakes" - support the conclusion that foreign workers do not trust management's commitment to safety, while Korean workers have confidence in these commitments. Conclusion: Foreign workers' level of safety perception should rise to the same level as Korean workers, especially in terms of obeying safety rules, safety education performance, and safety beliefs. Therefore, an improvement plan for the Korean construction industry is suggested in order to have a better safety level at construction sites with foreign workers.

취업자들의 국내 관광여행 참여에 관한 실증 분석 -일자리 특성별 국내 관광여행 일수·횟수·지출액 차이분석을 중심으로- (Empirical Analysis on Domestic Travel Activities of Workers -Focused on Domestic Travel Numbers, Days and Expenditures-)

  • 일자리 특성 등 사회문화적 맥락은 노동시간과 여가시간 변화에 영향을 미친다. 그 결과 여가시간을 이용한 활동인 관광활동에도 차이가 발생할 수 있으나 이에 대한 실증 분석 연구는 미흡하였다. 이에 본 연구에서는 국민여행 실태조사 자료 중 국내 관광여행에 참여한 경험이 있는 취업자 자료를 활용하여 일자리 특성별 국내 관광여행 참여에 차이가 있는지를 분석하였다. 분석 결과 임금 근로자의 국내 관광여행 일수 및 지출액이 비임금 근로자보다 많았으며, 정규직 근로자의 국내 관광여행 횟수 일수 지출액이 비정규직 근로자보다 많았다. 종업원이 500명 이상인 사업장 근무자의 국내 관광여행 횟수 일수 지출액은 종업원 10인 미만 사업장 근무자보다 많았으며, 격주 5일 근무자의 국내 관광여행 횟수 및 일수는 주 5일 초과 근무자보다 많은 것으로 확인되었다. 이러한 연구결과는 일자리 특성을 고려한 관광진흥 정책 수립에 활용될 수 있을 것으로 기대된다.

국내 건설현장 외국인 근로자 안전교육 모델 개발 (A Development of Safety Education Model for a Foreign Worker in Domestic Construction Site)

  • 국내 건설현장에서는 외국인 근로자들의 수가 증가함에 따라 그들에게 적합한 안전교육체계의 개발이 요구되고 있다. 본 연구에서는 외국인 근로자들을 위한 안전교육 모델을 제안하고 실제로 프로토타입의 안전교육시스템을 구현하였다. 그 결과로 이러닝 시스템 기반의 안전교육 모델을 개발하였다. 이 시스템은 국내 건설현장에서 근무하고 있는 외국인 근로자들이 안전교육을 잘 받을 수 있도록 지원해 줄 수 있을 것이다. 또한 현장의 안전관리자로 하여금 외국인 근로자들을 잘 교육하고 관리할 수 있도록 지원해 줄 것이다.

커피 로스팅 공정에서 발생되는 향기물질의 유해성 고찰 및 노동자 건강보호 방안 (A Review on the Hazards of Flavoring Chemicals in Coffee Roasting Proces)

  • Objectives: This study was based on the occurrence of a coffee roasting process-related disorder(bronchiolitis obliterans; published by NIOSH in the US) among workers exposed to chemicals called diacetyl in a coffee processing facility. Flavorings added to coffee contain diacetyl and 2,3-pentanedione, all of which are subject to exposure in a number of food manufacturing processes, including coffee roasting, grinding, and packaging. Therefore, this study aims to review the toxicity to workers related to food processing and food additive manufacturing to prevent occupational diseases. Methods: We surveyed the related literature, domestic and international references, and the status of relevant domestic and foreign professional organizations. The present situation of workers was investigated by reviewing literature on the safety and health of workers in the coffee roasting process using domestic and foreign literature and presentations. Expert advisory opinions were reflected, and experts were consulted by participating in domestic and overseas academic conferences. Results: Most of the fragrance materials for coffee were harmful and hazardous substances according to the GHS classification, and research was carried out through a second external consultation. A literature review on the measurement of air pollutant emissions from coffee roasters and the estimation of air pollutant emissions during coffee roasting examined the characteristics of pollutants emitted during coffee roasting. Conclusions: Two chemicals identified as causing bronchiolitis obliterans in the coffee roasting process are believed to explain why the disease is difficult to treat. This information can be used effectively in the future prevention of this disease. Future studies should clearly identify the potential for toxicity of alpha-diketones and the bases of OELs in relation to the occurrence of obstructive bronchiolitis, including measurement of various organic compounds and alpha-diketones from ground coffee, as well as various coffee grinds and coffee bean varieties. In particular, it is necessary to clarify the current understanding of the dose-response relationship between alpha-diketone and lung disease in workers involved in coffee roasting.
