This paper introduces the latest discussions on the Integrated Dispatch Center (IDC, or Integrated Control Center: ICC) for the Northeast Asia Region Interconnected Power System (NEAR-IPS). The IDC is for the safety and economical operation of the NEAR-IPS. The status and plans of the EPSs and the control systems (or dispatch centers) to be interconnected shall be reviewed and the consideration on the IDC to be built in the future shall be discussed.

The introduction of competition in the electricity market requires a new paradigm in the capacity planning. This paper presents a methodology on a transmission planning considering dispatch in the government view point. The proposed model is mixed integer programming that minimized operation and construction costs. The proposed idea is exorcised on a case study.

Stability aspects have often been incorporated in the dispatch/pricing procedure using trial and error methods, or approximated in the dispatch optimization directly as a set of linear constraints on generation/transmission. This paper presents introduction of PSS/OPF and voltage instability analysis using the program. Additional advantages offered by FSS/OPF are easier procedures, less computation and avoidance of engineering judgement in identifying the amount of shunt requrement at the candidate buses.

본 논문에서는 3-way 디스패치(dispatch) 기반의 대표적인 기법들인 Resonate 사의 Central Dispatch 와 IBM사의 Network Dispatcher에 대해 비교, 분석하고 보다 나은 부하 분산 기법을 구현하기 위해 두 가지 기법의 장점들을 선택하여 다양한 트래픽 상태에 대해 부하 균등(Load-Balacing)과 부하 분산(Load-Sharing)기법을 동적으로 선택하여 동작할 수 있는 부하 분산 스케줄러를 설계한다.

This Paper presents an application technique for solving the Security Constrained Economic Dispatch(SCED) problem using the Interior Point Method. The optimal power flow solution is obtained by optimizing the given generation cost objectives function subject to the system security constraints. The proposed technique is applied to a prototype 6-bus system for evaluation and test.

The amended School Education Act, which was enacted in 2007, stipulated the implementation of the education that enables children with disabilities who attend elementary and middle schools to overcome their difficulties that were caused by their disabilities. In 2014, 49,706 of special needs education supporters were dispatched by using 53 billion Yen through local fiscal measures, which is the amount of budget that can dispatch 46,300 special needs education supporters; 5,638 to public kindergarten, 43,586 to public elementary and middle schools and 482 to public high schools. The number of special needs education supporters has increased steadily.

Hopfield neural network has been applied to the problem of economic load dispatch(ELD) of electric power. The optimum values of neuron potentials are represented in terms of large numbers. The differential synchronous transition mode is used in this simulation. Through case studies, we have shown the possibility of the application of neural network to ELD. In case of including the transmission losses, the proposed method has an advantage that the problem can be solved simply with one neural network, without calculating incremental fuel costs and incremental losses required by traditional method.

This paper presents mathematical formulation of economic dispatch problem for power system considering cogeneration systems. For exact mathematical formulation, conceptual division technique is introduced. Simulation is conducted to power system including two cogeneration systems.

A probabilistic production costing model based on the economic load dispatch has been developed. Objective function is composed of fuel cost which is a function of generation output and the failure cost. Coefficients of the failure cost is determined from the known equivalent generation cost. The model is compared with other existing methodolgies and the excellent results are obtained.

Even though papers and patents generated by public research institutions including universities are continuously increasing in Korea, commercialization of research outputs is significantly lower than developed countries. Therefore, it is very important to improve the effectiveness of technology licensing offices(TLOs) of universities. In this study, we study effects of the patent manager dispatch program(PMDP) of the Korean Patent Office(KPO) on the performance of TLOs. KPO has dispatched patent experts to selected TLOs under the PMSD since 2006. Based on data of 126 TLOs, we analysed whether the PMSD has improved the performances of beneficiary TLOs. We tested two related hypotheses: (1)Whether or not a TLO received the dispatch service had effects on its performance? (2)Were early beneficiaries more effective than late beneficiaries or non-beneficiaries because of cumulative learning effects? The main findings are as follows. The past experience in itself did not improve performances of beneficiary TLOs. However, early beneficiaries were better than late beneficiaries or non-beneficiaries, that is, some learning effects might help the beneficiary TLOs improve their performances.
