The May 19, 2011 an earthquake hit Simav (K$\ddot{u}$tahya) province in Turkey. Simav is a district of K$\ddot{u}$tahya located 255 km southwest from capital city of Turkey. According to Turkish General Directorate of Disaster Affairs (DAD), the magnitude of this moderate earthquake was 5.7. The major percent of the housing stock in the affected region was built in masonry. Many masonry dwellings, mosques and also minarets were heavily damaged due to this seismic activity. The Halil Aga Mosque and its minaret were also heavily damaged as a masonry structure around the earthquake region. In this paper, a site survey of masonry damages is presented and Response Spectrum Analysis of the Halil Aga Mosque is performed using the finite element method.
Tong-ri beach has not enough vegetation to be enjoyed by the sea bathers and to be satisfied with preventing the disaster-damages, but mixed forest near the beach can work its funtions and the old forest of Pirus thunbergii $P_{ARL}$. near the beach do a Little. Therefore it is very urgent to plant more trees near the beach for bathers and disaster-damage prevention. This study was carried out for planning an afforestation, with reporting upon the crown amounts and soil properties of disaster-damage prevention forests of P. thunbergii $P_{ARL}$. planted on the coast sand dunes in 1970 and 1976, and with reporting upon the valuation on soil properties of the lands near the beach in order to set the afforestation site. The results are as follows : 1. In disaster-damage prevention forests, crown surface area and crown volume became increasingly greater in proportion to the height. To D.B.H., crown volume also became increasingly greater in proportion, but crown surface area was directly proportional. 2. In comparison to sail characteristics of sand dune, those of the forests were in large quantity in OM, T-N and avail. $SiO_2$, and almost in the same in avail. $P_2O_5$, but in small quantity in exchangeable canons : K, Ca, Mg and Na. 3. EC, Cl and pH were in small value in the forest soils, but CEC was in large value in those soils. 4. Above facts showed that the forests fulfill their functions for preventing disaster-damages and improve their soil properties. 5. The forests have naturally been thinned up to 34% in 17 years and 39% in 11 years, and one can easily pass through the forest(planted in 1970), because of its sufficient clear-length(2.71m) and its space to pass. 6. A plan for afforestation was oracle nut after judging several sites by the evaluation on the soil properties and considering the best relaxation and the prevention of the various disaster-damages upon which were reported in the last issue. 7. Afforestation should be kept for maintaining its appropriate density for best relaxation and disaster-damage prevention.

Disasters have been diversifying and the scale of disaster has been increasing worldwide due to the global warming and urbanization. Consequently, it is essential to establish the systematic disaster management because the scale of damages has been rapidly increasing. Nowadays, the importance of the standardized disaster management have been realized internationally due to the 9.11 terror and Tsunami. Also, the activities of research and development to utilize and establish the disaster management standards have been increasing. This study mainly focused on generating an efficient operating manual to support the systematic disaster management of the central administration office based on disaster management standard in South Korea. Firstly, the activities and status of disaster management performed by the central administration office were investigated. Accordingly, libraries of work, functions, organizations, references and behavior for disaster management were designed. Then, a method to make the efficient operation manual based on the constructed libraries was presented to maximize the efficiency of disaster management. This emergency operation manual could support the systematic disaster management by defining the work, function, references and the codes of conduct. Thus, central administration office would be able to define methods and procedures from preparation to recovery through the utilization of the operation manual.
Many hidden aspects of society around the world that has been lurking as risk factors have been ultimately connected to disasters. Such connection did not just stop with massive damages to properties and loss of lives but became a serious social issue. Especially in the case for Korea, because the country has gone through abrupt economic growth which has resulted in rapid urbanization and expansion of economic scale, Korea has been caught in a vicious cycle of experiencing human and social calamities repeatedly. Due to the seriousness of such problem, there's been continued research in various fields for managing disasters, and the domain of knowledge has been expanding with complexity. The following study went beyond the perspectives of disaster prevention study, disaster prevention engineering and social sciences suggested from previous research directions in disaster and disaster prevention, and attempted an alternative research method by approaching from a service design perspective. During the process, the paper looked over the summary on disaster and service design. By applying it on disaster prevention projects, the research sets forth and discusses effective and practical disaster prevention service design. Through specific case studies, the research methodology applied was verified, and the purpose of the study was carried out in the perspective of real world applications different from textbook type discussions. It is expected that through the disaster prevention service design process and platform that were discovered during the research result, defining and understanding disaster prevention service design will be made apparent. Additionally, the research is expected to be used as a basic building block for building a visualized plan for tangible and intangible factors related to disasters before the disaster process through such proposed disaster prevention service design.

The prevention of disasters is important to prepare in advance through analysis and an estimate. But for all the efforts of the government to stave off disasters, the damage out of a guerilla localized heavy rain caused the global warming, a landslide and inundation is growing. To prevent these damages, the basic data and system through systematic research and analysis should be set up. But it is true that collecting of the basic data and the system for preventing disasters are either constructing or insufficient so far. In this research, by using topography spatial data including LiDAR data including the aerial photo and digital maps, and etc. the factor of a disaster, the disaster risk element was extracted. Moreover, the disaster region about the disaster generation available region was evaluated in advance using the easy disaster analysis of current situation photo map which made with the grid analysis method and weighted value estimate technique.

Compound disaster is the type that increases the impact affected by two or more hazard events, and attention to compound disaster and multi-hazards risk is growing due to potential damages which are difficult to predict. The objective of this study is to analyze the possible impacts of post-fire landslide scenario quantitatively by using TRIGRS (Transient Rainfall Infiltration and Grid-Based Regional Slope-Stability Analysis), a physics-based landslide model. In the case of wildfire, soil organic material and density are altered, and saturated hydraulic conductivity decrease because of soil exposed to high temperature. We have included the change of soil saturated hydraulic conductivity into the TRIGRS model through literature review. For a case study, we selected the area of $8km^2$ in Pyeongchang County. The landslide modeling process was calibrated before simulate the post-wildfire impact based on landslide inventory data to reduce uncertainty. As a result, the mean of the total factor of safety values in the case of landslide was 2.641 when rainfall duration is 1 hour with rainfall intensity of 100mm per day, while the mean value for the case of post-wildfire landslide was lower to 2.579, showing potential landslide occurrence areas appear more quickly in the compound disaster scenario. This study can be used to prevent potential losses caused by the compound disaster such as post-wildfire debris flow or landslides.
Nowdays, adjacent loading bringing enormous harm to the existing bridge in engineering construction. In this paper, the influencing mechanism of adjacent loading to pier and Law of displacement of pier is researched through living examples, and the safe influence area has been defined. Research shows that: the main damages to piers is caused by the side loading; lateral displacement index of pier top surface is more conservative than the pier additional stress index; it is secure when the distance of adjacent load is 0.5 times of the height of accumulation or 6m, otherwise it would be very scary, and the monitoring measure is necessary.
we applied Wind Field Module of PHRLM so that disaster prevention agency concerned can effectively estimate the possible strong wind damages by typhoon. In this study, therefore, we estimated wind speed at 300m level using 700hPa wind according to the research method by Franklin(2003), PHRLM(2003), and Vickery and Skerlj(2005). Then we calculated wind speed at 10m level using the estimated wind speed at 300m level, and finally, peak 3.second gust on surface. The case period is from 18LST August 31 to 03LST September 1, 2002, when the typhoon Rusa in 2002 was the most intense. Among disaster prediction models in the US, Wind Field Module of PHRLM in Florida was used for the 2002 typhoon Rusa case. As a result, peak 3.second gust on the surface increased $10\sim20%$ in the typhoon's 700hPa wind speed.
Recently there have been a lot of kinds of damages in forest area such as forest fires, forest pest, landslide so that the efficient methods to mange those information and the way to face them are deadly needed. In this study, there were preparing the various vegetation index map and comparing them with the field surveying the tried to figure out which vegetation index algorism is the best proper to present forest fire damaged area. These all were based on Landsat ETM+ satellite image (2000.10.16). The result of this study is to select the high correlation algorism among the various vegetation indexes and then construct the forest fire disaster map, the case of forest fires damaged area.
In April 2010, Japan Cabinet Office has published the first countermeasure report for severe flood disasters. This report showed various flood-disaster scenarios and factors that widened damages. One of important suggestions was to transmit precious information for long-distance evacuation. So far, local municipalities have made Flood Hazard Map to inform resident risk and evacuation. In this paper, cognition and effectiveness of a flood hazard map in the down ARAKAWA river Tokyo were measured by social questionnaire survey. In conclusion, there were 3 factors to effect validity of a flood hazard map. There were (1) commitment to their neighborhood organization, (2) experience of Kathleen typhoon in 1947 and (3) level of using targeted river. As results, a logical diagram about a flood hazard map perception was drawn and discussed from a view of community-based approach.
