지하철과 같은 지하공간에서 재난이 발생할 경우, 신속하게 안전한 대피 경로로 승객을 유도하여 인명피해를 최소화 하여야 한다. 이를 위해서 빠르게 재난을 감지하고 중앙관리센터에서 신속한 대응이 이루어지지 않는 경우에 자율적으로 의사결정을 할 수 있는 분산형 방재 시스템이 필요하다. 본 연구에서는 분산 자율형 방재 시스템과 재난전조 감지에 관한 개념적인 연구를 수행하였다.

In the background of rapid urbanization and frequent earthquakes, earthquake disaster prevention planning has become an important topic of current research. Universities are irreplaceable disaster shelter, as they are public institutions with a lot of open space. This article puts forward the concept of "disaster prevention campus". With the refuge behavioral and psychological characteristics of people in the campus when the earthquake happens, it integrated uses GIS spatial analysis technique, takes Shandong Agricultural University as an example, and studies the spatial pattern of earthquake disaster prevention planning in campus from five aspects. The aspects include building distribution, population distribution, analysis of service radius, infrastructure configuration and choice of the optimal refuge path. On the basis of researches above, reform proposals and specific strategies are put forward to build the safe and harmonious disaster prevention campus.

Recently, natural disasters happened to the Korea frequently. Disaster in the present society has been changed and increased it impacts and extent of danger as the society develops. So, Korean people feel uneasy about the unpredictable disaster. Therefore the capability of administration system, and cooperation and support between related organization become more necessary. This study aims to find out better ways of disaster management system which can protect people's lives and fortune from all sort of national disasters. To research policy reform, it is necessary to analyze disaster response organization(national disaster prevention countermeasures headquarters and so on), interorganizational relationship, law system etc. Especially, in this study, role appreciation of government was analyzed to get the rational policy reform measure. Suggestion : First, it is necessary Establishing a consolidated organization for disaster managing and united response organization is necessary such as Federal Emergency Management Agency(FEMA) which controls an over all aspects of disaster management. And it is necessary to develop Integrated Administrative Control System based on comprehensive plan. When the accidents happen, it needs to be many equipments and various specialized personnel. So, to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. Also, as soon as the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, All the citizens have to keep safety rules, and also to take a safe action in ordinary daily life.

최근 집중호우로 인한 산사태, 구미 불산 누출사고 등 국민의 인명과 재산에 막대한 손실을 입히는 중대재난이 계속 발생하고 있지만, 이에 대한 대처가 불충분하여 재난으로부터 안전한 사회에 대한 국민의 요구가 한층 증대되고 있다. 본 논문은 재난관리 전문가 양성을 통한 방재교육역량 강화를 위해 방재부문의 교육 컨텐츠 체계 정립의 핵심기반을 마련함을 목적으로 한다. 이를 위해 우선 수요예측에 의한 교육과정 및 교육과목을 설계하였으며 이를 기초로 하여 재난 현장대비 및 대응 중심의 교육과목을 설계하였다.

Individuals who are vulnerable during disaster - including elderly, people with disabilities, children, pregnant women and etc - have a strong desire to protect themselves when disaster strikes since they are less capable to deal with the impact of disaster. Their experience and effort to keep them safe can be used as a resource to reduce the impacts of disaster not only for them but also for the community as a whole. Therefore, voluntary disaster management program will contribute to our society as a tool to respond effectively to disaster not only to meet the vulnerable's special needs but also to enhance community safety and public interest. This paper suggests a model that able "disaster vulnerable population" to take a leadership role in identifying risk and vulnerability factors, recommending disaster management strategy, and through that, contributing to enhance society's disaster plan. Therefore, this study aimed to surveyed individuals including "disaster vulnerable population" in order to assess the vulnerable's participation in disaster related volunteer work and surveyed associated institutions(volunteer centers, community centers) in order to research currently existing relevant programmes and the participation of "disaster vulnerable population" in such programmes. Also conducted focus group interview to explore voluntary program which will possibly integrate "disaster vulnerable population" into disaster management activities. As a result, three types of voluntary disaster management programs - education, public-relations, and activity - were suggested.

본 연구논문은 지방자치단체에서 재난관리에 관한 총괄 조정업무를 담당하고 있는 일반 행정직공무원과 긴급구조업무를 담당하고 있는 소방공무원을 대상으로 설문조사를 실시하여 재난대응훈련에 관한 인식을 조사하였다. 설문조사결과 두 직렬공무원 모두 재난대응훈련에 동원되는 장비 및 훈련에 필요한 예산의 확보, 유관기관 사이의 네트워크 구축, 실제상황 및 지역특성의 반영, 훈련평가결과는 재난대응매뉴얼 및 다음 훈련에 반영, 훈련에 필요한 지휘통신 시스템의 확보 등이 필요한 것으로 나타났다.

In this paper, we propose a method to investigate the safety consciousness of a analyst incident response. This study conducted a statistical survey on 154 analysts who hired as expert in environment monitoring organizations in South Korea. The results of the analyses showed that respondents had good awareness on the equipment incident response and complied with laboratory safety regulations very well. Secondly, respondents were aware of the importance in the order of equipment incident response, an analytical laboratory incident response, and the cause of a chemical substance associated incident in an analytical laboratory in regarding the regulation compliance for creating a safe laboratory environment and the securement of laboratory safety. Therefore, (it was identified that) it would be necessary to create a safe environment and integrate a safety management system.

국민 생활안전과 관련된 안전디자인에서 기본적으로는 안전성이 가장 중요한 요소가 되지만, 디자인의 고유 요소들도 아울러 고려하지 않으면 안 된다. 안전디자인은 산업디자인의 고유 특성과 인간공학과 안전 공학적 측면을 포함해야한다는 특성을 가지고 있다. 즉 안전디자인이란 제품 시설 공간 등에 설계 제조 건축 운영 등의 형태로 적용되어 주기능의 '안전' 달성도를 높이고, 타 기능과의 상승적 융합을 통해 사회 안전 수준을 향상시키는 것이다. 본 연구에서는 지금까지의 국내외 관련 논문, 보고서, 통계자료 등의 문헌연구에 대한 이론적 고찰을 통해 안전디자인 개념과 구성요소, 안전디자인의 범위에 대해 살펴보았다. 또한 작업공간에서의 안전디자인의 개념을 체계적으로 정립하고 있는 호주의 안전디자인 원칙 가이드라인에 대해 살펴봄으로써 안전디자인에서 지켜져야 할 다섯 가지의 원칙에 대해 논의하여 안전디자인의 확립에 도움이 되는 기초 연구로서 활용이 되고자 했다.
