Development of the Disaster Medical Manual in Korea (국가재난의료매뉴얼의 개발)

  • The disasters in Korea, such as the Sewol Ferry Ship sinking disaster has had problems related to the medical response system, with the problems of emergency medical support team in the site, the cooperation between medical staff and fire department officer at disaster site, field medical support and hospital acceptance of the wounded in trouble, the lack of specific systematic medical response manual. Therefore, from May 2014, when the disaster emergency information center in Central Emergency Medical Center starts, collection, modification and education of scattered preexisting disaster emergency medical manual had appeared as important issues. So, it was necessary to develop the early medical response system to disaster. The correction planning of disaster emergency medical response system by Central Emergency Medical Center included quick response system with the fast medical team operation, but the practical application was not enough. So the researcher and his team developed the first Korean disaster emergency medical response manual and the process of development was documented and arranged with the application by education and training.

  • The event of a Chemical disaster response personnel are causative events quickly Appearance & residual contaminant concentrations, should be identified accurately. In addition, the chemical disaster response procedure appropriate progress in the field of Chemical Composition and contaminant concentrations in order confirmation is essential. Use in the field to using the characteristics of each equipment. on-Site response equipment can not verify all the chemicals, materials detection, limited by each equipment. Detection range of equipment & specific materials should be considered complementary. In this study, using the equipment on-site detection of detection kit and detector tube, electronic detection equipment utilized for the rapid response procedure for helping a person to cope.

  • Purpose: In this study, the effect of the government's disaster response capabilities and the legal and institutional appropriateness of the disaster management system on the operational performance of disaster management performance were verified. Method: Questionnaire survey was performed for the fire officials, and the surveyed data was statistically analyzed by using SPSS 25.0 program. Result: The main results of this study are as follows. First, the government's earthquake disaster response capability is found to have a significant effect on disaster follow-up management as well as disaster prevention preparation, which is a factor in disaster management performance. Second, it has been shown that the legal and institutional appropriateness of the earthquake disaster management system has a significant impact on disaster follow-up management as well as disaster prevention preparation, which is a factor of disaster management performance. Conclusion: The important policy implications for improving the operation performance of disaster management could be obtained in preparation for earthquakes in Korea.

  • The purpose of this study is to examine the disaster management system of local governments by diagnosing the current status of disaster management experts in Korea, deriving problems and improvement measures, and looking at local governments' total labor cost system. The status and status of disaster management personnel were compared and analyzed to find ways to improve the local government's disaster management response system under the Framework Act on Disaster and Safety Management in Korea. Considering Korea's reality, because national security and disaster management exist together, we devised a plan to improve on-site response capabilities and seek solutions by deriving the problems of the currently operating security and safety-related organizations.

  • Temporary residence in disaster scenarios emergency response system designed for utilizing emergency incident types identified through the rapid emergency response procedures and proper application of the resulting accident is very important in order to minimize the damage. In this study, emergency disaster expected to analyze the potential for accidents, the possible accident scenarios emergency disaster preparedness These were derived on the basis of temporary residence in the emergency scenario, the scenario for the emergency response and recovery measures were derived.   • Purpose: The purpose of this study is to examine the actual disaster response and suggest improvement measures for introduction of an autonomous police system Method: This study suggests the improvement measures by reviewing police disaster response manual, related statistical data, and statutes comprehensively Result: The introduction of autonomous police system enabled effective management of police based on circumstances of each region. However, there are still doubts on police response against situations that require large number of personnel. According to analysis on roles of autonomous police during the mass disasters, the autonomous police controlled disaster site to prevent secondary damage, prevented additional disaster damages, and rescued people. However, it is hard for the autonomous police to respond against the mass disasters due to its structure. Conclusion: To improve the response of autonomous police against mass disasters, this study suggested on disaster scene control and secondary damage prevention by the police, cooperative disaster response with regional autonomous police, and utilization of control tower.

  • This research paper surveyed the awareness of general administrative officials who oversee the disaster management and firefighting officials who take part in emergency rescue work in local governments on disaster response exercises. The result of the survey showed that both officials acknowledged the need of the equipment used in disaster response exercises, securing the budgets for exercises, establishing a network among related institutions, reflecting actual conditions and local characteristics to the exercises, reflecting the result of exercise evaluations to the disaster response manual and next exercises, and securing a command communication system required for exercises.

  • Purpose: The purpose of this paper is to present a method for effectively conducting discussion-based training in disaster response safety training. Method: To this end, we analyzed the disaster response training of developed countries and suggested the training scenarios by applying the war-game process that is currently applied in the operation planning of our military. Result: In one disaster situation, several contingencies could be identified, and supplementary requirements for the manual could be derived. Conclusion: Therefore, in conclusion, if the military war-game process is applied to the discussion-based training in disaster response safety training, effective training can be carried out.

  • To minimize the damage from disasters, various aspects of prevention, preparation, and response, etc. are being managed. Even though prevention and preparation are well conducted, irresistible calamities such as natural disasters may cause unexpected damage. Therefore, a system that can share the identical disaster information based on prompt disaster management and prediction must be developed and constructed for integrated disaster management. Especially, for a prompt disaster response, the same information needs to be shared between the related organization and the disaster prevention personnel such as on-site officials. Recent disaster management systems use high-capacity geographic information or other various factors for accurate disaster predictions. In case of using a recently constructed or researched 3D GIS, the system may not be used in some cases due to conflicts with hardware, etc. Thus, even though response information is secured using prediction simulation in advance, it is essentially difficult in some cases to share the common information when the system cannot be utilized or the extension of the corresponding data cannot be read. Therefore, this study aims to construct a system for dealing with disasters that shares the same prompt and accurate information in compliance with common data formats. The system is expected to reduce the existing disaster response time and minimize human and physical damage by assisting decision making through prompt responses.

  • Purpose: The purpose of this study is to analyze the impact of seven sub-components of the business continuity management system(BCM) on disaster management performance and disaster site response. Method: After establishing a hypothesis through prior research and conducting a survey of employees of telecommunication business organizations, a total of 327 pieces of data were gathered and the hypothesis was verified through statistical analysis. Result: First, the leadership, planning, support, operation, and performance evaluation of the business continuity management system were found to have a positive (+) impact on disaster management performance. Second, leadership, planning, support, operation, performance evaluation and improvement were found to have a positive (+) impact on disaster scene response. Conclusion: The business continuity management system was confirmed to have an overall significant impact on disaster management performance and disaster site response. In order to improve a company's disaster management performance and ability to respond to disaster scenes, it is necessary to establish and operate a business continuity management system.
