Korea is located away from plate boundaries which are not safe from earthquakes. However, having witnessed the large-scale earthquake in the Tangshan region in 1976 deemed as a safe plate, it should not be assured that Korea is absolutely safe from earthquakes. In addition, many seismologists have claimed that there indeed is a high possibility of earthquakes above mid scale that would occur in Korea. Because it is impossible to prevent earthquake, studies on seismic design and earthquake disaster control system are widely being conducted. However, studies on early response to earthquakes or recovery process are still very limited, and only a few studies for establishing earthquake damage evaluation system are being conducted. Thus, this study aimed to present essential data for establishing earthquake damage evaluation system that takes into account the real situation of structures in Korea. In this study, a nonseimically reinforced concrete apartment structure in Gangnamgu was selected as an standard type of such structures and its earthquake damage was estimated. The result of damage evaluation based on the derivation of vulnerability function and realtive story displacement was compared to that abtained using HAZUS Program Vulnerability Function.
The installation of lightning protection system has recently been increasing, but the amount of damage has still been increasing. In this study, survey (interview) and field conditions were conducted to identify the installation and safety standards of the lightning protection system. it was analyzed that the safety management system is non-existent at the stage of the design, manufacturing and construction of the site lightning protection system, and that the safety inspection of the lightning protection facility is not properly managed. It has been shown that lightning protection systems, that can solve these problems, need to be re-established according to the reality so that safety inspection can be carried out in accordance with safety standards such as management of safety certification products, operation of survey institutions, design, manufacturing, and construction of safety standards at a national level.
This study aims to establish an approach to assess urban flood vulnerability by identifying social characteristics such as the road transportation and the vulnerable groups. Assessment procedures comprise three steps as: (1) composing the assessment criteria to reflect the urban characteristics; (2) calculating the weight; and (3) evaluating the vulnerability. The criteria were adopted by Delphi survey technique. Four criteria as land cover, residents, vulnerable areas, and disaster response were adopted in the current study. To determine the weight set of criteria, subjective and objective methods were combined. The weight set was determined using the combined method which reflects the Delphi method and Entropy analysis. In the process of data-based construction, GIS tools wwere used to extract administrative unit materials such as land cover, road status, and slope. Data on population and other social criteria were collected through the National Statistical Office and the Seoul Metropolitan statistical data. TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) technique, which uses materials from cell units in order to rank the closest distance to the best case and the farthest distance from the worst case by calculating the distances to the area of assessment, was applied to assess. The study area was the Dorimcheon basin, a flood special treatment area of Seoul city. The results from the current study indicates that the established urban flood vulnerability assessment approach is able to predict the inherent vulnerable factors in urban regions and to propose the area of priority control.
Now a days, according that the occurrence of industrial disaster is on the increase, the necessity of protective goods is increasing. Specially estimate of safety helmet for protect of head is very important. On this, in this paper, amplification ratio and natural frequencies of fire safety helmet and general safety helmet are estimated by falling impect test and frequency analysis. Also. trend of damping is estimated by using these test results. And we know that the fire safety helmet is more safe than general safety helmet for protect of head.
According to the "Yearbook of disaster response, fire safety and fire statistics (NEMA: National Emergency Management Agency)", approximately 34% of all fire is interior fire such as hotel, restaurant and residence and more than 53% of which is occurring in the kitchen. The evaluation of fire extinguishing system in the kitchen is performed in accordance with the "Korea Fire Equipment Inspection Standard (KOFEIS 0101-1)" which is using one environmental condition. However, only using one environmental condition is not enough to evaluate the performance of the automatic fire extinguisher in kitchen fire. So the study of fire detecting characteristic about various environmental condition needs. In this study, the numerical analysis is carried out about detecting time characteristic for various range's surrounding environment. As a result, it showed up to 100 s difference in the detection time depending on the position of the range. And detecting time also showed difference for on-off hood operation. From this results, it can be verify and improve the evaluation standard for the fire extinguishing system in kitchen fire.

Objectives: The aim of this study was to analyze research and development projects in mental health services in Korea, using priority evaluation of mental health promotion policies to determine direction of the service. Methods: An online survey was conducted that targeted experts in the mental health service regarding promotion of mental health in Korea in 2016. The survey was based on 32 policy projects that resulted from 12 strategies according to 4 policy objectives. Results: Analysis of 32 mental health projects were assessed regarding the possibility of technology development success, magnitude of the ripple effect, and necessity of a national response. It was observed that 3 policy projects relevant to suicide, had a high relative priority. This was followed by policies for improvement of health insurance and the medical benefit cost system, and policies for reinforcement of crisis psychological support such as those for disaster victims. Conclusion: The prioritization of mental health services should place an emphasis on promotion of a healthy mental lifestyle, rehabilitation support for patients with serious mental illness, and reinforcement of social safety networks for suicide prevention.

2010 eruption of Eyjafjallajokull volcano in Iceland and 2011 Shinmoedake's eruption in Japan evoked concerns from researchers for the possibility of explosion of Baekdusan volcano after long dormancy (repose period). National Emergency Management Administration has tried to evaluate the vulnerability of volcanic disaster and to prepare response to the potential risk and to mitigate the damages from the volcanic eruption, but a few studies have focused on the activities of Baekdusan. This study aims to clarify what the criteria between dormant volcano and active volcano based on geomorphologists' and geologists' researches. Volcanic experts have made a criterion of activeness such as the evidence of volcanic eruption within 10,000 year before present. More rigorous criterion which was made in 1991 by Japanese Meteorological Administration was 2000 years B.P. Both Baekdusan and Hallasan satisfy two criteria, so it is necessary for us to monitor the activity of both volcanoes and to reflect the facts into the curriculum.
This study evaluated the applicability of spacebourne datasets to the flood analysis in an ungauged watershed where is no discharge measurements. The Duman River basin of North Korea was selected as a target area which was flooded by recent Typhoon Lionrock. Topographical parameters for flood analysis were estimated from the Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) Global Digital Elevation Model (GDEM). GDEM includes the shortcomings of information on river cross-section, and conducted 2 dimensional flood analysis when considering virtual river cross-section and not considering it. As a result of comparative analysis, an error occurs in the inundation area and depth, but when used carefully, it is considered that the satellite image can be used for creating flood hazard map and utilizing information for response and preparation.
Recently in Korea, researches on seismic analyses for high-rise buildings in a large city have been increasing because earthquakes have occurred. However, the ground conditions are not included in most of seismic researches and analyses on a high-rise building. Also the influence of the predominant period of a seismic wave is not considered in reality. Therefore, in this study, the influence of the predominant period of a seismic wave on the dynamic behavior of high-rise buildings was analyzed based on the complete system model which can consider the grounds. For this purpose, 2D dynamic analyses based on a linear time history analysis were performed using MIDAS GTS NX, a finite-element based program. Dynamic behavior was analyzed in terms of horizontal displacements, drift ratios, bending stresses, and building weak zones. As a result, in overall, the dynamic response of a high-rise building become bigger as the predominant period of a seismic wave become longer. It was also found that the predominant period had a greater influence than other parameters, ground conditions and peak ground acceleration.

Drought is a disaster that causes prolonged and wide scale damage. Recently, the severity and frequency of drought occurrences, and drought damage have been increased significantly due to climate change. As a result, a quantitative study of drought factors is needed to better understand and prevent future droughts. In the case of agricultural drought, several existing studies examine the economic damage caused by droughts and their causes, but these studies are not well suited to estimating crop-oriented agricultural drought damage and the factors that absolutely affect agricultural drought. This study determines which factors most affect agricultural drought. It examines meteorological factors and those related to agricultural water supplied by irrigation facilities. Rice paddy production per unit area is lower than the average from the last two years where agricultural drought occurred. We compare the relative frequency of agricultural drought impacts with irrigation facilities, effective reservoir storage, the number of water supply facilities, and the meteorological drought index such as Standardized Precipitation Index (SPI). To identify factors that affect agricultural drought, we correlate rice paddy production anomalies with irrigation water supply for the past two years. There was a high positive correlation between rice paddy production and irrigation water usage, and there was a low or moderate negative correlation between rice paddy production anomalies compared to the average of the past two years and SPI. As a result, agricultural water supply by irrigation facilities was judged to be more influential than meteorological factors in rice paddy production. This study is expected to help local governments establish policies related to agricultural drought response.
