The purpose of this study is developing a disaster prevention information system using Internet GIS to manage disaster information more efficiently and timely. This system has good potential with environment of Internet which has appropriate characteristics of rapidity, wide reach, generality, cost effectivity for disaster management. With this system, general user can easily retrieve disaster information with visuality such as maps. graphs, and texts just by using web browsers. Hence the need of developing Internet GIS system for disaster prevention is growing in these days.

In these days, Disaster Management Systems have still put emphasis on its recovery more than the prevention of disaster events. However, the countermeasure of restoration has limitations to prevent the caused loss because the disasters often happen and are massive. Therefore, we propose a disaster prevention system for supporting the safe urban. In this paper, we try to construct a real-time monitoring system to prevent disaster events using new technologies such as Wireless Sensor Networks (WSN) and Geographic Information System (GIS). As a prototype to simulate the fire disasters on real-time, we construct gas sensors and temperature sensors. Our system consists of a WSN system to collect data of the gas and temperature sensors and to monitor the situation information. Our contribution is to provide a prototype application to prevent the disasters from the fire by constructing a WSN system with gas and temperature sensors.

본 논문에서는 다양한 재난안전 위협요소를 단위 산업체 시설물뿐만 아니라 지역 및 국가 단위에서 실시간으로 감지 예측하고 예방 대응하는 시스템에 대하여 알아본다. 예방 대비 대응 복구로 이뤄지는 재난관리의 전 단계를 체계적 효율적으로 관리할 수 있는 정보통신기술을 기반으로한 융복합 구현에 대하여 분석하였다. 또한 조기예측을 통한 선제적 예방과 대비 즉각적인 재난 정보 전달로 피해규모의 축소와 첨단 기술을 통해 재난현장에서의 인간한계 극복에 대하여 분석하였으며 스마트 재난안전관리의 전략으로 선제적 위험관리 및 예방 신속하고 효율적 현장 대응 및 복구와 민관 상호협력 및 효율적 연계협력의 사회안전 스마트 재난안전관리 시스템을 제시하였다.

In Korea, overall disaster prevention system or 119 emergency rescue system has been established to protect life and fortune of citizens. This system supports command & control operation, emergency 119 caller location indicator, automatic formation of fire troops and dispatch, and emergency management. To do this, various new information technologies such as GIS, telematics, CTI and TTS are applied to implement the system. In the future, however, it is not impossible to prevent a large scale disasters caused by world climate environment change and complication of city culture using the current system. In this paper, we propose enhancement plan for overall disaster prevention system to solve this problem.

In recent years, the scale of damage from disasters such as earthquakes and large-scale fires and floods that are occurring in Korea is increasing. Accordingly, interest in urban disaster prevention that combines living infrastructure such as roads and parks is boosting, and it is urgent to prepare measures to reduce the damage scale of local cities. The purpose of this study is to derive implications for disaster prevention measures in areas where disaster prevention safety of local cities is weak through examples of disaster prevention safety of local cities in case of disaster. To this end, this study analyzed the regional characteristics, current status, and disaster prevention problems of regional cities in Japan, and selected disaster-vulnerable areas, and considered the distance relationship between disaster prevention bases through road network analysis. In addition, road closure simulation using ArcGIS Network Analyst was conducted to analyze disaster prevention safety in the area. As a result, the situation of the village which has a high possibility of isolation by natural disasters was grasped in advance. Through this, the suburbs confirmed the necessity of supplementing the disaster prevention function through transportation maintenance such as forest roads, and it was found that the city needs to prepare a risk management system. Furthermore, this study suggests the need for research on areas with a high possibility of isolation, especially in areas where disaster prevention functions are weak in local cities in case of disaster, and shows countermeasures for disaster prevention measures and resident education.
