A Study on the Proposals for Improvement of the National Emergency Management System based on Past Disaster Cases (과거 재난사례에 기초한 국가차원의 재난관리체계 확립방향)

  • Today many people live in various risks due to rapid industrialization. High-rise buildings and underground facilities are increasing in the heart of the city. It probably would be developed into a gigantic disasters complicated with sudden climate change. To effectively cope with these disasters, National Emergency Management Agency was set up, but it has been pointed that the Agency's role is limited to treat the problems. Therefore, emergency management system and disaster case study were reviewed and analyzed. And a Proposals for Improvement of the National Emergency Management System based on Past Disaster Cases was suggested in this paper.

  • Recently, scale and complexity of disaster are increasing by natural social factor, and there is limit for emergency response by single agency thereby. Therefore, when multi-agency conduct a response for disaster together at the scene, they need preparation for joint response in the advance for systematic mutual cooperation. Preparedness consist of various factors such as planning, securing of Organizations and resource, continuous education and training. This paper focus on emergency response plan and examine the existing state and problem of various plans and manuals. Also submit development way for establishing emergency response plan that had effectiveness through the foreign case analysis.

  • After destruction of the Naksansa which was due to Yangyang forest fire, this the fundamental research about the disaster prevention countermeasures of tradition buddhist temple cultural treasure was performed. The present condition of tradition buddhist temple and related laws were investigated and the present damage condition of the Naksansa was surveyed. Also, the fire damage cases of tradition buddhist temple and the fire laws and regulations were investigated, and the survey about disaster prevention countermeasures was carried out. This research drew up the basic material about the disaster prevention countermeasures of traditional buddhist temple.

  • The clay found in the river or in any waste water treatment plant usually have a very high content of water. A large amount of sediments hinder the navigation in river. In waste water treatment plant, there is requirement of settling the thick sludge. These problems are overcome by using rapid means of sedimentation and settling. This paper focus on how method of Electrokinetic sedimentation can be made faster. Sedimentation using Electrokinetic phenomenon has been discussed with varied voltage applied and effect and dose of coagulant in increasing the process. The experimental test has been carried out at water content that are generally present in the case of river and small canals carrying waste water. This paper also focus on different heavy metals concentration during the process and the power aspects of process. A series of experiment were done to support the proposed theory and how a bubble formation could hinder the purpose of experiment.

  • This paper describes design and development of a system that supports continuous creation of hazard maps by local residents in their daily life. We made an interview survey to design our system in a model traditional town in Saga, Japan. The results show that in spite of continuous efforts, many practical problems remain and residents feel unsafe. Based on these results, we designed and developed a unique ICT-based support system which contributes to community-based disaster prevention/reduction. The continuous resident participation and posting design are core concept for our sustainable community-based approach. Our system continues to support making a hazard map by integrating the community-based hazard information. Local residents register information about the spot (disaster types, a risk level, a photograph, comments, positional information) that can be dangerous in case of disaster. We have evaluated the usefulness and possibilities of our prototype system implemented as an iOS application.

  • In this paper, the underground box structure is discretized as a system with limited freedoms, and the explosion seismic wave is regarded as series of dynamic force acting on the lumped masses. Based on the local deformation theory, the elastic resistances of the soil are simplified as the effects of numbers of elastic chain-poles. Matrix force method is adopted to analyze the deformation of the structure in elastic half space. The structural dynamic equations are established and by solving these equations, the axial force, the moment and the displacement of the structure are all obtained. The influences of size ratio, the incident angle and the rock type on the dynamic response of the underground box structure are all investigated through a case study by using the proposed method.

Framing National and International Disasters: A Case Study of News Coverage on Post-Disaster Relief

  • This study compared news coverage of national and international disasters, Hurricane Katrina and the Haiti Earthquake, using textual analysis of The New York Times and The Washington Post. The results reveal that media framing of the historical cases developed in three stages upon the development of post-disaster relief: (1) Call for humanitarian assistance; (2) New Orleans under anarchy and hopelessness vs. Haiti under scrutiny with hope; and (3) Katrina effects. By framing the outcomes of the hurricane as the "Katrina effect," the media used the disaster as a reference point to explain other economic and political issues. In addition, analysis of relevant statements and press releases confirmed that different social actors involved in the relief process, such as donors, facilitators, and beneficiaries, contributed to the media framing of the issue, although the facilitators were most successful in transferring their own frames to media frames. This study makes important contributions to the field as it looks beyond traditional relationships between quantitative measures of media attention and aid allocation. For governmental and nongovernmental organizations in the area of humanitarian assistance, the findings of this study will assist them in media-relations in the future.

A Study on the Community Facility Design Convertible to Refuge in case of Emergency (비상시 대피시설로 전환가능한 주민시설 디자인에 관한 연구)

  • This study chiefly aims to find out the efficient ways of designing community facility convertible to refuge in case of emergency. In order to reach this goal, this study analyzed (1) definition of terminologies regarding disaster and refuge space, (2)present situation of regarding acts and standards, (3)function and spatial specialties of existing community facilities. Besides, in order to clarify the efficient design methods of 'function-convertible-type' community facility, this study executes archival research on (1)spatial requirements, (2)methods of designing futuristic community facility. When making design directives of community facilities, it is important to consider (1)vertical integration of rescue related function, (2)spatial division and architectural installation concerning privacy, (3)proper layout of locker room, shower room, toilet, etc. (4)appropriate size of unit space. It is desirable to execute the refuge function with minimum psychological anxiety in case of disaster through design guideline for 'function-convertible-type' community facility.

Analysis on Seepage Behavior According to Extended length of HDPE Sheet of Rubble Mound Revetment at Offshore Landfill (해상 폐기물매립지 경사식 호안에서의 차수시트 설치에 따른 침투거동 분석)

  • In order to prevent leakage of leachate in offshore landfill, hydraulic barrier is indispensable. In the case of rubble mound revetment at offshore landfill, HDPE sheet in slope should be installed. In this study, seepage analysis were performed to evaluate seepage and flow in the seabed and revetment according to extended length of HDPE sheet by using SEEP/W. Results show that, in the case of low permeability layer is distributed where extended length of HDPE sheet was more than 1m, seepage flux in seabed and revetment was greatly reduced. In order to prevent seepage in seabed and revetment in the case of sand layer of high permeability is existed above low permeable layer, extended length of HDPE sheet and impermeable improvement width of permeable layer should be more than 1m at seabed.

  • Purpose: Recent climate change makes weather-related disasters such as summer storms, heavy rains, winter snowfall disasters, and extreme cold temperature increase in trend. Heavy snowfall disasters requires speedy response due to various effects to traffic flows, buildings, and infrastructure. Heavy snowfall disaster response of South Korea is insufficient, even though heavy snowfall disasters affect urban safety. There have been lack of policy studies for heavy snowfall disasters. Method: This research analyzes case studies and explores implications using Information system technologies to snow removal vehicles and equipments for speedy snow removal during the heavy snowfall disasters. Results: Information system technology attachment to snow removal equipments can identify locations of snow removal vehicles and equipments for emergency period to support snow removal of adjacent jurisdictions. Conclusion: Case studies of this research can be further used for efficient application of snow removal tools of local governments.
