Design and Construction Strategy for Disaster and Safety Record Information Resources Archives Based on Automatic Acquisition (자동수집 기반 재난안전 기록정보자원 아카이브 설계 및 구축전략)

  • Large-scale and complex disasters have frequently occurred all over the world recently, and they are repeated every year. Accordingly, the need for the systematic management and utilization of raw-data and processing information in the past has increased. For this purpose, this study proposed a construction strategy for disaster and safety record information resources archives based on automatic acquisition, which can be used as a hub for disaster and safety information. Based on local and foreign case studies, several consideration factors for building the archives are determined. Finally, this study proposed four steps for constructing the archives. These are as follows: 1) complete enumeration survey of the disaster and safety record information resources, 2) automatic acquisition possibility study, 3) selection of the resources for preservation, and 4) automatic acquisition of metadata. The construction of the archives proposed in this study will facilitate integrated management, sharing, and use of scattered information resources on disaster and safety.

The Study of Earthquake Preparedness in Archives Through Reviewing Overseas Cases (국외 사례를 통해서 본 기록관의 지진 대비 고찰)

  • This presentation reviews international cases for earthquakes preparedness in Korean archives. Therefore, this presentation examines how the disaster plan of archives can be applied in earthquake preparedness and pays attention to four cases that could be used to prepare for earthquakes. Four cases are: protection of stacks in Japan, cooperative activities in Germany, unexpected disaster situations and business continuity plan in New Zealand, and risk assessment, cooperative activities, training in cultural heritage sector. If archives review real cases based on fundamental understanding of disaster plan, earthquakes preparedness plan could be established.

  • In order for preemptive response and prevention against disasters, it is necessary to systematically collect, preserve, manage, and utilize the information resources of records related with disaster safety. Therefore, this study analyzed the types and status of text-based document archives among the records information resources which were published and produced by the disaster safety-related institutions via online. Detail types analysis of disasters in document archives also was conducted. Based on filed interviews, the actual users' requirements for the disaster safety information archives are converged. The ultimate goal of this study is to establish a basis for building of disaster safety information archives by deriving improved management strategies of disaster safety records resources.

  • Due to the value and the importance of preservation of disaster web records, to build disaster archives is globally becoming a national challenge. This study proposes a acquisition methods based on the issue life cycle model for collecting disaster web records. We firstly analyzed web records acquisition status, methods and period of domestic and foreign disaster archives. In addition, the issue life cycle model was derived by collecting and analyzing the disaster issues in the last 10 years. As the results of the analysis, the issue life cycle model was divided into the sudden type and periodic type according to the characteristics of the disaster. In conclusion, this study propose a method to collect web records according to each model and verify its applicability.

A Study on Methods of Collecting Records for COVID-19 Archives (COVID-19 아카이브를 위한 기록 수집 방안 연구)

  • COVID-19 Archives are some of the Disaster Archives. It is necessary to collect disaster records produced in real-time at the disaster scene rather than start collecting records after the disaster recovery. Therefore, this study summarized the definition and purpose of disaster archives to understand the current status of domestic and foreign COVID-19 archives and examined overseas disaster archive collection policies that can be referenced in establishing a COVID-19 archive collection policy. In addition, surveys and interviews were conducted on institutions that establish and operate related archives at home and abroad. As a result, record collection Improvement plans for the COVID-19 archive were proposed: Firstly, in terms of collection policy improvements, the essential elements identified in the survey were selected as additional collection policy elements. Secondly, diversification of participants' groups requires the introduction of clear definitions of collection targets, diversification of promotional methods such as recording record contents through collaboration with related departments, and improving copyright issues that limit record donation. Thirdly, participatory record collection methods with efficient questionnaires in participatory forms and privacy issues are proposed as improvement plans.

The Study of Key Elements to Establish Natural Disaster Preparedness Plan in Libraries and Archives (도서관과 기록관의 자연재난 대비 계획수립 핵심 요소 고찰)

  • This study reviewed important elements that should be considered in developing natural disaster plan in libraries and archives. In Korea, research on natural disaster planning in libraries and archives was rarely conducted. Therefore, it was necessary to study and analyse overseas literature for natural disaster preparedness planning. The key elements for establishing a natural disaster preparedness plan commonly identified in overseas research can be divided into six factors. 'The disaster preparedness committee and roles of staff' should be designated for starting disaster preparedness, and 'Risks' vulnerable to disaster should be assessed and managed in advance. A 'Handbook for immediate response' should be produced for all employees to respond promptly in the event of disaster, and 'Recovery and business continuity plan' should be reviewed for strategic recovery based on disaster scale and return to work after disaster. Also, in order to strengthen the capacity of all staff related to disaster preparedness and to improve plan for disaster, 'Training' is needed, and 'Cooperation activities' between related organisations should be taken into consideration in order to obtain various perspectives for disaster preparedness and to cope with and recover from large-scale disasters. This study can help Korean libraries and archives to establish natural disaster preparedness plan for serious natural disaster that can likely occur in the future.

  • This study aims to provide the efficient sharing and utilization method of disasters scattered by each institution and develop automated collection algorithm using web crawler for disaster information in deep web accounts. To achieve these goals, this study analyzes the logical structure of the deep web and develops algorithms to collect the information. With the proposed automatic algorithm, it is expected that disaster management will be helped by sharing and utilizing disaster safety information.

  • The need for and importance of preserving various information resources on the web is constantly increasing. In addition to traditional types of records, the web contains communication records displaying various people's diverse viewpoints and connecting an event to its context. In particular, information resources produced during a disaster must be collected for long-term preservation. The "OASIS Disaster Archive" is a service provided through OASIS, which was developed and is managed by the National Library of Korea, to collect and preserve online information resources related to the recent disaster events in Korea. This study examines the characteristics and current status of the contents of the Disaster Archive to make suggestions for its improvements.

Review of Overseas Cases for Earthquake Preparedness in Korean Archives (한국 기록관의 지진 대비를 위한 국외 사례 검토)

  • This study reviews the basics of earthquake preparedness from several archives and international cases of earthquake damage and restoration to establish an earthquake preparedness plan in Korean archives. The results of the study are as follows: first, to establish the direction of an earthquake preparedness plan, the study summarizes the basic characteristics of an earthquake and its damages, as well as applies the key elements of disaster preparedness planning after reviewing its basic principles. Second, the study analyzes four international cases that may have significant implications for the earthquake preparedness plan in Korea. Given this, four international cases present lessons and limitations such as the book dropping of a library in Japan, the collapse of archives in Germany, damaged archives because of a massive earthquake in New Zealand, and earthquake preparedness and recovery plans in cultural heritage sectors. Third, to apply the information from overseas cases to domestic, the study examines the lessons, the key elements of earthquake preparedness planning, and the public record standard for Korean archives through the mutual linking process, as well as issues that should be considered. The issues reviewed in this study could help Korean archives establish a realizable earthquake preparedness plan in the future.

  • This study explores the feasibility of our proposed disaster and safety record information archiving strategy and determines several problems encountered during actual operations. For practical experiments, 55 disaster and safety related organizations are selected and the detailed steps of our archiving strategy are implemented. Based on the real disaster and safety record information acquisition results, we analyzed the challenges of the proposed strategy. Furthermore, we suggested the improvements plans in terms of policy, technical, managerial, and service-oriented so as to become a more realistic strategy.
