A Study on the Improvement Plan of Industrial Safety and Health Education for Industrial Disaster Prevention (산업재해예방을 위한 산업안전보건교육의 개선 방안에 관한 연구)

  • This study is aimed to provide the basic data for improve plan of industrial safety and health education for industrial disaster prevention. The self-administered questionnaire were given to 167 manufacturing industry workers of 5 manufactural workplace in Kangwon province during the period from March 15th to April 15th, 2010. As a results, The rate of 76.6% in manufacturing industry workers have educational place for industrial safety and health education, but their industrial safety and health education was established in the workplace office, about 44.3%. Industrial safety and health education almost was done by means of lecture. Industrial safety and health education for manufacturing industry worker was done without thinking about general characteristics and kinds of work of manufacturing industry workers. The results of this study indicate that industrial safety and health education are needed to improve the problems. To improve the industrial safety and health education, it is necessary to be established industrial safety and health education thinking about general characteristics and kinds of work of workers.

Comparison of Risk and Safety Perceptions of Industrial Hygienist (산업위생 분야 종사자들의 사회 안전의식변화에 관한 조사)

  • Objectives: This study was conducted to evaluate perceptions of safety and risk among Korean industrial hygienists and the change between before and after the Sewol Ferry Disaster in 2014. Two surveys with questionnaires composed of 51 questions were completed by attendees of the Korea Industrial Hygiene Association(KIHA) conference. Methods: One was conducted at the 2013 KIHA Fall Conference(N=181) and the other was from the 2014 KIHA Summer Conference(N=123). Between these two surveys was the Sewol Ferry Disaster on April 14, 2014, which was believed to seriously affect safety and risk perceptions in Korea. Results: It was revealed that industrial hygienists' awareness of safety rules strengthened after the Sewol Ferry Disaster(p<0.05). It was apparent that people over the age of 30 were more sensitive to social safety. There was no significant difference in the evaluation and attitude regarding governmental safety policy between the years of 2013 and 2014. The credibility of public organizations responsible for the disaster management system decreased. The self-evaluation of respondents' safety level also decreased. This trend shows mainly in the younger generation. It was evaluated that the overall social safety level decreased and the anxiety level increased. The score on social safety on a ±5 Likert scale was 0.68 in the 2013 survey and -0.33 in the 2014 survey(p<0.05). It was reported that the most serious threat factors for accident or disaster were 'building collapse > illegalities and corruption > side effects of radiation therapy >accidents in normal activity > occupational disease,' in order. They picked 'safety ignorance > hurry-up habits and culture > focusing on short-term benefit > easy-going attitude > insufficient safety education' for the causes of low social safety levels in 2013. In 2014, they were 'safety ignorance > easy-going attitude > focusing on short-term benefit > insufficient safety education > hurry-up habits and culture'. Conclusions: This study has some limitations because it was originally not designed to survey attitudes prior to the Sewol Ferry disaster in 2013. In addition, the survey targets are industrial hygienists who are familiar with occupational disease and injury.

  • According to industrial disaster statistics by the Ministry of Labor in 2006, out of 11,688,797 people working at 1,292,696 business places that apply Industrial Disaster Indemnity Act, 89,910 workers were involved in an accident that more than 4 days of medical treatment requires. Among this figure 2,453 people lost their precious lives. "89,910 industrial disaster victims per annum" is showing the safety level of our industrial situation. To prevent such industrial disaster, the most typical and distinctive method is Accident-free Campaign. At the beginning, the movement arose with devotion through out the entire industry. But, the heartbreaking fact is that the fever is getting cool gown as times goes by. Therefore, opportunity for revitalization of this movement is required. The movement should be practically supporting principle of respect for human life and dignity. And it should be established with analysis on industrial disaster and systematize Accident-free Campaign totally in connected research.

Analysis of Initial Mass Distribution and Facility Shape to Determine Structural Alternative for Hazardous Zone Vulnerable to Debris Flow Disaster (토사재해 위험지역의 구조적 대안 설정을 위한 사태물질 초기 질량분포 및 방어시설물 형상의 영향 분석)

  • A 2-D hydrodynamic model for predicting the movement of debris flow was developed. The developed model was validated against a dam break flow problem conducted in EU CADAM project, and the performance of the model was shown to be satisfactory. In order to suggest structural alternative for hazardous zone vulnerable to debris flow disaster, two types of initial mass distribution and two shapes of defensive structure were considered. It was found that 1) the collapse of debris mass initiated with square pyramid shape induced more damage compared with that of cubic shape; and 2) a defensive structure with semi-circular shape was vulnerable to debris flow disaster in terms of debris control or primary defense compared with that of rectangular-shaped structure.

  • According to changes of recent climate social structures, frequency of occurrence new or complex disasters are increasing. So the importance of disaster prevention is increasing. To provide useful information of disaster prevention activities, We use the "Safety Sinmungo" main processing practices included Facility safety management in Ministry of Public Safety and Security. Facility safety management is the most and common disaster prevention activities. We identified the keywords in the risk report and facilities to residents report and analyzed the seasonal and inter-regional facilities report distribution process. We also utilized social network analysis techniques to configure a 1-mode, 2-mode facilities around the keyword for differences.

  • The disaster damage can be reduced not only by quick response to its scene, but also by right resource allocation to the right places. The role of information quality on disaster resource has been considered to be an important factor for disaster management. The aim of this research is to investigate and explain the relationship between information quality and performance on disaster resource management. The information quality control for the disaster response operator is central to deliver right information to right people among different government levels such as local, state, and federal government.

  • The concept of disaster management of cultural heritage is not clearly established and the range and type of it is not organized yet. Also, there is an ever-present danger in the field control because there is no system that can provide safety of cultural heritage from various dangerous factors. Concretely, institutionally, the regulation of disaster management of cultural heritage remains limited and there are not enough reasonableness in installation and management of fire-fighting equipment and safety equipment. Also, we need to take an action to secure the safety of cultural heritage from its surroundings. In this research, we setup the concept, type and criteria for disaster management of cultural heritage to overcome limitations and problems of management of cultural heritage. In addition, in order to raise the level of disaster management of cultural heritage, this research proposes direction to reinforce the disaster management of cultural heritage by investigating and analyzing consciousness of security guards and fire-fighting officers.

  • Cut slope and facility of management investigation is the protection of humans and properties. it is very important the prevention of disaster facility and the damage of the slope protection facility. It is very difficult to forecast slope stability, disaster possibility and collapse. It will be able to minimize the damage which it prepare against slope facility and cut slope of deformable investigation and collapse and the disaster. therefore those deformable investigation is important. Investigations execute upheaval, crack, sliding for slope and cut slope reinforcement. Investigation executes forecast in place where the construction problem, the effect which the damage in road traffic or the contiguity facility.

  • Even though most of domestic corporations are doing various activities to reduce disasters, it is true that those are actually limited to some parts of business or the formalities in order to obtain specific certificates. For that reason, this writer study a efficient utilization of a guideline about accident provision and business continuity management for less disasters of companies, prevent interruption of critical mission. In short, it is required to operate an effective disaster recovery system and safety management system integrated by a mutual recognition on the relevant parts and different parts. And there is a need to establish a integrated recovery center in order to manage disaster recovery system realistic and effective.
