A Study on the Strategy of Resolving Impediments to Use of Digital Resources : The Case of Korean Public Libraries

  • In this study, users' perceptions and concerns about digital information resources were investigated, focusing on impediments to the use of digital resources, to devise measures for improvement by identifying factors that hinder the use of digital information resources. To achieve the purpose of the study, the research identifies the inconvenien ce factors and establishes the user inconvenience list based on prior research and the current status survey. Based on the derived list, a survey was conducted on users of public libraries. Through this study, it was found that the use of digital information resources can be enhanced by improving the internal library system. Specifically, it refers to improving search performance and accessibility of digital data, providing one-stop services for digital information resources through the operation of an integrated data management system, conducting customized user education, and establishing a digital information resource preservation system, e.g. web archiving. Also, improving the external environment and system, such as contracting with more libraries for digitized data use agreements, strengthening support, unifying the names and classifications of digital information resources, and simplifying the procedure for using digital information resources, is of great importance.

Feature Analysis of Metadata Schemas for Records Management and Archives from the Viewpoint of Records Lifecycle (기록 생애주기 관점에서 본 기록관리 메타데이터 표준의 특징 분석)

  • Digital resources are widely used in our modern society. However, we are facing fundamental problems to maintain and preserve digital resources over time. Several standard methods for preserving digital resources have been developed and are in use. It is widely recognized that metadata is one of the most important components for digital archiving and preservation. There are many metadata standards for archiving and preservation of digital resources, where each standard has its own feature in accordance with its primary application. This means that each schema has to be appropriately selected and tailored in accordance with a particular application. And, in some cases, those schemas are combined in a larger frame work and container metadata such as the DCMI application framework and METS. There are many metadata standards for archives of digital resources. We used the following metadata standards in this study for the feature analysis me metadata standards - AGLS Metadata which is defined to improve search of both digital resources and non-digital resources, ISAD(G) which is a commonly used standard for archives, EAD which is well used for digital archives, OAIS which defines a metadata framework for preserving digital objects, and PREMIS which is designed primarily for preservation of digital resources. In addition, we extracted attributes from the decision tree defined for digital preservation process by Digital Preservation Coalition (DPC) and compared the set of attributes with these metadata standards. This paper shows the features of these metadata standards obtained through the feature analysis based on the records lifecycle model. The features are shown in a single frame work which makes it easy to relate the tasks in the lifecycle to metadata elements of these standards. As a result of the detailed analysis of the metadata elements, we clarified the features of the standards from the viewpoint of relationships between the elements and the lifecycle stages. Mapping between metadata schemas is often required in the long-term preservation process because different schemes are used in the records lifecycle. Therefore, it is crucial to build a unified framework to enhance interoperability of these schemes. This study presents a basis for the interoperability of different metadata schemas used in digital archiving and preservation.

A Study on Preservation Metadata Elements for Digital Information Resources (디지털 정보자원을 위한 보존 메타데이터 요소 설정 연구)

  • Digital information resource requires detailed metadata to ensure its long-term preservation and accessibility for future generations. This paper illuminated the characteristics of digital information resources, the concept of digital preservation and the necessity of metadata for long-term preservation of digital information resources. And this paper examined the 16 elements of RLG metadata for preserving digital information and the Reference Model for an Open Archival Information System(OATS) to support the interoperability of digital archiving. And then this study investigated concretely element sets of the preservation metadata for digital information resources in the Cedars and OCLC/RLG embodied within the OAIS framework. As result of the study, the paper suggested basic plan required to provide preservation metadata elements to preserve digital information resources in Korea.

Long-term Preservation of Digital Heritage: Building a National Strategy (디지털유산의 장기적 보존: 국가정책 수립을 위한 제안)

  • As the penetration of information technology into everyday life is accelerated day by day, virtually all kinds of human representation of knowledge and arts are produced and distributed in the digital form. It is problematic, however, because digital objects are so volatile that it is not easy to keep them in fixed form. The fatal fragility makes it extremely tricky to preserve the digital heritage of our time for the next generation. The present paper aims to introduce current endeavors made at the international and the national levels and to provide with suggestions for Korean national strategy of digital preservation. It starts with reviewing the global trends of digital archiving and long-term preservation, focusing on standardization, preservation strategies and current experiments and projects being conducted for preserving various digital objects. It then sketches national strategies of several leading countries. Based on the sketch, twofold suggestions for Korean national strategy are proposed: establishing a central coordinating agency and accommodating the digital preservation issue in the legislative and regulatory framework for the information society. The paper concludes with the necessity of cooperation among heritage organizations, including libraries, archives, museums. They should cooperate with each other because they have traditionally been trusted with the custodianship of collective memory of humankind and the digital heritage cannot be passed onto the next generation without their endeavor. They should also work together because any single institution, or any single nation could cover what it takes to complete the task of long-term preservation of our digital heritage.

On the Paradox of Digital Collection Management in Libraries (디지털 장서관리의 패러독스 분석)

  • In recent years, electronic technologies are rapidly changing the library's approach to collection management. In digital age, collection is a hybrid, that is, a mix of analog materials and digital information resources. But electronic publications are both a blessing and a curse for libraries. And the rapid acceptance of electronic resources raises many misconceptions and myths about their capabilities. This paper analyzes the digital paradox of current collection management from six standpoints : production of digital informations : digital scholarly communication : digital access paradigm : acceptance of e-journal package web collection development : digital archiving. Nowadays the pragmatic view of library is a logical information gateway to its own services and those of other libraries and information providers. Libraries and librarians need a concept and strategies of the hybrid collection management that reflects digital reality.

  • This study aims to propose an implementation plan for ensuring the digital continuity of university information resources that require the continuous management of temporary and permanent records in digital transformation environments. Thus, the cases of The National Archives (TNA; United Kingdom) and the National Archives of Australia (NAA)'s digital continuity policies were investigated and analyzed, drawing implications for ensuring universities' digital continuity. The process for ensuring digital continuity proposed by TNA was then applied to a university case for the proposal of an implementation plan applicable to university information resources.

A Study on Long-term Preservation of the Cultural Archetypes in Digital Audio Format (문화원형콘텐츠의 장기보존에 관한 연구 - 디지털 소리자료를 중심으로 -)

  • The purpose of this study is to present some basic information essential for planning long-term preservation of digital audio files, which have been collected through 'Cultural Archetypes Digitization Project' by the Korea Culture & Content Agency. Needs and limitations of digitization of audio resources for their long-term preservation, digital audio archiving models(OAIS Reference Model and AHDS Model), some technical principles for audio digitization and preservation, preservation metadata and storing media for digital audio files were discussed. Compliance to the requisites listed in Audit Checklist for the Certification of Trusted Digital Repositories of RLG & NARA was suggested. It was also recommended to review the appropriateness of collaborating on digital preservation project with other institutions.

  • One of current trends of medical technology is analog to digital. Moreover, The Government put a premium on PACS(Picture Archiving and Communication System) for Medical Insurance in November, 1999. Therefore many hospitals are installing(or planning to install) PACS facilities on their buildings. However most of hospitals didn't consider PACS facilities in the beginning of construction. In particular, the Networking is one of the most difficult things for PACS installation. There is no space for network equipments, and no path for network lines, etc. To solve these problems, wireless network is proposed. The wireless network is divided to three parts mainly. One is the wireless communication for Local Area Network, another is the data transmission through a satellite for Tele-Radiology, and the last one is the technology using Bluetooth for each sub-system of PACS. But there are other problems in wireless systems, i.e., network bandwidth, system stability, interference with other devices. The purpose of this paper is to suggest the future and new trend of PACS including all the problems.

  • The present study aims to develop an agenda consisted of strategies for long-term preservation of electronic records with enduring values. To do this, it has collected 19 cases of agenda reports generated from the digital preservation community at large, including those working on electronic publications and research data as well as electronic records. The study draws its conclusion by proposing an agenda encompassing 4 areas: laws and policies; research; technologies; and partnership.

  • OASIS(Online Archiving & Searching Internet Sources) is a web archiving project of the National Library of Korea started in 2004 to systematically collect, manage, and preserve online digital information resources. In this study, the following problems were derived by analyzing the access log of the OASIS website and conducting a user survey. First, people's awareness of the OASIS project was very low, and there were many first-time visitors to the website. Second, active promotion and service reorganization to improve the use of OASIS was insufficient. The study suggested that the improvement point of this was to strengthen its own direct promotion and indirect promotion in connection with other agencies. In addition, it was proposed to enhance the service through user-customized services and to reinforce content that induces interest and fun.
