Study on the Korean application of cultural accessibility and cultural arts education: focusing on French cultural policy

  • This study examines the main elements, concepts, and directions of 'cultural accessibility' in the field of cultural arts education through the French case. Above all, 'cultural accessibility' is viewed from the perspective of the problems of 'social exclusion' and the corresponding 'participation'. We discuss strategies for applying 'cultural accessibility' through French policy discussions. France is implementing this consistent policy structure through the development of its local self-government system. We first look at the current status of French cultural policy and cultural accessibility, and the participation. Next, we will discuss separately into the cultural arts education of the central government and those of local governments. For application to Korea, we propose the application of education to apply 'culture of public values', the establishment of autonomy in cultural arts education, and the application of a dual strategy for public advocacy.

  • This study aims to establish a development strategy for higher education in Indonesia's marine and fisheries sector and to present a direction for international development cooperation through evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia's marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions.

  • The station area development planed to improve the old and narrowed station and to enhance the train passenger's convenience through private capital attraction in the past. But it has been faced with difficulty for the creative of transfer demand. Because of lean upon building facilities were caused by shortage of business profitability as to development of the upside a railway line, and lack of public utilities. The station area development requires that it's trend to large scale development of station areas, korail's direct development, deputation of specialty company to development, collaboration between local government and korail in development, diversification of process & installed facility, building multi-transfer center and one-stop transfer system. This trend caused by low profitability in development of the upside a railway line. The purposes of study are to make the system and law reflected to the property of station area development, investment in kind of needed land, and change railroad areas to high-rise and complex development, and make a forum between government and korail, etc.

A Critical Assessment on the Foreign Direct Investment-led Regional Development Strategy: A Case Study of Wales, UK (외국인직접투자 유치를 통한 지역발전전략의 성과와 한계: 영국 웨일스의 사례를 중심으로)

  • Attracting advanced foreign enterprises into the less-developed regions has gained increasing importance as a regional development strategy in Korea. This study critically examines the foreign-direct investment-led regional development strategy of Wales, United Kingdom. Despite a high FDI inflow in manufacturing, the Welsh regional economy has suffered from specialization in low-skilled assembly with limited R&D activities, insufficient linkage with local domestic suppliers, and violent fluctuation in local employment in response to changes within the global business environment. This tendency shows that the foreign-invested companies have neither locally embedded themselves enough nor created the external agglomeration economies in the region. At the same time, the Welsh local government's excessive dependence on financial incentives packages to induce multinationals, rather than effort to create regional innovative capacity, has resulted in a sizable fiscal loss, an abused local planning process, and subordination of the local government's major administrative decision-making on foreign investors. The Welsh FDI case suggests that an effective FDI attraction policy should include inter-regional cooperation and coordination in the inward investment attraction procedure, a comprehensive land use planning process, and state-level concrete governance on FDI.

  • This study was conducted to review strategic and effective utilization plans and suggest desirable development plans, taking into account the cultural and social values and ideologies of the local government's OSMU strategy and regional economic goals. To this end, the concept and characteristics of OSMU, domestic and international success cases were reviewed, and analyzed the detailed strategies, development results and achievements of Hong Gil-dong theme park in Jangseong-gun, and Simcheong theme park in Gokseong-gun. As a result of these analyses, first, it was confirmed that the Hong Gil-dong theme park and the Simcheong theme park were rational and justifiable choices that emphasized locality and publicity, the core of the local government's OSMU strategy. Second, it was confirmed that while Hong Gil-dong theme park achieved more stable and successful results, Simcheong theme park had poor achievement without utilizing the excellence and valuable goals of the original contents. Therefore, in order to achieve sustainable development while harmoniously satisfying the publicity and profitability, ideology and effectiveness, justification and economics of OSMU strategies of local governments, various research, reflection and work must be continuously carried out.

  • In late 1980s, many suburban cities in Tokyo metropolitan area have tried to construct office parks, such as Makuhari New Town, Minato Mirai 21 to promote knowledge based economy. As the most important player of this mesa project, the local government mobilized local resources from various private sectors. The local government adopted place marketing strategy to attract companies and consumers with thick pocket. The composition of this strategy embraces publicity, uniqueness, centrality of function and information and comfortability for formation of the office park. Headquarters and producer service offices were relocated in the suburban office parks for the first time in the history of modem Tokyo since 1920s. Although it is the ongoing project that encounters some financial difficulties, the office park Project will be a sound foundation for future growth of knowledge-based economy.

  • We are living in the 21st century when a society is highly information-oriented and the demand for information has rapidly increased. So the information standard of local government has become an index of economic development of local society. GIS has emerged as a new national information infrastructure with which a society can manage and analyze spatial information. Accordingly, many local governments have recognized the importance of GIS and are establishing master plan for an efficient GIS development necessary to implement GIS technology in many aspects of information management. So this study analyzed the present status and problems of master plan made by local governments and proposed a guideline for improving GIS master plan on a basis of it.

Recognition of Japan politics about Dokdo and our strategy (일본 정치권의 독도인식과 우리의 대응전략)

  • Last December, the Abe government came back, and it is critical core of Northeast Asia. They visited to Yasukuni Shrine, denied to Korea's invasion and they are denying all of their invasion history. I'm afraid they want to take Dokdo. Dokdo is Korean territory, but Japan politics assert it belongs to them. To make matters worse, they are waiting an opportunity to invade. Ministry of Foreign Affair blue paper and Ministry of Defense white paper have claimed Dokdo as Japanese territory, and many right wing politicians are taking part in the Cabinet. Liberal Democratic Party of Japan is becoming more right wing politicians than before by Japan Restoration Party, and the others also have more right wing ideologies. It can't control Japan right wing political parties. They finally aim to take Dokdo. In this situation, we have to defend Dokdo. Japan must be very important partner for our nation's development. But it is necessary to trust between two countries. Dokdo is effective controlled by Korea. It is the best way how to keep Dokdo. During Dokdo is effective controlled by Korea, the Japanese Government has limited Dokdo's ownership. Now we don't have any way to keep Dokdo except more effective control. We have strategies about Japanese claim of Dokdo's ownership as follows. First, we can overpower Japan right wing politics as Japan conscientious force's ideology. Second, Japan politics say to Dokdo's ownership is based on The San Francisco Treaty. But it is not right. Third, we have to exchange a lot of local government and civic society in Japan. Finally, we must prepare thoroughly to bring the matter to the International Court of Justice.

An Entry Strategies on the Western China of Korean Logistics Corporations (한국물류기업의 중국서부지역 진출 전략)

  • The Korea-China FTA and China's huge development policy for its western regions could create a strategic opportunity for Korean Companies. This study suggests a strategy for expanding the domestic activities of Korean logistics Corporations and supporting the activities of Korean Companies operating in China. Using surveys of 32 Korean Logistics Corporations, important factors to consider when expanding into western China were analyzed. The results identified factors in the order of government, local markets, strategy, infrastructure, and finance and budget. The "development of Chinese Logistics specialists," "economic cooperation with the local governments of western China," and "holding investment Fairs and exhibitions" were important government-related factors. "Understanding entry permits and procedures for logistics corporations in China" and "understanding the logistics system of western China" were also shown to be important factors. Furthermore, governmental factors were suggested to be significant by large, medium-sized, and small businesses alike, while the factor of local markets was suggested to be significant by small-scale businesses.

By the year 2000, the industry is expected to soar to one of the major industries with hosting many large-scale international events. Rising to the occasion, the Korea Restaurant Industry needs change itscurrent modus operandi focusing on management skill improvement and globalizatin of its network. In Particular, they need to have their competity edge against multinational Restaurant brands both in local and overseas markets. To further develop the local industry, we need to work on the following areas. 1. Top management is required to show firm commitment to development of local brand that can be a real player in the global market. 2. To make any impact in the global market, a specific marketing strategy needs to be developed fit for each market. 3. To save initial investment expenditure, a close cooperation among local industries is prerequisite. 4. To make the industry easier to go global, local government needs to provide them with financial and taxational benefits.
