Power generation using solar PV and wind power are more feasible to compete with fossil fuel power generation. However, residential acceptance is still a big challenge in the deployment of renewable energy. The Korean government has implemented various policies to support the development of renewable energy in which communities invest. However, there are very few cases of the commercial operation of community-invested renewable energy power plants. Renewable energy has attracted attention in the reduction of greenhouse gasses (GHG) effects and economic feasibility. However, it is also necessary to focus on socio-economic effects to overcome the economic recession while reducing greenhouse emissions. Community-invested renewable energy development projects can positively revitalize the local economy in many aspects, such as resident income, job creation, and the growth of local businesses. This study analyzes the local economic impact of renewable energy development projects on residents' income and job creation. It increased local companies' sales through community-invested development projects in Korea.

As the importance of Culture Technology (music, publication, mobile, film, video, cartoon, animation, character, game, broadcasting etc) is increased, the field of character industry recently has been recognized as an independent brand value beyond the existing view point of simple designing; it also has been given much attention as a main axis leading the cultural industry of the 21 st century. The character of a local government plays roles such as a symbolic part of a region, parts of tourism and public relations, and a profit-making function, which results into generation of regional image and activation of regional economy. However, the present application strategy of the character is only limited to an early stage of regional advertisements. In this context, this study is aimed to investigate and analyze the character development of local governments, especially 31 cities and goons of Gyeonggi Province, comparing with those of local governments of Japan. In the long run, this will provide some suggestions for strategy of character applications. Then, this research is expected to be used as basic reference materials for character development of other local governments and government agencies.

The world Economy has rearranged into three economic block. Especially, the nation's economy in Northeast area are an engine of world economic development. Among these nations in Northeast area china has done a main role of the development of world economy. Owing to raising of the China economy, the Export-Import of container load has rapidly increased in this area. So it is very important of the nation to manage a port. Therefore, the purpose of this paper is to analysis a port of Masan and to search the way of development. To accomplish this purpose, I will analyze a logistics circumstance in northeast area and a port of Pusan and Jinhae. In conclusion, government and local government must enlarge the investment to develope the port of Masan. Local government should do its best effort to solve the problem of port of Masan. And all citizen should recognize that a development of the port of Masan will be the engine of the raising of Masan.

One of the main issues of government is the development of local areas which have been neglected while major capital was invested on Seoul and its satellite cities. Korean Ministry of Construction and Highway and other government departments are currently working together (or the balanced development of the local areas. Localization which is the balanced development of the Capital and local areas, can be achieved through the balanced development of local industry and technology. It is required to have a strategic approach to the construction technology improvement that is localized and eventually contributes the localization efforts. Construction technology that is associated with the local characteristics is the key factor of the balanced national development. This study includes defining the 'localization' through the investigation of national and international localization examples. Construction technology that reflects the local characteristics is studied in this paper. Local characteristics are identified by (1) surveying 'construction technology demand'; (2) measuring construction technology capability, and (3) studying on government regulation changes. 1'he results provide the fundamental Information for the development of the local construction technology.

This article aims to describe the institutional structuring strategy of independent smallholders in accelerating sustainable economic development, by taking the example of the cow-coconut integration system (SISKA) problem in Sialang Palas Village, Riau. The method used identified stakeholders related to SISKA; the stakeholder's goals and interests, farmers' social and institutional bases, and self-help farmer socio-economic networks. First, identification of various factors through strengths, weaknesses, opportunities, and threats (SWOT) analysis techniques. Second, through the Modern Political Economy analysis technique. Third, imparting knowledge and skills to the farmers and village officials through a collective learning process in utilizing natural resource waste and social resources. The results showed that the farmer management strategy in the reform era started by clustering the interests of farmers. The dynamics of structuring group relations between the chairman and members with farmers outside the group are the basis for strengthening the local ideology of independence in the future. This institutional structuring strategy that focuses on access to farm power in the village decision-making process encourages a more integrated work of farmer organizations. The analysis above shows that the independent smallholder institutional engineering through regulation, organization, and resources are determined by the farmer household economic factors and the application of the value of local wisdom.

In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

The Ministry of Patriots and Veterans Affairs decided to designate Goesan County as a comprehensive venue for determining the geography of the land, the efficient management of land, the public opinion of local residents, and the establishment of a group of civic complaints. In the meantime, Goesan focused on attracting high-ranking government officials, including high-ranking government officials and high-ranking tourist attractions, to attract high-ranking government officials, including high-ranking officials of the National Guard, to promote the nation's bid to attract high-ranking government officials. In this paper, we intend to conduct a study centered on the controversy over the survival of the Korean National Guard. conflict between local governments is a non-authoritative administrative administrative body, it can be regarded as a matter of difficulty by intervening in any autonomous matter, and ultimately, it can be changed to judicial judgment. This is not to say that the residents of Goesan county will protest this time. Even though Goesan promotes regional development and development for local residents, it can not guarantee that the judgment of Goesan County will be held in the same situation. Thus, it should develop a win-win strategy based on the threat of sabotage. To this end, I would like to suggest the following measures.

This study tried to examine the possibility of rural tourism policy in Nam-Hae county and to provide a strategy for development of the local economy. It was carried out on a basis that the rural tourism businesses are operated by the local government(Nam-Hae county office). In doing so, this study investigated social, cultural and geographical characteristics and the regional tourism resources of Nam-Hae area. Based on the survey, it classified the types of rural tourism and suggested provisional tourist maps by the type. This study assumed that the local government has a full responsibility for the rural tourism businesses from the initial stage of setting up development plans to the operation of the businesses. Rural tourism theme courses of each small-position area provided tourists with tour courses and time schedules depended on geographical features of the areas. It produced a map that actually makes possible the theme rural tourism. The conclusion of this study is that the quality of living in Nam-Hae county would be improved with the rural tourism businesses which lead to increase in farm household income and to develop local settlement areas.

This study investigates the critical success factors for the promotion of IT industry in region and suggests some directions for operations strategy of them. This study based on the critical success factors, and we suggest followings : (1) start-ups support, (2) technology support, (3) management support, (4) law/institutional support. We suggested the strategy which based on critical success factors for successful operations of IT industry. This strategy suggested by AHP(Analytic Hierarchy Process) results and was evaluated by the three groups(IT firms, local government official worker, professor) which have an influence on IT policy. We suggested the priority of policy by AHP technique for successful development of IT industry. As a results, centralization of supporting facilities was perceived as the most important policy by three groups(IT firms, local government official worker, professor). This research contributes to assist planners and policy-makers in supporting IT industry by providing useful information about the suggested strategy, and by suggesting the effective means to assist the IT industry. Also, results of our research will be suggested as a priority of developing policy to assist successful IT industry.

The main aim of this paper is to explore a strategy for the attraction of POSCO into Gangwon province through the collaborative network of industry-University institute-government. Although Gangwon province has abundant resources, the industrial development is stagnant owing to unfavorable conditions of industrial location. However, while attracting an magnesium smelting factory of POSCO into Gangneung city, the industrial development in the province faces a new phase for the industrialization in the region. Successful factors of the attraction are as follows; firstly, mutual collaborations of local government, research institutes, region-based firms; secondly, trust throughout rational proposals which are focused upon mutual regard of local government, POSCO and research institutes; thirdly, stategies for the attraction of POSCO which are based upon thorough analysis on such firm; finally, securing the demand market of forward industries.
