This study examines the meaning of the national education plan promotion background, focusing on the 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027). The purpose of this study is to present future directions for lifelong education and career education. The research results indicate that The 5th Lifelong Education Promotion Basic Plan (2023-2027) and the 3rd 2023 Career Education Internalization Support Plan (2023-2027) have both been established to cope with the future social and educational environment; thus, it is necessary to realize them. For this purpose, concrete policy alternatives have been prepared. In modern society, it is vital for the state to promote basic plans related to education, particularly for developing and improving the education system. In this respect, when suggesting the direction of lifelong and career education, first, policies for social development and strengthening competitiveness are important. Second, policies are needed that respond to changes in jobs and occupations. Third, lifelong and career education are essential to ensure social inclusion and fairness. Fourth, lifelong and career education are vital in nurturing human resources for sustainable development.

In recent years, several problems occur due to irrational development in rural areas. The first, disorderly development and Encroachment of farmland, Small factory built in rural areas leads to a lack of infrastructure. it is the damage factors of good scenery in the rural areas. Water pollution and environmental pollution from the accommodations and restaurants in the good scenery area is serious. To solve this problems, we should establish the systematic land use plan and landscape plan, and integrated spatial and business plan in rural areas. In order to increase the effectiveness of land use planning in rural projects, We should establish the land use plan in rural areas of the city, state, and national levels of regional plan. We need to prescribe in "National Land Use Planning Law" the facilities, can install it according to the characteristics of rural land programming. we can prescribe the detail regulations by "Rural Maintenance Law". In order to solve the problems the lack of professionalism of the current agricultural policies of the Review Committee, We need to consider a new "rural planning committee" consisting.

The objective of this paper is to quickly examine the prosperity of a marine transportation system ana port development in the Han river Estuary and Yellow Sea border areas and to establish a cooperative management plan for the development of marine transportation and port service for cargo transportation in Seoul. as well as between South Korea and North Korea. Specifically. a development plan with a sincere effort to preserve the environment surrounding Marine Peace Park. Methodology and application of Strategic Environmental Assessment (SEA) for policies, plans, and programs are still new approach in Vietnam. With a support from Vietnam-Swedish Project (SEMLA) and Ministry of Natural Resources and Environment (MONRE), SEA for the Tonkin Gulf Coastal Economic Belt Development Plan was conducted in 2008. Lessons obtained from this SEA may contribute to improving methods and practicing SEAs for regional development. The main lessons summarized in this paper are: (i) close cooperation between the planning and environmental teams from the beginning phase of a master plan; (ii) SEA should focus not only on impacts to the natural environment but also on main issues of socio-economic aspects; (iii) approaches and methods used in SEA should be appropriate to properly predict the impacts at regional-levels and cumulative impacts; (iv) a good SEA study may be achieved when detailed data on the environment and socio-economy of the study area are available and have active engagement of stakeholders, including project affected sectors, ecologists, planners, policy makers, etc. This paper is useful for whom, those work in SEA in regional development.

The purpose of this study is to analyze domestic academic library development plans, check whether key components are reflected, and seek ways to improve the establishment of academic library development plans. To this end, a rubric evaluation technique derived from research related to evaluation of foreign universities and libraries was used. The libraries of the top 15 domestic universities were selected by referring to the QS World University Evaluation and THE World University Evaluation as the subjects of the study, and how much the core components of the development plan were reflected were evaluated. The results of the study are as follows. First, as a result of evaluating the university library development plan, most of the contents of 'purpose', 'goal', and 'action plan' were reflected, but vulnerabilities were found in 'mission' and 'vision'. Second, some private academic libraries were moving toward strategic planning at the level of advanced countries, including all of the core components. Third, although most academic libraries specified 'purpose', it showed limitations due to perfunctory description and connection. In the comprehensive evaluation, out of the highest score of 15, 12 were good and 3 were poor, indicating that the development plans of domestic academic libraries were generally at a 'good' level. As an improvement measure, it was suggested to form a task force for development plan establishment, to disclose and promote development plans, and to strengthen education on development plans for librarians.

The purpose of study was planning to a rural community space plan for revitalization of aging in rural society and activity of rural older adults. The rural community type was divided 5 categories by local topography characteristics and road system. According to 5 categories, the rural community space plan was consisted of space plan such as consideration for a rural topography characteristics and activity plan by space which analyzed a relations with rural resource and activity of rural older adults. Results from the rural community planning showed that to improve quality of life and to increase in economic productive activity for rural older adults, moreover to lead a retired oppidan migrate from city to country and to make full use of oppidan's intellectual capacity resource.

This study analyzes the feasibility of constructing Geochang high technology industrial complex and present s the site, plan and development strategies. As a result, first, the Wallpyung area, superior form others in site characteristics, accessibility, surrounding facilities, was decided to the plan site. Second, the plan tries to adapt in the environment and maximizes the spatial link and user conveniences. Third, a transportation plan includes a circulation street network that adapt in topography, and considered future traffic situation and accessibility, hierarchy of road etc. Fourth, it also plans to locate a environment-friendly central park in the middle of site and buffer areas along at the outer sites and both sides of the roads. Fifth, for the development, it is advised to construct a public institution which manages the whole project and it is necessary to build a cooperate system.

This study is on the establishment process of Certification Plan of KPP small aircraft development, domestic BASA(Bilateral Aviation Safety Agreement) shadow certification project. For the development of certification plan incorporations process understanding applicable regulations, selection of certification basis, definition of means of compliance and establishment of compliance checklist. On the basis of this process, we develop type certification procedure suitable for domestic small aircraft.

Our global environment and ecology are now facing crisis due to the hrincreased waster materials caused by reckless abuse of resources and energy with the continuous development of our society. Therefore the whole nation should recognize the environmental pollution seriously and should accept sustainable development principles. The country is looking for actions against the problems in various ways. The introduction of reckless and duplicating western housing plan should be ceased but a new housing plan conforming to our nature should be found. In this regard, it is believed that it is a good alternative to succeed tradition and identity of Korean housing plan and suggest a new plan for better ecological housing by analyzing the environment friendliness of our traditional Korean houses. In this study, the traditional residential components were divided into physical and design aspects and the characteristics of environment friendly Korean traditional houses were analyzed.

In this paper the system safety program plan(SSPP) for the development of Korea high speed railway system was presented. The plan for the design phase built up base upon MIL-STD 882C, manual for the development of rail transit system safety program plans by American Public Transit Association, and SSPP for Seoul-Pusan High Speed Rail project should be modified and then applied to the phases of manufacturing, test and commissioning. The plan deals with the safety program, the reference standards, the management and responsibility for the safety related activities, the methods to be used for early identifying safety critical items and functions and eliminating or controlling all hazards in a timely and cost-effective manner, and the documentation generated for safety assessment.
