An Evaluation of N.Korean SEZs through Comparing with China's and Vietnam's Initial Cases (중국과 베트남 초기 경제특구와 비교를 통한 북한 경제특구 평가)

  • North Korea(NK) has designated the special economic zones(SEZs) since the first one in Rason. But, why have the SEZs in NK still not been developed successfully? This study comparatively evaluated the SEZs in China, Vietnam and NK, with respect to 'context/purpose', 'development/management system', and 'location/infrastructure.' NK's strategies for the SEZs were different from those of China and Vietnam in terms of historical context and development purpose. China and Vietnam chose the market opening policy aiming to reform their national economy, while NK tried the opening policy without the economic reform. This difference made NK's decentralization and location strategies marginal. In spite of the positive land system and tax benefit of NK, the strategies couldn't make a successful result. The implications of this comparative study are as follows. Firstly, NK needs to establish a strategy for the SEZs in accord with the comprehensive and long-term plan for economic development and 'trustworthy and substantial market-systems' being compatible with outside world. For that, NK has to secure the regime stability in political and diplomatic dimensions. Secondly, NK has to carry out policies of decentralization and location of the SEZs more positively. Thirdly, in order to solve the problem related to lack of infrastructure capital, NK needs to utilize a BOT scheme.

An Exploration of Creativity Education Model (창의성 교육 모델의 탐색)

  • Although it is widely acknowledged that enhancing creativity is an important educational theme on which schools should depend and embody their educational goal and activities, how to do it can be characterized as 'piecemeal' without a whole picture of it. Thus, school practices of creativity education has been disoriented, discontinuous, short-term, and peripheral in nature. In this practical context, a theoretical model of creativity education was developed in ways in which several theoretical concepts based on research findings on a variety of aspects of creativity education were compiled and organized. The core of the model was creative problem solving process to which the goals and the mediating variables of creativity education were connected in relational fashion. By giving repetitive opportunities for creative problem solving geared to producing the results that are novel and useful for the individual as well as the socity, it was conceptualized that two educational goals could be achieved: a short-term goal of developing creative potential of the individual and the long-term goals of self-actualization of the individual and contribution to the society. It is also conceptualized that creative problem solving can be influenced in positive manner by several mediating variables: content knowledge and skills, creative cognition, creative motivation and attitudes, and creative environment. The creative environment is composed of psychological and physical conditions and provides a basis for creativity education. The former three variables are conceptualized as necessary conditions for the effectiveness and efficiency of creative problem solving, when provided appropriately. The four mediating variables ware conceptualized as mutually affecting so that the development of one variable influences positively that of the other, and vice versa. In terms of practical perspective of teaching creativity, developing creative potential, self-actualization, and contribution to society are the goals; creative problem solving process is the methodology; content knowledge and skills, creative cognition, and creative motivation and attitudes are the content; and creative environment is the condition of creativity education. The model is not yet perfect but needs further explorations to make it more detailed in clarifying various relationships. For instance, how the creative problem solving process can be differentiated in teaching various subject matters is yet to be explored. Thus, the model proposed in this study should be regarded as a general model of creativity education, and is relatively sound to be adopted in school practices since it is based on the theoretical as well as empirical study findings on creativity. However, the proposed model needs to be validated through empirical researches in real teaching settings.

  • The main purpose of the article is to analyze the main approaches to the formation of the food system in modern conditions. The constant growth of the population, the increase in the level of use of natural resources against the background of a decrease in their reserves causes a number of risks for the food security of both a person and the country as a whole. The problem of the formation of food security has always remained at the center of scientific interests of both domestic and foreign researchers. In the context of globalization, this issue is considered as one of the key global problems in the system. Theoretical and metodological basis studia systematic approach to study of fundamental provisions of economic science regarding the formation of the food system. Based on the results of the study, the main approaches to the formation of the food system in modern conditions were characterized. The study has limitations associated with the lack of the ability to analyze the food system on the practical activities of a single socio-economic system.

Middle School Environmental Education of the 7th National Curriculum and Application to Teen-agers Practice of Environmental Education (제7차 중학교 ‘환경’ 교육과정과 청소년 환경교육)

  • The Quality of human living depends on the environmental quality of the region sustaining the life. The environmental deterioration of the modern society is due to mechanical environmentalism. For the better quality of the life, The changes of recognition and attitude on the environments are required. These changes of mind are also important in environmental education for teenagers. The 7th national curriculum, officially anounced December 1998, focuses on the change of attitude to environments and practical behavior in real life for “Environments”, the environmental education curriculum in middle school. Basic elements of the curriculum are cultivation of the pro-environmental thinking, multi-levelling of teaching materials and methods, and encouraging of student participating activity. Actually, the curriculum construction is composed of stepped-levelling of teaching and learning, reasonable contents volume, encouraging of student practice, and suggesting of evaluation standards of textbook writing. Three main subjects of environmental education for middle school consist of (1) man and environment, (2) recognition of environmental problem, and (3) protection activity for environment. Methodology of environmental education can include multi-disciplinary approaches, variable teaching methods, and continuing evaluation of student practice and participation attitude. Environmental education for teenagers relating to the 7th national curriculum focuses on recognition of the environmental problems and practice activity in daily life. The recognition includes considering relationship of human life to environment, solving environmental problems in regional context, and development of comprehensive understanding concept of the environments. For the practice education, variable teaching methods, such as field survey and application of multi-media, are needed.

First, I'll rearrange the distinctive features of modern society through references of various scholars. This is to understand how interactivity affects the whole society and what is the importance of this interactive wave. Second, I'll analyze several trends of modern community space and figure the change of methodology of design based on the advancement of design technology. This is to understand the interactive relation of the subjects. Third, I'll seek how community space design has changed in modern society and under which process design is made. This is to clarify the fact that the portion of interaction will increase in future design according to the intervention of equipment, which is one of the objects of interaction space.

  • Mass media in the digital age are not only one of the most important elements of the information society but also a strategic resource for its development. Effectively implemented communication makes it possible to build connections not only between individuals, but also between social institutions and representatives of various generational groups of the mass audience, as well as ensure information security in a crisis period. At the same time, in the context of a constantly increasing amount of information flows, more and more often "a person loses the ability to independently think, analyze, and critically perceive information." At the same time, "imposing" on the representatives of this or that society, through the content of multi-format mass media or active authors of social networks, a certain point of view on the problem becomes a completely realizable task. Thus, the main task of the study is to analyze the anti-crisis communications in legal discourse in terms of ensuring information security. As a result of the study, current trends and prerequisites of anti-crisis communications in legal discourse in terms of ensuring information security were revealed.

Language Matters: A Systemic Functional Linguistics-Enhanced Machine Learning Framework for Cyberbullying Detection

  • Cyberbullying is a growing problem among adolescents and can have serious psychological and emotional consequences for the victims. In recent years, machine learning techniques have emerged as promising approach for detecting instances of cyberbullying in online communication. This research paper focuses on developing a machine learning models that are able to detect cyberbullying including support vector machines, naïve bayes, and random forests. The study uses a dataset of real-world examples of cyberbullying collected from Twitter and extracts features that represents the ideational metafunction, then evaluates the performance of each algorithm before and after considering the theory of systemic functional linguistics in terms of precision, recall, and F1-score. The result indicates that all three algorithms are effective at detecting cyberbullying with 92% for naïve bayes and an accuracy of 93% for both SVM and random forests. However, the study also highlights the challenges of accurately detecting cyberbullying, particularly given the nuanced and context-dependent nature of online communication. This paper concludes by discussing the implications of these findings for future research and the development of practical tool for cyberbullying prevention and intervention.

  • Web caching server is one of the important components of any web site, as it makes the access of users to web content much faster while balancing the network and server load. There are many caching approaches proposed in order to solve this problem. Classically, we know several caching algorithms like FIFO, LRU, LRU-min and etc. Most of them have their advantages and disadvantages based on specific context. The purpose of this paper is to introduce the new concept of caching objects along with their related content and test the performance of the proposed caching method using CPN Tools simulator program. It is generally known that the use of Colored Petri Nets(CPNs) for modeling the simulation of new idea is one of the popular methods of system evaluation throughout software development projects. Moreover it could be very handy in describing the overall logic of the system. The CPN Tools is one of the most robust simulator programs which supports all necessary tools and functions to build and run the simulation model for CPN. Therefore in this paper, we will use CPN Tools software in order to build a simulator for our innovative caching approach named as web caching with related content. Then we will analyze the results derived from the simulation of our model and will make corresponding conclusions.

A Study on the Spatial Regeneration Characteristics of Modern Architecture for Urban Regeneration (도시재생을 위한 근대건축물의 공간적 재생 특성에 관한 연구)

  • Environmental issues had arisen following industrialization with rapid physical growth of city and its consequences: widened metropolitan areas, uncontrolled reconstructions of new metropolitan areas, many social issues, such as declines of existing metropolitan areas. Due to these issues, new development policies have been made in order to find identities and reconstruct new images of cities. This research aims to remind the meaning of conservation of modern construction and building re-use, and to identify values of modern architectures in the context of a city. Regeneration of cities is not only finding national identities, but also expecting to increase inflow of foreign travellers. However, this regeneration hasn't stayed sustainable, focusing only on short-term curing of the problem in limited areas. This work analyzes cases of modern architecture, historic buildings from various cultures: Western, Japanese, Chinese. The result of the analysis shows that the value of existing buildings and citizen participation is necessary to revitalize cities. Four characteristics have been also identified: historic relationship, spatial identity, spatial presence, and approachable efficiency. For a potential solution, cities need to be viewed from multiple perspectives to find a method to generate new vitality for a city whose values should be recognized as an asset through sustainable re-use, by transforming modern construction as a heritage.

Conflating Blackness and Rurality: Urban Politics and Social Control of Africans in Guangzhou, China

  • In April, 2020, amid widespread fear of a second wave of infections of the novel coronavirus in China, local authorities in Guangzhou cracked down on the city's black population, resulting in mass evictions of Africans. The incident raises several questions about racism in China. How should we interpret this heavy-handed treatment of black people? Was this an isolated incident? What motivated such operations? In this article, I explain social control of Guangzhou's African communities as a problem of municipal politics. What underlies the government's heavy handed approach, I argue, are those communities' ties to rurality, which constitute a roadblock in the city's urban upgrade. Using Dengfeng Village, one of the best known African communities in China, as a case study, I show that efforts to upgrade the area by the local state and the real estate industry were frustrated by the community's status as an urban village. Africans, whom Chinese have historically associated with rurality, are seen as contributing to a space that has long been stigmatized as a spatial manifestation of rural people's lack of self-discipline. To better reveal the interconnection between social control and urban politics, I place official action in context of the history of the community's formation and the lived experience. This analysis of Dengfeng applies to various extents to other major African communities in Guangzhou.
