A Study on the Container Tax Collection of Busan City (부산시의 컨테이너세 징수에 관한 연구)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore.   • With the globalization of economy, there is keen competition among rountries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Korea competing with Northeast Asia countries is also working out strategies in order to make Korea peninsula a logistics center of Northeast Asia taking advantage of its geographical strength. Gwangyang port has designated as Free Economic Zone together with Pusan and Jinhae, Incheon from October 24th, 2003. However, the introduction of Free Economic Zone in Korea lagged behind other major countries and it has a lot of operational problems. Approximately 600 areas worldwide are designated and operated as a Free Economic Zone and Gwangyang port and its surrounding area has several points to be settled as one of FEZ. First one is its limited functions and related laws. Next is imperfection on development, investment and management system of the hinterland. Lark of promotion activities could be one of the problems. This paper analyzes the above problems and presents various measures to activate Gwangyang Port and Gwangyang Free Economic Zone as follows Benchmarking to promote Gwangyang Free Economic Zone as follows Benchmarking other countries' system, governmental support, introduction & logistics functions, early development of the hinterland, supply of effective one-stop service, investment attraction into the area and diversified promotion & marketing activities.

  • Recently, Green Port project to develop an environment-friendly port is active to lead by Port of LA, Port of LB in the USA and Port of Rotterdam. While, Port of Singapore, Shanghai Port and Dubai Port are trying to be a complex Port to function as a true portal not only for freight, but also for people and information. Ports, in this era, doesn't just play a simple transportational role for passengers and freight. Ports in this 21st century, play a role as a center where passengers, freight, information and money gather and a place where freight is created from nearby supporting area. Therefore, this study intends to draw action plans for Port of Busan to grow as Complex Port in the 21st century by AHP analysis and evaluate the action plans of each field by quantitative factors (business portion in the area/specialty/synergy effect with other industry) and qualitative factors (potential for future growth/competitiveness/ capability for innovation). The evaluation result can be used as basic information to decide business priority.

A Study on Efficiency and Productivity Analysis of Mokpo Port -DEA model and FCM combined analysis- (목포항의 효율성 및 생산성 분석에 관한 연구 -DEA모형과 FCM을 결합분석법-)

  • Until now, there have been few studies analyzing the efficiency of the Port of Mokpo and comparing it with other seaports in the country to identify the future direction of development for the port. In this paper, we use the data envelopment analysis (DEA) model in combination with the Malmquist Productivity Index (MPI) to measure the efficiency and productivity of major ports in Korea, focusing on the Port of Mokpo. First, the study identifies which ports are efficient or inefficient based on technical or operational scale. Second, by using the MPI to overcome the shortfalls of the DEA model, the study can compare a port's performance across the years and evaluate the productivity of a port during the research period. Moreover, this study also applies fuzzy C-means (FCM) clustering to classify port groups based on the size of their infrastructure and their efficiency scores. Finally, it is possible to find ways to enhance the efficiency and future direction of development of the Port of Mokpo.

  • The measuring data acquisition methods from local sensor are many kinds of techniques. But, if sampling time is not important and we need data of many sensors it is more resonable to be applied economical system. In this paper, the data acquisition technique is used two RS232C communication signals simultaneously. The one come from computer serial port, and another is signal changed from parallel port. In this case the circuits would be simplification and that communication cable is connected by Parallel instead of Branch connection.

A Study on the Development of Saemangeum Newport as the Specialized Port (새만금 신항의 특화항만 개발방안 연구)

  • Saemangeum Newport plan was included the whole national newport development plans in 1996, and finished the basic execution plan in 1998. Then the government announced that Saemangeum Newport development was selected as the leading project in the field of SOC for the great-sphere economic bloc on September 10, 2008. After the announcement, this paper assumed the new quantity of goods transported and the plans to develop Saemangeum Newport as the specialized port. If Saemangeum Newport and the Food processing complex of the rear area are related to the supplied food materials by developing the overseas agriculture, it's possible to create the effect of synergy. When Saemangeum Newport is developed as the exclusive port for the foodstuffs, we can solve the food problem and this port will be the hub of North-eastern Asia's food production and distribution. This port also will be a proper transit port for the storage of fresh agricultural products to meet the change of the food trend. Therefore, if Saemangeum Newport is developed as the exclusive food port, it will be developed as the competitive port by holding a dominant position.

The Development Strategies of the Port of Busan in the Midst of Rapidly Growing Chinese Economy (중국 경제의 급부상에 따른 부산항의 발전전략)

  • The China entered World Trade Oganization(WTO) last year, thus opening its border to more - and freer - trade. With its foreign trade rapidly expanding and with economic growth continuing at a substantial -rate, China will be the largest container traffic generating country in the world. In the light of this potential trade bonanza, regional ports in North-East Asia strive to gain a competitive-edge. The Port of Busan, the world's third largest container port, wants to capture a significant share of the china's container cargoes. In this circumstance, development strategies of the Port of Busan are suggested as follows. First, to cope with increasing volumes, the New Busan Port on Gaduk island should be constructed without failure. Second, it is necessary to add modernized high-performance gantry cranes and to train crane operators' skill. Third, it needs to apply Dwell Time- Sliding Scale System for transshipment cargoes. Fourth, it needs to develop the EDI network in terminal areas or adjacent hub ports to exchange trustworthy and satisfactory informations Fifth, port authority -needs to enlarge designated Free Trade Zone to facilitate the free flow of cargoes. Sixth, the restoration of rail links between North and South Korea is abundantly clear. Thus it needs to enlarge railroad facilities in advance. Seventh, it needs to establish the Port Authority of Busan immediately. Finally, it needs to strengthen port sales and to open events like 'Marine Week 2001' regularly to attract potential canters or big shippers.

Proposing Directions for Urban Design to Improve the Inclusiveness of the Port Hinterland

  • The port space can be considered to be the space in which the characteristics of the port city are best expressed. Also, since it acts as a representative gateway along with the airport, it can have a direct impact on the image of the region and country. However, the harbor hinterland has been a refuge during the war in the past, and it has been concentrating on development related to the port industry; hence, it has a poorer residential environment. Therefore, in this study, in order to ensure equal development in space and equal access to basic urban services, urban design directions were suggested for the harbor hinterland based on the concept of an inclusive city'. To this end, through factor analysis, urban planning elements that can be applied to urban design were derived, and through PLS(Partial Least Square)regression analysis, based on the opinions of residents and experts, urban design directions for the port hinterland were presented. The study site was Gamcheon Port, one of the Busan Ports in Korea, the hinterland of Gamcheon Port was a high slope, and the residential environment was relatively poor due to the dense concentration of older residential areas.

  • Development strategies of Saemangeum New Port are as follows : First, get port terminal areas to be larger. Second, establish the strategy of investment attraction in consideration of the cargo to be handled in Saemangeum New Port. Third, attract regional cargo from such Chinese provinces as Gangso and Sandongseong so as to differentiate it from the existing ports. Finally, construct such connecting programmes as the strategy of the Hub-and-Spoke calling at ports that can make a mutual win-win competition rather than an opposing competition to attract the cargo from the existing port.

  • In accordance with the environmental changes that surrounds the port, there seems to be a trend of increasing interest in a sustainable development and operation of port. Considering that sustainability assessment utilizing Triple Bottome Line(TBL) has been conducted actively in various fields of research, it is essential to evaluate port sustainability including not only economic aspect but also social as well as environmental ones. In this regard, this study aims to measure the relative importance of port sustainability index using AHP. Moreover, sustainability of Korean four major ports has been tested by adopting the newly developed index in this study. From the results, it can be concluded that in addition to securing high value cargoes, increasing efficiency of port operation and infrastructure together with capital investment are essential. Growth harmonized with surrounding area of port and environment-friendly port operation should not be disregarded.
