Inter-Industry Convergence Strategies of Geospatial Information Industry for Overseas Expansion (공간정보산업 해외진출을 위한 산업 간 융합 방안 연구)

  • The overseas expansion is essential to expand domestic geospatial industries in a state of saturation. But current overseas expansion method has be limited to expand global market. Inter-industry convergence strategies may be the most resonable alternative to expand global market through raising the expansion possibility to developing countries with ODA funds and to developed countries with converging global competitive industries. This research investigates various foreign developed and developing countries to draw each demand. As a result, easiness of convergence, confidentiality of information, complementarity of poor infrastructure, responsiveness of various demands and sustainability of system are needed to successful convergence on multiple industries. This research seeks convergence framework to meet this demands, and suggests each component. This convergence framework is consisted of geospatial convergence common framework, inter-industry convergence model and institutional supporting system for overseas expansion.

  • In this paper I introduced a new methodology; Fuzzy-set Qualitative comparative analysis (fsQCA) calibration introduced by Charles C Ragin to measure the degree of technology innovation in OECD countries and non OECD countries and developed a simple technology development pattern based on patents number of traditional technology, information and communication technology and biotechnology which are published by OECD Working group. Through this typology and measurement of technology innovation degree, we can provide appropriate and necessary science and technology policies for each developed or developing country and technology sectors like information and communication technology.

  • This paper analyzed the integration cases of the social insurance systems of Germany, Sweden and United Kingdom. On the basis of the two dimensions - institutional and organizational integration, this study reviewed the historical processes of the social insurance integration of the three countries. In Germany, the institutions and the organizations are divided still now and the sickness insurance funds take charge of the entitlement and collection services. In Sweden, the social insurance system is divided by institutions but the organizations were united. the Inland Revenue has charge of the entitlement and collection. In UK, the institutions and the organizations were united and the entitlement and collection services is assigned to the Inland Revenue. Regarding these historical processes of the social insurance integration of developed countries, this paper evaluated the transfer of the collection service to the National Health Insurance Corporation in Korea, which was enforced in 2011.

  • Recently, the global warming phenomenon has been taken notice of. The global warming phenomenon has given enormous bad impact to social economic fields as well as ecological areas by rising sea levels and weather calamities. To cope with the phenomenon most developed countries adopted the Kyoto Protocol to reduce greenhouse gas emissions. To achieve the target of the Kyoto Protocol, the developed countries are operating organization-run green quality assurance and labelling systems with their standardized methods to evaluate the environmental and greenhouse gas impact for ICT products and services. This paper introduces several countries standards which can be applied to evaluate the reduction effect of greenhouse gas emission and green ICT quality assurance which also can be applicable for recycling and managing of ICT products. This paper is expected to be used as a policy data for ICT related government bodies and industry areas.

  • Korea and China have had close relations not only geographically but also ideally and culturally throughout history. Regarding their lifestyles on housing patterns, however, Koreans had a sedentary way of life, usually sitting on the floor while Chinese had a standing lifestyle, sitting on a chair. This paper tries to have a comparative analysis on similarities and distinctions of two countries' traditional furniture that had complied with each lifestyle. This paper also aims to explore the similarities and distinctions of the form and function of the traditional furniture of the two countries and then to put results of this paper in design and plan of modern furniture and housing in our times. The study can be summarized as follows. Even if, cultural and historical relationships of two countries, there is a different of traditional furniture's forms and types. The major differences are as following : Korean furniture is predominantly on the floor level with storing furniture while Chinese one is intermixed with seat-level and floor level styles. These characters seem to be derived from their own housing and life style. In Ming and Qing period China, Their developed in which intermediate people and building. But, in Korea their housing style had floating floor against wet earth, which finished woods, Ondol. Because of these finishing, the Korean traditional furniture was developed into a good form and a suitable dimension for moving. These differences in furnishing style seemed to well reflect building and housing style of each country. And Image map and positioning map can show the differences in a whole aspect.

North Korea's sudden change scenario 2 : Focusing on the cases of Jasmine revolution countries (북한의 급변사태 시나리오 2 : 재스민혁명 국가들의 사례분석을 중심으로)

  • The wave of democratization that started in southern Europe spread to South America and Asia, dismantling the Soviet Union and Eastern European countries and appeared as a Jasmine revolution in countries of North Africa and the Middle East. As a result, many scholars have actively carried out researches related to the sudden change of North Korea, while taking a cautious view that the Jasmine Revolution might occur in North Korea. The focuses of the studies were on the cause and timing of the sudden change and the main forces of the revolution in North Korea. There weren't enough discussions on how the process will be developed and whether there will be a system change. In this study, based on the results of analyzing the systematic changes of the Jasmine revolution nations, it suggested five scenarios that can be developed after the sudden change of North Korea. Scenario type I: Relatively peaceful and the possibility of regime change, Scenario type II: Reunification and then civil war, Scenario type III: Regime changed but one of Kim Il Sung family grabbing the power, Scenario type IV: Successful regime change but civil war happening, Scenario type V: Regime change failed and civil war continuing.

A Historical Study on the American-British Cataloging Rules (영미계목록규칙 발전의 사적 고찰)

  • This study has been done to review the historical development of the cataloging system of books with emphasis on those in England and the U. S. The findings can be summarized as follows: (1) In 1844, Sir Panizzi invented what seems to be the first of its kind in history to list the inventory systematically at the British Museum. It is believed to be a complete system consisting of 91 articles. (2) A comparatively systematic system was developed in America by Jewett. in 1852. Composed of only 39 articles, the system is considered a renovative one worked out with due regard to the infrastructure of a library. (3) In 1876, a classic system based on a lexicographical order was set up by Cutter. Rated as the best one that was designed by an individual, the theory has since exercised widespreading effects on cataloging. (4) American and British library scientists collaborated in printing several editions of numerous volumes on the principles of classification, but they are not believed fully successful in establishing a consistent and compressive system. Their efforts found significance rather in their being the first international collaboration and setting a foundation upon which the international system of today has been developed. (5) The ALA Rule, published concurrently in ALA and LC in 1949, had two parts in its classification, the list of authors and that of titles. Its scientific classification has completed the cataloging of books in its developmental stage. (6) The 1967 American-British Rules integrated the cataloging systems published under separate covers by authors and titles. The system as well as the 1961 Paris System has greatly contributed to the standardization of bibliographical description throughout the English-speaking countries. The International Standard Book Description standardized Bibliographic system has enabled the librarians in different countries to exchange their bibliographical sources easily, helped to overcome the language barrier in listing and contributed to the efficient reading of bibliographical records through machines. (7) The second edition of the Angelo-American cataloging Rules, promulgated in 1978 under the influence of the international standard bibliographical description, was the one in which all the previous Rules were revised to have their strong points. The adoption of punctuation system to employ the computerized data processing and the standardization of description are expected to improve the cataloging system not only in the English speaking countries but in the Universal Bibliographic Control as well.

The Plan for Promotion of Civil and Military S&T Cooperation and Activation of Dual Use Technology Program (민군기술협력 촉진과 민군겸용기술사업 활성화 방안)

  • Since the end of the cold war, technical tie-up between private corporations and an army in developed countries has increased a lot, and the trend is spreading through developing countries rapidly. To cope with the circumstance actively, the dual use technology program for both private corporations and an army was begun in Korea in 1998. With the program, overlapping investment was resolved and technology transfer was stimulated. And the standardization and information exchange saved considerable national budget and made possible economic profit. Yet, the combination project of 4 ministries and offices showed problems such as loose cooperation and, low industralization record. However, developed countries are out of the mere stage of dual technology development and turn into broad technical tie-up including future prediction, national competitiveness improvement, and the private company's leading participation and they are systemizing them very fast. Korea also set up the national defense reform plan with the blueprint of future military force improvement, budget increase for national defense research, and increased participation of private corporations, and created Defense Acquisition program Administration to support them. The innovation of national defense system brings forward the need to link the private and military innovation. Korea has pursued the fast growth through assimilation, absorption, and improvement of foreign technology. But now, Korea has to focus on self innovation, original technology, parts and material. As this applies to private companies and military equally, it is important to concentrate limited resources for the effective technology cooperation. Considering this, the strategies to activate the dual use technology are program concept and range extension, task-deduction way improvement and future-oriented common task deduction, and promotion system improvement.

  • In many developed countries, social infrastructure asset management has become an important issue for the effective operation and management, performance improvement, and providing better quality services. This paper describes infrastructure asset management practices in Korea and in the developed countries. Learning lessons from those countries and improve the asset management practices in Korea is the main theme of this paper. Considering the definition and basic structure of infrastructure asset management, authors have analyzed main concerns regarding infrastructure management, techniques, organizations (systems), and processes. The requirements and considerations are presented to overcome the limitations of current maintenance system. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

Review on Studies about Greenhouse Gas Reduction Scenarios toward 2050 in Developed Countries and Implications (선진국의 2050년 온실가스 저감 시나리오에 관한 연구 동향과 시사점)

  • Now post 2012 greenhouse gas reduction commitment being discussed, studies about long-term GHG reduction scenarios toward 2050 have actively been worked separately from 5 years short-term approach. In this paper, background, temperature target, $CO_2$ concentration target, national emission target, and approach of long-term reduction scenarios toward 2050 particularly in European countries such as UK, Germany, France, Netherlands et al. are reviewed. After comparing GDP and emission indices between Developed (European) countries and Korea, some implications of long-term GHG reduction scenarios are deduced. Acting early owing to uncertainty in climate change impact and technology development rather than delaying reduction activity owing to scientific uncertainty in climate change is needed. Providing our society's vision of climate change and government's explicit direction through long-term GHG reduction target setting toward 2050 and economic units' preparing for those are needed.
