In 1977, the Main Street Program(MSP) of the United States was founded by the National Trust for Historic Preservation to revitalize downtowns which suffered major declines in their economy and population. This study analyzed the methodology of MSP such as the Four-Point Approach and the Eight Principles, history of MSP, local program organizational structure, local program budgets and funding, official designation and so on. Three successful cases were discussed the background of an introduction to MSP, implementations, results and revitalization statistics. To be able to apply rural development projects in Korea, this study showed the implications such as the need for a program's ethic and methodology, a strong public-private partnership, a dedicated organization, a full-time professional program manager, a commitment to good design and comprehensive work plan, and an educational program of ongoing training for staff, volunteers and other residents.

The paradigm of agricultural and rural policies has shifted from food production and profitability to the competitiveness of rural areas through the discovery, grants and use of the agricultural and rural resources' potential value. This study aims to discover the value of the agriculture and rural resources and intend to offer the method for discovering resources and its value as the agricultural heritage. To this end, the functions and values of the agricultural and rural resource, the criteria and procedure of Globally and Nationally Important Agricultural Heritage System which is leading institutions were investigated. The policy implications were proposed in the process and series of steps of discovery and evaluation of the pluralistic value of the agriculture and rural resources and agricultural heritage designation and management.

When we urgently need to develop and supply an alternative energy, wind power is growing with much interest because it has relative low cost for generating power and small area for wind turbine. To estimate the wind power resource, it is necessary to make an observation first. Although the large wind farm and resources are near coast and mountain area, the wind energy in urban area has the strong thing of direct access to power generator. In this study, we estimate the probability of wind energy in urban mountain area using A2C (Atmospheric to CFD) model, which is used for horizontally urban scale phenomena. In the steady state results, the site C is most suitable for wind power in the point of the only wind speed. But, estimating the TKE and vertical wind shear, the site B is showing the better results than the site C.

The purpose of this paper is to measure the benefits of conservation of the green belt in the Greater Seoul area by CVM using dichotomous choice with a follow-up elicitation method. According to the government's plan, part of the green belt in the Greater Seoul area is to be freed from green belt designation. The mean willingness-topay(WTP) to conserve the green belt in the current state turns out to be about 7,430 won(95% confidence interval 6,220 - 8,640 won) per household, which amounts to 308 billion won per year for entire population of Seoul. This WTP figure is found to be significantly influenced by level of education, sex, and the variables related to the perception and attitudes of respondents.

Studies have shown that the future of the wine market rests on the effective and efficient changes in technology to the supply chain used by most of the major global players. In today's wine industry, companies are faced with the ever-shifting demand for their products, strict regulation and increasing price competition. Even at that, mature companies in the wine industry are succeeding by scaling up production, streamlining their supply chains, expanding into new geographic areas, implementing more efficient processes, cleverly marketing products, and focusing on ever closer relationships with suppliers, partners and customers. However, this paper looks at supply chain challenges in the wine industry from a global perspective presented in the inbound, manufacturing and outbound processes as well as offer effective solutions in order for companies to gain a competitive advantage and succeed on a global level.

An effective balancing method for mil compressors is developed based on vibration plane model. By assuming the design range of balancer size is not large and considering only the radial axial direction rigid vibration of the mil compressors, we can find the vibration plane (V-plane) describing the vibration level of the scroll compressor depending upon balancer design specifications. By in the intersection of two minimum lines (areas) obtained from the couple of V-Planes we can find the design lesion to minimize vibration level of the compressor. The full design process is described by using an illustrative example with upper and lower balancer weights. Further more sensitivity analysis of parameters important for designation of size and positioning of the balancer is analyzed.

This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

In recently, the Korea government is concerning on non-point source pollution management to improve water quality. The objective of this paper is to investigate the improvement measurement for management of livestock wastes. As a result, we find that the National Pollution Source Survey is necessary to establish the unified database system with the Korea Statistics(KOSAT) in order to minimize the difference between relevant data. The investigation for environmental impact of livestock manure should be supported the designation of control areas and establishment of the technical guidelines including target material, monitoring site, standard method, etc. In addition, it should be followed by appropriate nutrient recycling and proper fertilizer usage based on social consultation and cost-benefit analysis.

To meet an increasing demand for high performance in gun dynamic plant, both a precise and a fast response positioning are strongly required for the gun servo system. A mode switching control(MSC) scheme, which includes a fine stabilizing controller, fast positioning one and a switching function, is widely used to meet this requirement. Stabilization is performed through PID controller, while a time optimal control method is used for target designation. In this paper, a modified PTOS(Proximate Time Optimal Servomechanism) algorithm is derived so as to accommodate the damping term in the gun plant model. Also, applying a mode switching strategy, the bumpless transfer is made possible when the controller switches from PTOS to PID. To show the effectiveness of the overall control system, simulation results are given including the gun dynamics.
