The ecologically and economically important honeybee species are susceptible to infections by various pathogens. This study was investigated to detect infectious pathogens in honeybee colonies reared in eastern Gyeongbuk province by PCR in 2010~2011. A total of 11 infectious pathogens, including 6 viruses, 2 bacteria, 2 fungi, and 1 parasite, were investigated in honeybee colonies suffering from symptoms of sudden collapse, depopulation, or paralysis. The infectious pathogens and infection rates among 24 honeybee colonies detected were as follows: sacbrood virus (66.7%), deformed wing virus (4.2%), black queen cell virus (12.5%), Kashmir bee virus (29.2%), American foulbrood (41.7%), European foulbrood (12.5%), stonebrood (45.8%), chalkbrood (4.2%), and Nosema (33.3%), respectively. Since the coinfection rates of multiple pathogens were detected high in honeybee colonies reared in eastern Gyeongbuk province, large-scale investigation and appropriate control programs need to be established in this region.
Korea is the most rapidly aging country in the OECD countries, becoming 'an aging society' in 2010, when over 12% of the population had reached the age 65 and beyond. Along with the population aging, problems of the elderly have become a social issue. Also, the elderly population in most farming villages is increasing due to the cityward concentration of younger generation and the rapid urbanization centered around the capital area. Yet no definite success in revitalization of these villages has been reported despite the acknowledgement of the problems arising from such phenomena. Therefore, by examining "marginal villages" (communities whose joint social activities are difficult to maintain as over 50% of the population is 65 years or older) in Japan, which at this point has entered "the ultra-aged society" before Korea, this study intends to compare and analyze the countermeasure plans for the population decrease in these villages. The case study has been done with the focus on the literary references published in Japan such as papers, various reports, statistics, newspapers, and journals.
2005년 8윌 현재 우리나라 공립 초 ${\cdot}$ 중 ${\cdot}$ 고교 교육시설은 9,007개가 운용되고 있다. 그러나 향후에는 인구감소 등으로 인하여 시설물의 신축보다는 기존시설물의 합리적인 이용에 더 큰 관심과 예산이 투입될 것으로 예상된다. 현재 교육시설물 유지관리는 예방보전이 아닌 사후보전에 의존하고 있고, 유지관리 조직 및 체계가 구축되지 못하여 시설물 노후화 및 예산낭비를 초래하고 있다. 이에 본 연구는 기존 공립학교 시설물의 유지관리를 검토하고, 기존 유지 관리 조직의 효율성을 극대화할 수 있는 개선방안 제시를 목적으로 한다.
저출산 고령화에 따라 생산가능인구가 감소하면서 인적자원의 활용도 제고는 주요 정책 의제로 대두되고 있다. 전환가능역량은 인적자원 활용도를 제고하기 위한 핵심 요인으로 부각되고 있다. 동 논문에서는 최근 2년간 노동시장에 진입한 신규 이공계 인력의 전환가능역량을 조사하였다. 주요 결과로 1) 팀워크, 문제해결, 창의력이 노동시장에서 가장 중요한 전환가능역량으로 조사되었고 2) 산업별로 요구되는 전환가능역량에는 차이가 없는 것으로 나타났다. 연구결과를 토대로 공학교육 관점에서 정책적 시사점을 제시한다.
The surface chemistry of D2O dosed Zircaloy-4 (Zry-4) surface followed by Ar-ion bombardment and annealing was studied by means of X-ray photoelectron spectroscopy (XPS) and Ultraviolet photoelectron spectroscopy (UPS). In the XPS study, Ar-ion bombardment caused decrease of the oxygen on the surface region of Zry-4 and therefore led to change the oxidation states of the zirconium from oxide to metallic form. In addition, oxidation states of zirconium were changed to lower oxidation states of zirconium due to depopulation of oxygen on the surface region by annealing. Up to about 787 K, the bulk oxygen diffused out to the subsurface region and after this temperature, the oxygen on the surface of Zry-4 was depopulated. UPS study showed that the valence band spectrum of the D2O exposed Zry-4 exhibited a dominant peak at around 13 eV and no clear Fermi edge was detected. After stepwise Ar+ sputtering processes, the decrease of the oxygen on the surface of Zry-4 led to suppress the dominant peak around 13 eV, the peak around 9 eV and develop a new peak of the metallic Zr 4d state (20.5-21.0 eV) at the Fermi level.
In the rural communities in less-favored areas (mainly hilly and mountainous areas) in Japan, the number of settlements which cannot maintain the community functions by themselves has been increasing because of the progress of depopulation and aging, so the necessity for achieving mutual supplementation of the community function by the settlement reorganization has been increasing. This paper consists of the following three points. 1) General view of settlement reorganization policy in Japan. 2) Case study of the T district in Japan. 3) Possibility of the settlement reorganization by the policy measures which obligate community members to work together. Main results are as follows. 1) There are several settlement reorganization policy measures, but many are still the model project stage, and not yet spread, so it is necessary to wait and see how these measures will develop. 2) The number of the residents of small-scale aging settlements who do not hope for the reorganization, nor feel the necessity of reorganization shall not be few. This will make great difficulty in the settlement reorganization process. 3) A local area activity promotion conference which derives from a former administrative unit like a former village has many functions to the settlement reorganization. 4) In the rural communities in less-favored areas, the policy measures which obligate community members to work together have widely spread. These are expected to play the supplemental role for the settlement reorganization. It is necessary to discuss among residents the activation plan and the future vision of the community, as well as to discuss the settlement reorganization.
The presence of agricultural and rural society in South Korea has been threatened due to aging as well as depopulation. This study aims to explore the Japanese support scheme for new farmers and the role of local group in new farmers' successful settlement in agricultural and rural society. The case study area is Biratori-cho, Hokkaido, Japan. Firstly, this study identified the systemic support scheme for new farmers of Biratori-cho, which provides with two years' training program, mentoring, rental housing and financial aid. Secondly, we focused on the birth and the supporting role of local group, which is called 'Neo-frontier'. Lastly, we analysed the relationship of new farmers and local residents based on the in-depth interview of 11 new farmers' household. As conclusions, we emphasized the value of quality-based support scheme of local government, unlike the quantity-based policy focused on the number of in-migrants. Also, we discussed the meaning of social network in new farmers' successful settlement in agricultural and rural society.
Under the premise of unbalanced development between urban and rural areas, this study raised criticism that the balanced national development policies in South Korea, which had been promoted in earnest after 'the Participatory Government' has adversely deepened the development gap between urban and rural areas by promoting the development of urban. In the meantime, the agricultural economy that supported the rural economy has gradually collapsed after reckless market opening, and due to the balanced national development policy focusing on urban infrastructure construction, rural areas are facing a crisis of 'depopulation' and 'regional extinction.' For this reason, many local governments have recently recognized the public values of agriculture and have introduced 'agrarian basic income' for the sustainability of agriculture. However, there is a limit to overcoming the crisis in rural areas because the population of farmers among rural residents is only 25%. Therefore, this study proposes the necessity of introducing the basic income for rural residents as a new paradigm for balanced development between urban and rural areas beyond the existing policy limits, based on surveys of opinions of residents living in Chungchengnam-do, South Korea and experts on the introduction of 'basic income for rural residents' in the future.
As South Korea faces a general decline in population, similar to other regions, its rural areas are also experiencing a downward trend. This study examines how the scale and shifts in population within rural towns(eup·myeon) are affecting the number of essential services such as hospitals, laundry shops, and beauty salons. Our analysis encompassed the populations of 1,403 towns, excluding nine areas due to lack of data as of 2020. Since the availability of basic services can vary with population size, we normalized the figures to reflect the number of services per 10,000 people, allowing for a comparative analysis across different population sizes. Generally, areas with more people showed an increase in the number of services per capita. Our review of changes from 2000 to 2020 revealed patterns in how service numbers adjust with population variations. Future research should delve into more detailed trends of these facilities and forecast the rural population's future to ensure that residents in areas where service sustainability may be challenging will have full access to necessary services.
1960년대 이후 우리나라는 산업화와 도시화가 진행되면서 이촌향도형 인구이동으로 농촌은 큰 변화를 겪었다. 최근 귀농 및 귀촌으로 인하여 일부 농촌 지역의 인구가 부분적으로 증가하고 있기도 하나, 농촌의 인구감소는 지속 되고 있으며, 인구 고령화도 심화되고 있다. 농촌 인구의 감소와 고령화의 심화는 광범위한 농촌지역에서 인구 과소화는 물론이고 지역 공동체로서의 기능을 유지하기도 어려운 '한계촌락'을 발생시키고 있으며, 한걸음 더 나아가 소멸 가능성도 제기되고 있다. 이 연구는 전라남도 고흥군을 사례로 우리나라 농촌지역의 한계촌락의 구조와 특성을 분석하고자 하였다. 이 연구는 먼저 인구 과소화와 한계촌락에 관한 선행 연구들을 검토하고 한계촌락의 개념을 살펴보고, 인구 자료를 활용하여 전남 시군별 인구 변화와 고령화를 기초로 연구 지역을 선정하였다. 이어서 본 연구는 한계촌락의 구조적 특성을 분석하기 위해 사례지역 농촌 마을의 인구 실태와 고령화, 소득원 및 토지이용, 공동체 활동실태 그리고 주민들의 마을에 대한 인식 등을 고찰하였다.
