In the Recent rapidly changing technology environment the computerization of administration business which is driven or will be driven to give improved information services to people by local government or central government with a huge budget. The possibility of applying GIS application component to the computerization of administration business is investigated to prevent local government from investing redundant money and to reuse the existing investment at this point of time. Land civil service application component was developed at the $\ulcorner Development of Open GIS Component S/W \lrcorner$ project which was managed by Ministry of Information and Communication . GIS application component was based on Open GIS OLE/COM specification for development of standard interface and USD(Unified System Development ) for development method and UML (Unified Modeling Language) for system design and Visual C++ for component implementation. Implemented components were Process Control, Map, Print, Statistics component and were verified by using Visual Basic and Delhi. tis study shows that the development of component is very useful at the GIS application development for local governments. But the standard of business and data and system is the essential prerequisite to maximize business application.

It needs theoretical assessment fundamental for informatics curriculum to judge appropriate grades and measure academic standard of an learner according to be included in the conventional curriculum. Thus this study tried to present an criteria on programming area of an informatics curriculum through bloom taxonomy and knowledge type. And it presented assessment criterion on each steps from "Remember" to "Create". And we presented knowledge type examples of programming such as Factual to Metacognitive based on Bloom's knowledge types. Also we analysed that most important level or type is Apply Level, Create Level and Procedural Knowledge. We investigated for each criterion of programming assessment based on bloom's theory through Delphi method. And the result of this investigation was that area of bloom's taxonomy was CVR 0.90, Validity 0.85 and area of knowledge type was CVR 0.90, Validity 0.79. So it can decide to accept for our assessment criteria of programming education based on Bloom theory.

Preparing the 4th industrial revolution age, a diagnostic assessment management system which can collect nationwide data has been implemented and utilized for the development of the evidence-based educational policy. This study aims to develop heuristics to help to improve usability of such systems, which are utilized by primary and middle school community including teachers and students in the nationwide. To achieve the objective, previous studies related to the development of heuristics in the educational contexts as well as basic heuristics from Nielsen were reviewed, and usability problems of the web-based diagnostic-supplement system being currently utilized, as a sample system, were analyzed. Then, the first version of heuristics was developed. The developed heuristics were validated and revised through 2 rounds of the delphi methods with 15 experts. This study has an implication with preparing foundations on improving usability of such diagnostic assessment management system utilized by school community at the nationwide in educational contexts.

Objectives: With more and more health economic evaluations being performed in many countries, the question of whether the results from the foreign studies can be transferred to other country is becoming important. The objective of this study was to conduct a case study using three transferability diagnosis tools for economic evaluation on rheumatoid arthritis. Methods: Three diagnosis tools were used to assess transferability: Welte's tool, Boulenger's and Urdahl's. Five researchers who have experience on economic evaluation made consensus on the evaluation through the semi-delphi method. Results: With Welte's tool, absolute and relative prices in healthcare, practice variation, health-status preference, productivity and work-loss time were evaluated as biased. The transferability information score by Boulenger's was 85.9%, which means qood quality reporting. In case of Urdahl's, research questions were well defined and reporting was transparent and explicitly stated. However, both the relevance of data inputs to Korea and robustness of model were relatively low. In conclusion the UK study on rheumatoid arthritis could be partially transferable to Korea, and will need modeling-based adjustments.

Purpose: Thisstudy was conducted with an aim to get a kind of prioritiesin developing the evidence-based nursing practice guidelines in fields. Methods: This study utilized a two-round Delphi surveys from November to December, 2010 with self-administered questionnaires which had a scale ranged from 0 to 9. A total of 95 head nurses working at the forty different general hospitals was asked to evaluate the priorities in four criteria; patient coverage, certainty, improvement in patient outcome and in nursing practice (first round) and 65 head nurses were asked to decide the importance of the criteria afterwards (second round). Results: The relative importance of 4 criteria was 22.3% in patient coverage, 26.5% in certainty, 23.5% in improvement of patient outcome, and 27.7% in improvement of nursing practice as the results of the 1st round and 20.6%, 26.6%, 24.8%, and 28.0% for the 2nd round, respectively. Top five nursing practices showed high scores after considering the relative importances of the 4 criteria were medication, intravenous therapy, checking vital sign, pain management, and diagnostic test or procedures care. Conclusion: It is recommended to take into account of the priorities that were found in this study when someone intends to develop a evidence-based nursing practice guideline.

With the full execution of the Comprehensive Library Advancement Plan(2009~2013), related bodies and participants, including national administrative agencies and local government, are increasing and the policy environments are intricately being expanded as well. However, there has been insufficient research on the general aspects of library policies to analyze and evaluate the current circumstances. The objective of this study is to analyze both the problems and suggestions in the areas that need improvements implementing this comprehensive plan. Accordingly, we designed a formative model for evaluating the policy process relating to the comprehensive plan, and then modified and supplemented the developed plan based on the Delphi method utilized by library policy experts. We conducted an empirical evaluation of library policy officials who have established and implemented the comprehensive plan. We then used the evaluation results to assess the effects of the factors regarding the accomplishments reached each policy stage.

The purpose of this study is to suggest a professional consensus on the topics that should be dealt with importantly in the movement program for the recovery of cancer patients in Korea. As a result of calculating the importance of the finalized movement program component, First, the opinions about the environment for the promotion of movement were suggested as pleasant facilities, natural lighting, rest room space, facilities aspect of environment friendly space, education about diseases, participation programs, health feedback, information handouts. Second, the opinions on the purpose of the movement program were suggested to promote prevention and early screening of cancer, education, sharing effective treatment methods of cancer patients, cognitive aspect and psychological support for accurate information transmission, stress relief, and improvement of quality of life. Third, the opinions on the consideration of the movement program suggested stress relieving, cancer patient's needs, correct information delivery, quality of life, and participation of cancer patients. Fourth, the problems of the movement program were presented with different physical characteristics, physical inconvenience, the patient side of passive participation, space narrowness and lack, space aspect of program exclusive space etc.

The purpose of this study was to present the fundamental direction in training social work supervisors. First it defined the competency of supervisors and by analyzing the contrasts between the present situation and points for compensation, the study searched for alternative solutions to reinforce the role of supervisors. The research was conducted by interviewing 7 Focus Groups, the 20 Delphi questionnaire panel, and the 213 social workers in the community welfare centers. This study multilaterally evaluated the opinions of all supervision interested parties and as a result, defined the core supervisor competence in the areas of knowledge, skill, and attitude(KSA). The main characteristics to be improved were found to be supervisors' leadership, supervision knowledge, self-recognition. conflicts arbitration skills, the communication skills, the team work skills, and the main attitudes of consistency, patience and openness. This study is significant that it presented specific direction in the developing training courses for supervisor, researching the detailed education demands and analyzing the application of the supervisor's competency model in the organization.

This study is to develop the operation models collection and preservation of serials only distributed online. In order to identify all of the requisite items for collection and preservation of the online serials, it conducts Delphi Technique researches with panels of experts from public institutions, organizations, and research institutions. It also deduces the 68 necessary detailed items to develop the operation models for preserving the online serials, and suggests 57 detailed items selected from the compatibility analysis with the investigation and examination of compatibility and urgency. It suggests the automated collection plan of contents with the application of RSS technology of transfer protocol to provide users the updated information from the sites where the contents and data have been constantly and frequently updated. This study strives to design the collection and preservation processes suitable for the online serials.

This study has become a construction company will help you establish a Management Accounting System target model to move forward. Research method was to present the basic concepts and techniques used in managing complex accounting convergence look at the whole construction industry. For the successful deployment of a construction company management accounting system Responsibility Accounting System, Target Profit, Target Cost, and requires a key technique of Performance Evaluation, which the CEO's firm determination and persistence for support, proactive communication in the field and headquarters staff, the goal organizations and institutions to support the model, the standardization is required. This study is based on case studies in the future through the Delphi Method and AHP are needed.
