These Collaborative Networks are based on the Idea of virtual enterprise. A virtual enterprise(VE) is a temporary alliance of globally distributed independent enterprises that share core competencies and computer networks. This paper presents a proposal for a methodology to measure a key factor of success and risk First of all, we chose thirty experts' defines on virtual enterprise, fifteen are academic specialist and other fifteen are from industry. For this study we define twenty two factors determining VE's success and seventeen factors determining VE's risk using by Delphi method. And we built the influence model on virtual enterprise. A research model was established according to preceeding research and consensus on experts then the revised model of key factors on virtual enterprise. This survey was based on the Analytical Hierarchy Process (AHP). AHP is an approach to decision making that involves structuring multiple choice criteria into a hierarchy, the assessing the relative important of these criteria, comparing alternative for each criteria, and determining an overall ranking of the alternatives. A model was constructed as 3 level hierarchy. The hierarches are organizational, strategic, technical criteria. for success model on VE has 22 factors and 17 factors for risk model. They are selected by all 30 experts. 14 copies among 30 copies distributed to carry out on the Analytical Hierarchy Process (AHP). Consistency ratio confirm high validity and reliability of instrument and support theoretical model. The results of this study are summarized as follows. (1) This study presented success on VE influenced strategic criteria, and essential factor is Creating a value. Risk on VE influenced strategic criteria, and essential factor is Outcome/Distribution. • This research aims to provide alternative policy guidelines and suggestions to enhance reading culture in the country. Analyzing "Reading Culture Promotion Act", which is the keystone legal frame to promote readership in Korea, followed by major foreign policies, this study identified three main policy areas including 'Reading infrastructure', 'Tax support', and 'Public Campaign'. In addition, the study conducted Delphi survey of experts' assessments of how much is the recognition of, contribution to, pubic support of, and actual applicability to the reading promotion for the readers. Through the survey along with the Focus Group Interviews of different age groups, this study could develop useful guidelines and suggestions to strengthen existing reading promotion policies. The findings also suggest that the society should realize that reading is not just educational purpose but 'enjoyment' itself and for that matter, the government needs more careful and active public campaigns.

  • Living environments in rural area have become deteriorated rapidly. Increase of aging population, decline in agricultural income, polarization of wealth in rural community due to rural returners have caused severe decline and imbalance of living environments in rural area. Responding to this circumstances, governments currently develop projects for improving living environments focusing on individual housing which were excluded from governmental supports because those had been regarded as private property. Nevertheless, there are still some gaps and problems in evaluating the quality of living environment and suggesting effective solutions. It would be because standards and guidelines of the projects have been based on urban housing system. In order to support the implementation of the projects, this research has developed an index for evaluating and monitoring the quality of living environments in rural area. By applying Delphi method, the index has been created in four categories of 'security', 'convenience', 'comfortability', and 'durability' 'Security' consists of structural safety, crime, disaster, accident prevention. 'Convenience' includes three divisions of living, traffic, farm working. 'Comfortability' is divided into sanitation, indoor environments, and aesthetic appreciation. Lastly, 'durability' has four divisions of energy conservation, environmental friendliness, efficiency, and economics. Each sub-division also has different items from three to twelves. In the case of an index for performance evaluation, items have been derived from energy conservation(6-items), and environmental friendliness(7-items). Items developed as an index for evaluating rural living environments in this research might be good background information for remodeling project in rural housing development.

  • The purpose of this study was to examine the relationships between the ankle dorsiflexion passive range of motion (DF PROM) under a non-weight bearing condition and the normalized reach distance in three directions of the Y-Balance Test (YBT). Sixty-one healthy adults (32 males and 29 females, age: $23.0{\pm}3.0$ years, height: $169.3{\pm}8.9cm$, weight: $61.9{\pm}5.4kg$) participated in this study. The ankle DF PROM was measured using a goniometer. To assess dynamic balance, all subjects performed three trials to determine the maximum lower extremity reach in the anterior, posteromedial, and posterolateral directions of the YBT. The relationship between the ankle DF PROM and both the normalized reach distance in each direction and the composite score of the YBT were analyzed using the Pearson correlation. Only the normalized reach distance in the anterior direction of the YBT was significantly related to the ankle DF PROM measured under a non-weight bearing condition (r=.50, p<.001). Neither the normalized reach distances in the posterior directions nor the composite score of the YBT were significantly correlated with the ankle DF PROM measured under a non-weight bearing condition. These findings suggest that ankle DF PROM does not affect the overall dynamic balance of the lower extremity, with only the anterior dynamic balance affected among the three directions.
