절충교역에서의 실물옵션 방법론 적용에 관한 연구 (The Application of Real Options Theory in Defense Offset Contract)

  • Defense offset is considered to be all effective way of acquiring defense critical technologies and arms components as a counter-trade obligation ill defense acquisition contracts. Although arranging the offset contracts is wide]y perceived as necessary, there hardly exists an acceptable model of valuation of the offset technology. By undertaking the technology valuation approach and applying the option approach tn the offset program, we present an offset technology valuation model that maximizes social net benefit of the countries transferring the technology. This article applies our model to an actual case of defense technology transfer in the Republic of Korea. The contribution of this paper is in applying the option approach to the valuation of defense onset technology, providing for the additional flexibility to tile analysis. Our research suggests several policy implications that can be applied to the actual process of defense offsets. Our results elucidate managers' role and responsibilities in designing such a process by applying option approaches.

  • 1990년대 냉전의 종식 이후, 평화의 시대가 지속되면서 유럽국가들은 방위비 삭감과 군비축소를 단행했으며 그 결과 서방의 방위산업 기반은 점차 약화되었다. 반면 세계 유일의 분단국인 한국은 북한의 핵·미사일 위협에 직면하여 지속적인 군비 강화를 추진하면서 방위산업의 고도성장을 달성할 수 있었다. 러시아-우크라이나 전쟁의 여파로 재래식 무기체계에 대한 소요가 급증하고 세계 방산시장의 구조변동이 가시화하는 가운데 2022년 폴란드와의 대규모 방산수출 계약이 성사되면서 한국산 무기체계는 큰 주목을 받게 되었다. 2023년 K-방산은 세계 무기수출 9위를 기록했으며, 한국은 2027년까지 세계 4위의 방산수출국 도약을 목표로 하고 있다. 따라서 본 연구는 한-폴란드 방산수출 사례를 분석하여 문제점을 도출하고, 국가 전략산업인 K-방산의 수출 활성화 관련 발전전략을 제시하였다. 방위산업이 한국의 미래 먹거리가 되기 위해서는 방산전담기구 구축, 방위산업 기술보호에 대한 정부차원의 대책 마련, 방산수출과 연계한 우방국들과의 군사 및 안보협력 확대 전략이 필요하다고 판단된다.

색상 및 세탁견뢰도의 정량적 분석을 통한 신형 전투복 원단의 색상신뢰성 연구 (A Study on Color Reliability of New Combat Uniform Fabrics through Quantitative Analysis of the Color and Color Fastness to Washing)

  • A new combat uniform is improved for added combat safety with various functions such as survivability, battle conformity and a camouflage performance system. Camouflage performance is an important factor in terms of combat survivability since it makes identification difficult and provide security. The combat uniform is worn under extreme conditions (exposure to ultraviolet light, sweat and friction) and an excellent color fastness to repeated washing is required. In this study, we investigated the color management, durability and discoloration of new combat uniform fabric with a digital pattern for camouflage performance to provide preliminary color management data. We examined color differences between standard fabric and mass-produced combat uniform fabrics, color differences between each military supply contract firm and color changes in combat uniforms after 60 washing cycles. The slight color differences between standard fabric and mass-produced combat uniform fabrics were tolerable under quality criteria of Republic of Korea Ministry of National Defense. However, the differences between the military supply contract firms were recognizable to the naked eye and increased with repeated washing. Continuous research on color fastness under repeated washing and color management is required to standardize reliability from each military supply contract firm for the daytime performance of a combat uniform's camouflage.

Composition of Federal R&D Spending, and Regional Economy : The Case of the U.S.A

  • In this study, the significant and enduring concentration of federal R&D spending in metro-scale clusters across the nation is treated as evidence of the operation of a distinct industrial infrastructure defined by the ability of R&D performers to attract external funding and pursue the sophisticated project work demanded. It follows, then, that the agglomerative potential of these R&D concentrations -- performers and their support infrastructures -- requires a search for economic impacts guided by a different stimulative effects attributable to federal R&D spending may be that substantial subnational economic impacts are routinely obscured and diluted by research designs that seek to discover impacts either at the level of nation-scale economic aggregates or on firms or specific industries organized spatially. Therefore, this study proceeds by seeking to link the locational clustering of federal contract R&D spending to more localized economic impacts. It tests a series of models(X-IV) designed to trace federal contract R&D spending flows to economic impacts registered at the level of metro-regional economies. By shifting the focus from funding sources to recipient types and then to sector-specific impacts, the patterns of consistent results become increasingly compelling. In general, these results indicated that federal R&D spending does indeed nurture the development of an important nation-spanning advanced industrial production and R&D infrastructure anchored primarily by two dozed or so metro-regions. However, dominated as it is by a strong defense-industrial orientation, federal contract R&D spending would appear to constitute a relatively inefficient national economic development policy, at least as registered on conventional indicators. Federal contract R&D destined for the support of nondefense/civilian(Model I), nonprofit(Model II), and educational/research(Mode III) R&D agendas is associated with substantially greater regional employment and income impacts than is R&D funding disbursed by the Department of Defense. While federal R&D support from DOD(Model I) and for-profit(Model II) and industrial performer(Model III) contract R&D agendas are associated with positive regional economic impacts, they are substantially smaller than those associated with performers operating outside the defense industrial base. Moreover, evidence that the large-business sector mediates a small business sector(Model VI) justifies closer scrutiny of the relative contribution to economic growth and development made by these two sectors, as well as of the primacy typically accorded employment change as a conventional economic performance indicator. Ultimately, those regions receiving federal R&D spending have experienced measurable employment and income gains as a result. However, whether or not those gains could be improved by changing the composition -- and therefore the primary missions -- of federal R&D spending cannot be decided by merely citing evidence of its economic impacts of the kind reported here. Rather, that decision turns on a prior public choice relating to the trade-offs deemed acceptable between conventional employment and income gains, the strength of a nation's industrial base not reflected in such indicators, and the reigning conception of what constitutes national security -- military might or a competitive civilian economy.

양산단계 군수품에 대한 정부품질보증활동 실효성 향상 방안 (Suggestions on Enhancing the Effectiveness of Government Quality Assurance Activities for Military Supplies in Production Stage)

  • Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers' complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.

A Blockchain-enabled Multi-domain DDoS Collaborative Defense Mechanism

  • Most of the existing Distributed Denial-of-Service mitigation schemes in Software-Defined Networking are only implemented in the network domain managed by a single controller. In fact, the zombies for attackers to launch large-scale DDoS attacks are actually not in the same network domain. Therefore, abnormal traffic of DDoS attack will affect multiple paths and network domains. A single defense method is difficult to deal with large-scale DDoS attacks. The cooperative defense of multiple domains becomes an important means to effectively solve cross-domain DDoS attacks. We propose an efficient multi-domain DDoS cooperative defense mechanism by integrating blockchain and SDN architecture. It includes attack traceability, inter-domain information sharing and attack mitigation. In order to reduce the length of the marking path and shorten the traceability time, we propose an AS-level packet traceability method called ASPM. We propose an information sharing method across multiple domains based on blockchain and smart contract. It effectively solves the impact of DDoS illegal traffic on multiple domains. According to the traceability results, we designed a DDoS attack mitigation method by replacing the ACL list with the IP address black/gray list. The experimental results show that our ASPM traceability method requires less data packets, high traceability precision and low overhead. And blockchain-based inter-domain sharing scheme has low cost, high scalability and high security. Attack mitigation measures can prevent illegal data flow in a timely and efficient manner.

프로세스 마이닝을 이용한 군수품 계약업무 분석 : 공군 군수사 계약업무를 중심으로 (Analysis of Munitions Contract Work Using Process Mining)

  • 군수물자의 적기 조달은 군의 작전능력 유지를 위해서 필수적이며, 계약업무는 적기 조달을 위한 첫 단추라고 할 수 있다. 또한 신속한 계약체결은 수요자의 여유로운 납기설정을 가능케 하며, 예산 집행의 가능성을 높여주기 때문에 예산의 조기집행과 이·불용 방지를 위해서도 계약 프로세스 개선이 필수적이다. 최근 빅데이터를 이용한 연구가 여러 분야에서 활발히 진행되고 있으며, 빅데이터를 이용한 프로세스 분석 및 개선 기법인 프로세스 마이닝 역시 민간에서 널리 활용되고 있다. 하지만 군 내 계약업무에 대한 분석은 업무 담당자의 경험과 단편적인 정보를 활용한 이·불용 문제사례별 원인 파악 및 대응적 모색과 같은 개별적 분석수준에 그치고 있다. 본 연구는 계약 프로세스 개선을 위해 공군 군수사령부 재정처가 2019년 11월부터 약 1년간 직접 계약한 총 560건의 계약업무에 관한 데이터를 가지고 프로세스 마이닝 기법을 이용하여 분석하였다. 분산된 데이터를 종합하여 프로세스 맵을 도출하고, 프로세스의 흐름, 수행시간 분석, 병목 분석 및 추가 세부분석을 실시했다. 분석결과 다수 계약 건에서 의뢰 후 재검토/수정이 반복 발생하고 있음을 발견할 수 있었다. 반복적인 재검토/수정은 원가계산 완료까지의 소요일수 지연에 크게 영향을 미치고 있으며, 이는 병목 지점 시각화를 통해서도 명확하게 드러났다. 재검토/수정은 계약의뢰가 많은 상위 5개 부서에서 60% 이상 발생하고, 의뢰가 집중되는 상반기에 주로 발생하는데 이는 소요부서의 계약의뢰 전 면밀한 사전검토가 필요함을 의미한다. 그리고 재정처의 계약업무는 법령에 따른 절차대로 수행되고 있었으나, 일부 업무의 순서조정이 필요함을 알 수 있었다. 본 연구는 군 내 계약업무 분석에 프로세스 마이닝을 이용한 첫 사례이다. 이를 기반으로 프로세스 마이닝을 군대 내 다양한 업무에 적용하기 위한 연구가 더욱 수행된다면, 각종 업무의 효율화를 이끌어 낼 수 있을 것으로 기대한다.

무기체계 연구개발시 지체상금 개선방안에 관한 연구 (A Study on the Improvement of the Criteria for Calculating Compensation of Deferment of Defense Acquisition Projects)

  • 본 연구는 장기계약에 관해 국내에서 유일하게 다루고 있는 방위사업법과 국가계약법의 주요 특징을 비교하고, 무기체계획득시 연구개발 사업에 대한 개선방안을 도출 하였다. 무기체계 연구개발 사업에 기성제도를 적용할 경우에는 당사자간의 분쟁을 예방할 수 있고, 원활한 파트너십을 통해 안정적인 개발환경을 조성할 수 있다. 이러한 결과를 적용하게 되면 지체상금 부과로 인한 분쟁 대응에 소요되는 행정력 낭비와 업체측의 결과예측곤란으로 인한 영업활동의 제한 등 직간접 손실을 경감시킬 수 있고, 나아가서 우리 방산기업의 성장을 통해 국제적 경쟁력을 갖추는 것은 물론 국가의 안보를 지원하는 양질의 무기체계를 적기에 조달할 수 있을 것이다.

군사시설 건설사업의 설계변경 요인분석 및 개선방향 (Causes of Change Orders in the Military Facility Construction Projects and Suggestions for Improvement)

  • Change orders have been widespread in both the private and public construction sectors. In particular, in the case of G2B (Government to Business) contracts, adjustment of contract price and/or schedule extension is a frequent occurrence due to change orders. To uncover the causes of change orders and suggest an appropriate strategy, this study analyzed 296 cases of change orders in military facility construction projects from 2008 to 2010. The analysis revealed that the major causes of change orders are users' additional requirements (28.38%), a change of finishing materials (23.99%), and change of footing type (17.57%), in that order. Building on the results of this analysis, the authors suggest plans for practical improvements. Specific recommendations include 1) reflect user requirements at the early stage, 2) minimize the use of additional budget due to change orders, and 3) reduce the process and time for contract amendment, among others. The results of this study may provide significant implications to those involved in military construction projects, particularly project owners (i.e., the Ministry of Defense) and contractors.
