Development of the System Technical Maturity Assessment Model for Defense R&D Programs Decision Support (국방 연구개발사업의 의사결정 지원을 위한 시스템 성숙도 평가 모델 개발)

  • This paper proposes a novel appoach which can assess the system technical maturity for use in Defense R&D Program reviews. As the weapon systems become more complicated, the success and effectiveness of R&D outcome heavily depend on the application and tailoring of systems engineering process and methods. It is a difficult task to assess the system readiness level(SRL) of the system being developed. A system-focused approach for managing weapon systems development and making effective and efficient decisions during the development lifecycle is critical to ensure the success of the program. The proposed weighted average SRL can facilitate the system technical maturity assessment without expending heavy work load.

A Meta Evaluation for the Self Evaluation System of Defense R&D Programs (국방연구개발사업 자체평가시스템의 메타평가 모형분석 및 검증)

  • This study is the result of meta evaluation for the self evaluation of defense R&D programs in Korea. The overall meta evaluation result gained 74.3 points out of 100, so it was evaluated as 'Good'. T- test and one-way ANOVA were used to identify the difference between groups. As a result of difference analysis between groups, some evaluation items showed difference within significance level. From this analysis, it is attempted to identify possible problems and to find out the ways of improvements related to the self evaluation system of defense R&D Programs. The ultimate objective of this study is to manage the programs effectively and improve the reliability and the objectiveness of the defense R&D performances.

  • GMTI (Ground Moving Target Indicator) is a kind of airborne radar function that is used widely in military applications to detect the moving targets on the ground. In this paper, GMTI signal processing technique was presented and its performance was verified using sum and difference channels raw data obtained by the captive flight test.

  • The risk management is a method to identify and to handle risk factors. In this paper, we introduce a methodology that can be used to measure of system's performance risk by combining system's TPM(technical performance measures) in the R&D(research and development) program for defense acquisition. By applying the suggested procedure, we can monitor risk trends in R&D program by calculation of system's overall TPM and find out where management should target to reduce or remove the system's performance risk.

  • A systems engineering is an interdisciplinary engineering management process that evolves and verifies an integrated, life-cycle balanced set of system solutions that satisfy customer needs. This work describes analysis of. the defense R & D programs applied systems engineering approach. FA-18E/F and NSSN defense acquisition programs are adopted for the case study. Those two programs is performed by IPPD, which is one of the systems engineering management techniques. From the analysis results, implementation considerations of domestic defense R & D programs are presented.

Quality Management Model for Research and Development of Defense Weapon Systems (국방 무기체계 연구개발을 위한 품질경영 모델 제안)

  • Quality management is essential to achieve the desired quality throughout a program. Especially in phase of research and development(R&D) of a program, that is an effective and efficient way to achieve the quality goals and improve the quality of a program in total life cycles. For applying the quality management to a R&D program, characteristics of the program should be considered in various aspects. In this study, the characteristics of developments of defense weapon systems were analyzed and the meaning of quality in that field was defined. And then, application methods of the quality management were established and the quality management model with four view points(external, organization, programs, practices) was proposed. In addition, detailed tasks of the quality management activities were described and some examples of applying the model were introduced.

  • We present the results of performance test and analysis of a laser radar system prototype for mapping applications. The laser radar system consisting of fiber laser and avalanche photo-detector and other related component modules was designed and manufactured. The laser radar system now has the status of a prototype for the testing of laboratory performance. Main performance parameters of the system such as laser source characteristics, range accuracy, extinction ratio, and false alarm rate were experimentally measured and the results were analyzed. It confirmed that the laser radar system prototype is performing at a proper level.

  • Since 1990, Agency for Defense Development (ADD) has been operating the nonmagnetic laboratory and the magnetic sensors laboratory to develop the key technology of the ship's magnetic silencing and to research the high performance magnetic sensors used in the weapon system and to perform the technical support for Republic of Korea Navy. Recently, the main test equipment in the laboratories has been upgraded to improve the measurement and analysis abilities against magnetic target and to evaluate the performance of the magnetic sensors. In this paper, the capability and the current state of magnetic test facilities of ADD are described.

Effect of Lithium Contents and Applied Pressure on Discharge Characteristics of Single Cell with Lithium Anode for Thermal Batteries (리튬 함량 및 단위 셀 압력이 열전지용 리튬 음극의 방전 성능에 미치는 영향)

  • Lithium anodes (13, 15, 17, and 20 wt% Li) were fabricated by mixing molten lithium and iron powder, which was used as a binder to hold the molten lithium, at about $500^{\circ}C$ (discharge temp.). In this study, the effect of applied pressure and lithium content on the discharge properties of a thermal battery's single cell was investigated. A single cell using a Li anode with a lithium content of less than 15 wt% presented reliable performance without any abrupt voltage drop resulting from molten lithium leakage under an applied pressure of less than $6kgf/cm^2$. Furthermore, it was confirmed that even when the solid electrolyte is thinner, the Li anode of the single cell normally discharges well without a deterioration in performance. The Li anode of the single cell presented a significantly improved open-circuit voltage of 2.06 V, compared to that of a Li-Si anode (1.93 V). The cut-off voltage and specific capacity were 1.83 V and $1,380As\;g^{-1}$ (Li anode), and 1.72 V and $1,364As\;g^{-1}$ (Li-Si anode). Additionally, the Li anode exhibited a stable and flat discharge curve until 1.83 V because of the absence of phase change phenomena of Li metal and a subsequent rapid voltage drop below 1.83 V due to the complete depletion of Li at the end state of discharge. On the other hand, the voltage of the Li-Si anode cell decreased in steps, $1.93V{\rightarrow}1.72V(Li_{13}Si_4{\rightarrow}Li_7Si_3){\rightarrow}1.65V(Li_7Si_3{\rightarrow}Li_{12}Si_7)$, according to the Li-Si phase changes during the discharge reaction. The energy density of the Li anode cell was $807.1Wh\;l^{-1}$, which was about 50% higher than that of the Li-Si cell ($522.2Wh\;l^{-1}$).
