Wind Speed Reduction Efficiency of Potenga-Muhuri Irrigation Project Coastal Belt in Chittagong, Bangladesh

  • Coastal plantation is one of the key natural defence against the tidal surge induced tropical cyclones. In Bangladesh, a total of 81 km long coastal belt was established from Potenga to Muhuri in Chittagong. This study explores the wind protection efficiency of the coastal plantations at 28 observation points along the 81 km long Potenga-Muhuri irrigation project of Chittagong coastal belt. We found that wind protection efficiency was lowest (1.40% and 7.00%) at $1^{st}$ observation point of outside the embankment (OE) and inside of the embankment (IE) than Sea Shore (SS), respectively. On the other hand, the highest (82.89% and 95.72%) wind protection efficiency was observed at $22^{th}$ observation for Outside of the Embankment (OE) and Inside of the Embankment (IE) than Sea Shore (SS), respectively. This study also highlighted on species specific wind protection efficiency. The result revealed that 6-year old Casuarina, 6-year old mixed plantation and 10-year old Sonneretia apetala with the width of 20.12 m, 30.48 m, and 15.24 m can reduce wind speed up to 30 H, 30 H and 25 H at windward side, respectively. Analysis also showed that percentage of wind reduction was significantly higher at plantation coast than barren, and ship breaking yard coast. The findings of this study have great potentiality to contribute substantially to take more coastal embankment afforestation programs by the Government of Bangladesh and to choose the more wind resistant plant species throughout the coastal areas of the country.

A Study on Quality Improvement Methodology based on SE and M&S for Navy Ship Acquisition Process (함정의 품질 제고 방법론 연구)

  • Navy ship acquisition management business contributed to the korean Navy and defense exports with government suppliers in Korea for over 40 years. But due to advanced technology, development trend of Navy ship and defense export requirements, it enable to make a contribution to a better system improvement are being demanded. In this paper, an adjective Navy ship acquisition process is presented in order to improve the acquisition process takes the first step for acquisition planning process to enhance the efficiency and rationality that is based on consensus of Navy ship expert and experienced. In addition, systems engineering (SE) and quality control (QC) techniques based on Modeling and Simulation are investigated to carry out efficient project management and scientific quality control system in Navy ship acquisition process. Finally, it is suggested to apply SE/QC based on M&S for Navy ship acquisition process using civilian infrastructure and organizations in order to take advantage of the world's leading domestic industry based on considering the difficult conditions of Navy ship suppliers.

  • Application of space technology in the field of communication and remote sensing becomes increasingly important in human life. Advancement of communications means shinks the size of our globe and that of remote sensing techniques improves the quality of human well-being. It is a world trent for each country to make its best effort in advancing its capabilities in these fields sometimes independently and other times jointly with other nations. Korea being no exception to this world trend is planning various starategies in application and development of space technologies. However, unfortunately, Korea is a new commer in this field. Statellite Technology Research Center (SaTReC) of Korea Advanced Institute of Science and Technology (KAIST) initiated to aquire satellite technology by sending its graduates abroad in 1989. As a result KITSAT-1 was launched in 1992 and KITSAT- 2 was launched in 1993 and they became Korea's first two satellites in orbits. Academic program including On-the Job-Training for Korean students at the University of Surrey, UK, is also an innovative scheme of mixing education and practical know-how for successful technology transfer, which resulted in a small but very capable and effective satellite experts group in Korea for self-propelled research and development in space activities. In this context, space development strategy should be considered in terms of the following factors; (1). Participation in international space activities as an active member to utilize international organization and to contribute to the peaceful use of space, (2). Development of national defence structure for independent activities in space, (3). Enhancement of manpower utilization for space development and promotion of national pride and (4). Education of youngsters for the extension of intellectual activities into the limitless space. In order to make very costly space development project most efficient, governmental level space development organization directed by the head of nation should be established and should manage all space development programs making full use of its all available resources including the advantage of the university based R&D capability.

The effects of implicit and explicit situation awareness instruction on decision making and ERP (명시적$\cdot$암시적 상황인식이 의사결정과 ERP에 미치는 영향)

  • The purpose of this study was to investigate the effects of implicit and explicit situation awareness instruction on decision making and event related brain potentials. Psychophysiological data obtained from 36 intermediated level tennis players whose National Tennis Rating Program(NTTP) belong 2 to 2.5 were compared. Participants were randomly assigned to one of three experimental groups: (1) implicit situation awareness, (2) explicit situation awareness, and (3) control group. A total of 90 clips were presented via a beam project screen, and participants pressed one of three jelly bean buttons to indicate the direction of ball hit. Dependent measures were the latencies and amplitudes of P300 on Pz, Cz, and Fz. The results of this study indicated that participants in the implicit situation awareness produced tenser P300, than participants in the explicit situation awareness group. The findings also indicated that single defense showed longer P300 latencies than single attack as well as double defense. The P300-amplitude of treatment groups were longer than control group. The Cz area showed shorer P300 latencies than Pz and Fz areas. In addition, single defense situation demonstrated longer P300 latencies than single attack and double defence situations. Based on this study, it is believed that implicit and explicit situation awareness instruction influence decision making in different ways.

A Study on the Threat of Biological Terrorism in modern society (현대사회의 환경변화에 따른 Bio-Terror의 위협요인 연구)

  • In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.

  • March 11, 2010, in Japan located over East Sea of Korea, due to the strong earthquake tsunami, Fukushima Nuclear Power Plant was ceased and exploded resulting in leaking radioactive substances. Even though it was an accident happened in a nation, leaked radioactive substances were spread across the world moving along ocean currents and air current. Our nation also had terror and confusion about radioactive rain after the accident, and even though a year has been passed by after the accident, the problem on the radioactive contamination isn't solved. So to speak, nuclear accident of neighboring country is a threat to our nation but not only Japan but also Chinese ocean across the West Sea has nuclear power plants. Beside threat of nuclear accident of neighboring countries, North Korea in military confrontation is the world 3rd country holding chemical and biological weapons and can spray the biological weapons to South Korea at any time like Yeonpyeong-do bombard provocation in November, 2010. The study is the strategy confronting such threats and grafted artificial rain technology which is weather control technology. Since radioactive substances on radioactive accidents and North Korean biological weapons can differ in the density by the weather condition, only artificial rain technology can remove the threat perfectly but it is worth to try as the method to reduce damage and in the aspect of psychology. To use the artificial rain technology in the aspect of national security to acquire the public safety, research institutes such ADD should fulfill active and symbolic technology research development.
