  • This paper focuses on the usage of the fuzzy set theory in decision making systems. The approach to calculation of generalized membership function, based on application of method of principal components is proposed. For solving of the problem of fuzzy forecasting the development of Bayes procedure is used. The structure of decision making system, in which following procedures are fulfilled, is discussed.

  • Truck dispatching is one of the most commonly occurring problems of transprot management. We developed an interactive decision support system named IDSSTD, for the truck dispatching problem where two conflicting objectives are treated and travel speed varies depending on the passing areas and time of day. The IDSSTD aids the decision-making process by allowing the user to interact directly with the database, to direct data to a decision model, and to portray results in a convenient form. The IDSSTD is consisted of two major interactive phases. The pre-scheduling interactive phase is to reduce the complexity of a given problem before applying the BC-saving heuristic algorithm and the post-scheduling interactive phase is to improve practically the algorithmic solution. The IDSSTD has the capabilities of its own manipulation(analysis and recommendation) and diverse graphic features in order to facilitate a user's interaction.

  • The paper aim is to resolve the issue of ranking to the fuzzy numbers in decision analysis, artificial intelligence and optimization. In the literature lot of ideologies have been established for ranking to the fuzzy numbers, that ideologies have some restrictions and limitations. In this paper, we proposed a method based on cubic picture fuzzy information's, for ranking to defeat the existing restrictions. Further introduced some cubic picture fuzzy algebraic and cubic picture fuzzy algebraic* aggregated operators for aggregated the information. Finally, a multi-attribute decision making problem is assumed as a practical application to establish the appropriateness and suitability of the proposed ranking approach.

  • The purpose of this research entails the study of the multicriteria graph-theoretic Facility Layout Problem(FLP), the development of a Decision Support System(DSS), and a sensitivity analysis for graph Theoretic heuristics. The graph theoretic FLP Decision Support System gives decision makers or planners more information as a guide in producing their final layouts. This information is provided by a variety of final result scores, so called upper bound values, based on different options and different criteria. The increased information provided will give decision makers more confidence in design a block plan. One case is presented to demonstrate the applicability of the system to real-world problem. Finally, applicabilities of the DSS to other format layouts, such as GT layout and JIT's U-line, are briefly mentioned.

  • Dealing with uncertainty is always a challenging problem. Intuitionistic fuzzy sets was presented to manage situations in which experts have some membership and non-membership value to assess an alternative. Hesitant fuzzy sets was used to handle such situations in which experts hesitate between several possible membership values to assess an alternative. In this paper, the concept of intuitionistic hesitant fuzzy set is introduced to provide computational basis to manage the situations in which experts assess an alternative in possible membership values and non-membership values. Distance measure is defined between any two intuitionistic hesitant fuzzy elements. Fuzzy technique for order preference by similarity to ideal solution is developed for intuitionistic hesitant fuzzy set to solve multi-criteria decision making problem in group decision environment. An example is given to illustrate this technique.

  • We propose a design scheme of a binary decision tree and apply it to the tire tread pattern recognition problem. In this scheme, a binary decision tree is constructed by using fuzzy C-means( FCM ) algorithm. All the available features are used while clustering. At each node, the best feature or feature subset among these available features is selected based on proposed similarity measure. The decision tree can be used for the classification of unknown patterns. The proposed design scheme is applied to the tire tread pattern recognition problem. The design procedure including feature extraction is described. Experimental results are given to show the usefulness of this scheme.

  • Covid-19 pandemic required all the world to use internet more actively. As a result, individuals and businesses are more open to digital threats. In order to provide security within the network, firewalls should be used. Firewalls act as a gateway between the corporate and the external networks. Therefore, it is more important than ever to choose the right firewall for each network. In this study, a new linear decision making model is proposed in order to find out the most suitable firewall and the estimates are completed according to this new model. Also, this model is compared with multi-objective optimization on the basis of ratio analysis (MOORA) method. This study distinguishes from other studies by proposing a new solution which ranks the firewall alternatives using linear and MOORA approaches. These approaches are used in many fields before but not in information technologies. Thus, this study can be considered quite innovative in terms of the problem it handles and the approaches used. It offers up-to-date and practical suggestions related to a decision making problem that has not been previously studied in the literature.

A Study on the Budget Allocation to Public Health Programs Using Matrix Delphi Technique (매트릭스 구성 델파이법을 이용한 공공보건사업 예산배분 연구)

  • This study was conducted to get a resonable set of budget allocation to public health programs. Matrix Delphi technique was used to obtain the logic of study results and eventually to form a human model which could predict opinion of professionals on budget allocation. Thirty-two professionals in academic and governmental area responded to Delphi survey. Questionnaire was developed using matrix formation, and the matrix was formed by 6 decision criteria on budget allocation and 26 public health programs. The decision criteria are as following: size of problem(morbidity), severity of problem, social equity, importance of prevention, technical feasibility and efficiency of programs. Severity of problem dropped out of the model because it had significant correlation with the size of problem. A total score of each program was obtained by weighting the relative importance of each criteria which also were given by survey respondents. These total scores indicate that the most important public health program is vaccination for infants and children in terms of budget allocation. Monitoring communicable diseases, mental health program, and anti-smoking program are the next. In addition, respondents were asked of the desirable budget size of each program. The result was rearranged by multiple regression model using the scores of each decision criteria. In this process, the current budget size of central government was provided to the respondents, and included in the model. h set of desirable budgets modified using tile model was obtained. Considering the current size of budget, tile results of the model is very different from that of the total score. Managing dementia is ranked the first. Health promotion program for the elderly, rehabilitation of the disabled and monitoring communicable diseases are the next. The need to increase the budget of vaccination for the infants and children was not found as so high. The matrix structure in Delphi survey gave us the precise basis to make optimal decision, and made it possible to develop an opinion predicting model. However the plentifulness and diversity of professional opinions were not fully obtained due to the limited number of decision criteria.

  • As enterprises are getting bigger and bigger and more competecious, an engineering economy for the maximization of profit based on basic theory must be considered. This thesis present dynamic computer model for the decision which controls complicated and various man- machine system optimally. This model occur in general stage can be adaptable to every kind of enterprises. So, any one who has no expert knowledge is able to get the optimal solution. And decision tree used in this paper can be applied in every kinds of academic circles as well as whole the industrial world. This paper studied optimal management of engineering project based upon basic theory of engineering economy. It introduces and functionizes the variables which generalize every possible elements, set up a model in order to find out the variable which maximize the calculated value among many other variables. And the selected values ate used as decision- marking variables for the optimal management of engineering projects. It found out some problem of this model. They are : 1. In some kinds of man-machine system it refers to Probability, but other case, it depends on only experimental probability. 2. Unless decision making process (decision tree) goes on, this model can not be applied. So these cases, this paper says, can be solved by adapting finite decision tree which is analyzed by using the same technic as those in product introduction problem. And this paper set up the computer model in order to control every procedure quickly and optimally, using Fortran IV.

Acoustic Signal based Optimal Route Selection Problem: Performance Comparison of Multi-Attribute Decision Making methods

  • Multiple attribute for decision making including user preference will increase the complexity of route selection process. Various approaches have been proposed to solve the optimal route selection problem. In this paper, multi attribute decision making (MADM) algorithms such as Simple Additive Weighting (SAW), Weighted Product Method (WPM), Analytic Hierarchy Process (AHP) method and Total Order Preference by Similarity to the Ideal Solution (TOPSIS) methods have been proposed for acoustic signature based optimal route selection to facilitate user with better quality of service. The traffic density state conditions (very low, low, below medium, medium, above medium, high and very high) on the road segment is the occurrence and mixture weightings of traffic noise signals (Tyre, Engine, Air Turbulence, Exhaust, and Honks etc) is considered as one of the attribute in decision making process. The short-term spectral envelope features of the cumulative acoustic signals are extracted using Mel-Frequency Cepstral Coefficients (MFCC) and Adaptive Neuro-Fuzzy Classifier (ANFC) is used to model seven traffic density states. Simple point method and AHP has been used for calculation of weights of decision parameters. Numerical results show that WPM, AHP and TOPSIS provide similar performance.
