In modern society, the development of Information and Communication Technology has given people a lot of opportunities. But on the other side cyber attack also gives enormous damage to people. Recently Korea has become the target of cyber attack. The threat of it is growing. Especially North Korea has committed hostile actions against South Korea. North Korea has recently attacked the computer networks of South Korea's important national facilities. The types of North Korea's cyber attacks include the followings. First, if we see it with the viewpoint of software, it tries to destroy or control the Internet, infects the networks with viruses, worms, Trojan Horse and Distributed Denial of Service. I suggest the following to solve the problem. First, South Korea should unify the organizations to respond to the attacks of North Korea, as North Korea has a unified organization for the cyber attack. Second, they should think about the establishment of "Cyber Terrorism Prevention Act" to systematically respond to the software attacks.
The Internet cyber space has become more important as it enters the intelligent information society of the 4th Industrial Revolution beyond the information age through the development of ICT, the expansion of personalized services through mobile and SNS, the development of IoT, big data, and artificial intelligence. The Internet has formed a new paradigm in human civilization, but it has focused only on the efficiency of its functions. Therefore, various side effects such as information divide, cyber terrorism, cyber violence, hacking, and personal information leakage are emerging. In this situation, facing the intelligent information society can lead to an uncontrollable chaos. Therefore, this study classifies the cyber dysfunction of intelligent information society and analyzes social cognition, suggests cyber dysfunction standard of intelligent information society, and examines the seriousness of dysfunction, and suggests technical research directions for future technologies and services. The dysfunctional classification of the intelligent information society was classified into five areas of cyber crime and terrorism, infringement of rights, intelligent information usage culture, intelligent information reliability, and social problems by FGI methodology. Based on the classification, the social perception of current and future cyber dysfunction severity was surveyed and it showed female is more sensitive than male about the dysfunction. Recently, large-scale research and efforts aimed at the smart world such as smart city, smart home, smart transportation, and smart care are continuing. As these smart worlds become more common, the expansion of connectivity with the Internet and the threat of cyber terrorism will be inevitable. Increasing the threat of cyber terrorism is increasing the likelihood of a massive disaster and safety accident. Therefore, in this paper, we examine smart worlds that are expanded in various forms and derive the security threat factors that smart worlds have. In addition, it is proposed to block the threat of terrorism from abroad if access from abroad is not required when constructing a smart world. Through this, we intend to present a method to eliminate cyber terror threats for the establishment and operation of a safe smart world.
Development of IT technology as well as arrival of information-oriented society raise the curtain of 'the era of Ubiquitous Computing', implying accessing computers beyond boundary of time and space. In this era, it is expected that IT paradigms and life-styles would be transformed immensely above the experiences of 20th century. However, improvement of technology summons a new risk of cyber terrorism which have not been in the past. Thus, it is urgent to prepare for the threats in the national level. This paper point out five major threats relating to 'the security in the era of Ubiquitous Computing'. : First, spread of threats in connection with BcN establishment, second, vulnerable information-security for wireless communication, third, leakage of private information, fourth, cyber terror and deterioration of security, fifth, security problems of Korea including the drain of military information and solutions in the views of organization, personnel, technology and budget, comparing with other countries.
Today, the rapid advance of scientific technologies has brought about fundamental changes to the types and levels of terrorism while the war against the world more than one thousand small and big terrorists and crime organizations has already begun. A method highly likely to be employed by terrorist groups that are using 21st Century state of the art technology is cyber terrorism. In many instances, things that you could only imagine in reality could be made possible in the cyber space. An easy example would be to randomly alter a letter in the blood type of a terrorism subject in the health care data system, which could inflict harm to subjects and impact the overturning of the opponent's system or regime. The CIH Virus Crisis which occurred on April 26, 1999 had significant implications in various aspects. A virus program made of just a few lines by Taiwanese college students without any specific objective ended up spreading widely throughout the Internet, causing damage to 30,000 PCs in Korea and over 2 billion won in monetary damages in repairs and data recovery. Despite of such risks of cyber terrorism, a great number of Korean sites are employing loose security measures. In fact, there are many cases where a company with millions of subscribers has very slackened security systems. A nationwide preparation for cyber terrorism is called for. In this context, this research will analyze the current status of Korea's cyber security systems and its laws from a policy perspective, and move on to propose improvement strategies. This research suggests the following solutions. First, the National Cyber Security Management Act should be passed to have its effectiveness as the national cyber security management regulation. With the Act's establishment, a more efficient and proactive response to cyber security management will be made possible within a nationwide cyber security framework, and define its relationship with other related laws. The newly passed National Cyber Security Management Act will eliminate inefficiencies that are caused by functional redundancies dispersed across individual sectors in current legislation. Second, to ensure efficient nationwide cyber security management, national cyber security standards and models should be proposed; while at the same time a national cyber security management organizational structure should be established to implement national cyber security policies at each government-agencies and social-components. The National Cyber Security Center must serve as the comprehensive collection, analysis and processing point for national cyber crisis related information, oversee each government agency, and build collaborative relations with the private sector. Also, national and comprehensive response system in which both the private and public sectors participate should be set up, for advance detection and prevention of cyber crisis risks and for a consolidated and timely response using national resources in times of crisis.

SCADA (Supervisory Control and Data Acquisition) system has been used fur remote measurement and control on the critical infrastructures as well as modem industrial facilities. As cyber attacks increase on communication networks. SCADA network has been also exposed to cyber security problems. Especially, SCADA systems of energy industry such as electric power, gas and oil are vulnerable to targeted cyber attack and terrorism. Recently, many research efforts to solve the problems have made progress on SCADA network security. In this paper, we introduce recent security issue of SCADA network and propose the application of encryption method to Korea SCADA network.
The numerous definition of terrorism is viewed as the use of force or violence by individual or group that is directed toward civilian populations and intended to instill fear as a means of coercing individuals or groups to change their political or social positions. Recently, the paradigm of terror has been developed as new terrorism motivated by 9. 11 terror in 2001. In these contexts, this study analyzed the case study of recent counter-terrorism of international events and suggested the policy implications. This study is split into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to new terrorism theory, and Chapter III deals with the case study of the international counter-terrorism policy around the world, Chapter IV deals with the policy implications of the case study. Air traffic management infrastructure is being transformed into a digital infrastructure to secure air traffic. A wide variety of communication environments, information and communications, navigation, surveillance and inflight entertainment systems are increasingly threatening the threat posed by cyber terrorism threats. The emergence of unmanned aircraft systems also poses an uncontrollable risk with cyber terrorism. We have analyzed cyber security standards and response strategies in developed countries by recognizing the vulnerability of cyber threats to aircraft systems and aviation infrastructure in next generation data network systems. We discussed comprehensive measures for cybersecurity policies to consider in the domestic aviation environment, and discussed the concept of security environment and quick response strategies.

For this, it is necessary to remove environmental elements of terrorism and terrorist bases, and to stop inflow of money and mass destruction weapons to terrorists. Third, integrated anti-terror organization should be organized and operated for continuous counter-terrorism operations. Also international alliance for anti-terrorism should be maintained to share informations and measures. Fourth, concerned department in the government should prepare counter-terrorism plans in their own parts as follows and make efforts to integrate the plans. - Ministry of Government Administration and Home Affairs : conventional terror - Ministry of Health and Welfare : bio-terror - Ministry of Science and Technology : nuclear-terror Especially, they should convert their policy and operation from post-terror actions to pre-terror actions, designate terror as national disaster and organize integrated emergency response organization including civil, government, and military elements. In conclusion, pre-terror activities and remedy of fundamental causes is the best way to prevent terror. Also, strengthening of intelligence activities, international cooperations, and preventive and comprehensive counter-measures must not ignored.
