  • The risk management industry has grown considerably in the past few years. Risk managers are entering the ranks of senior management, becoming a part of the decision making process and the oversight of its operations. Risks are inherent in any project. Furthermore, risk taking is essential to progress, and failure is often a key part of learning. Although some risks are inevitable, this does not mean that attempting to recognize and manage them will harm opportunities for creativity. Risk management is, and will remain, very much reliant on timely, clean and comprehensive data. Therefore, this paper was designed the current state of risk management practice, and planning the strategy of effectiveness risk management for company.

  • After reviewing the current status of hydrogen buses and hydrogen charging stations in the United States, as well as related laws and programs, it was found that the federal and state governments supported the supports of hydrogen buses and the deployment of hydrogen charging infrastructure through various policies and programs. In order to promote the spread of domestic and overseas hydrogen buses and hydrogen charging infrastructure, it is necessary to develop and apply various legal systems and programs that can provide incentives to hydrogen bus manufacturers, hydrogen charging station installers, hydrogen bus operating organizations and entities.   • This paper addresses legislation status of air route design standard of Korea. Korea Ministry of Construction and Transportation's Order Number 300 (March 28, 2001) prescribes that firstly, the design of air routes in Korea should be in accord with International Civil Aviation Organization(ICAO)'s recommendations published in Annex 11: Air Traffic Service and Procedures for Air Navigation Services: Aircraft Operations (ICAO Doc 8168-OPS, 1986), and secondly, United States Federal Aviation Administration(FAA)'s Terminal Instrument Procedures (FAA, 1976). An investigation on the current air route specifications of Korea reveals that they are in accord with neither ICAO's recommendations nor FAA's standards in that the width of Korea's air routes are narrower that the international recommendations and standards. As a member state of ICAO, it is imperative for Korea to follow the international standards. In that purposes, Korea should legislate and regulate the detail standard for air route design. For the legislation, FAA regulations are to be followed because FAA rules contains more detail specifications while ICAO recommendations includes allows a range of policy decisions, which may result in a confusion in practice.

The Current State of and Barriers to Quality Measurement, and Quality Managers' Reported Evaluation on Quality Indicators in Korea (국내 질 향상부서 중심의 질 지표 측정 현황, 장애요인과 평가)

  • The purposes of this study were to Identify the .level of measurement on quality Indicators and evaluate the existing indicators in order to determine the priority of quality indicators' application in Korean general hospitals. A survey was conducted using a questionnaire. The subjects were quality managers working at general hospital having over 300 beds. The criteria were relevance, reliability, precision, impact, application, and preference to evaluate quality indicators. According to these six criteria, each indicator was evaluated on a five point scale(5: excellent, 1: poor). The response rate was $40.4\%$. The hospitals have monitored the average of 3.8 indicators(median 4). The indicators such as return to operating room, unplanned readmission, cancellation of booked operations, death, hospital infection, cesarean section rate, volume per disease or procedure, readmission, re-operation, blood transfusion, and post-procedural complications were frequently measured. The top ten quality indicators in the evaluation by its relevance, validity, reliability, impact, preference and application were decubitus ulcer, clean wound infection, fall, unplanned return to operation room, transfusion reactions, foreign body left In during procedure, unplanned readmission, wound infection after contaminated surgery, postoperative hemorrhage/hematoma, and cesarean section rate in order. The high priority quality indicators frequently measured could be used as primary national indicators. Standardized guidelines about monitoring indicators and the utilization will preliminarily be needed to compare and reuse the data for various purposes and improve the quality of care continuously.

  • This research proposes a high frequency series resonant inverter consisting of equivalent half - bridge model in combination with two L-C linked full-bridge inverter circuits using MOSFET. As a output power control strategy, the sequential gate control method is applied. Also, analysis of operating MODE and state equation is described. From the computer simulation results, the inverters and devices can be shared properly voltage and current rating of the system in accordance with series and parallel operations. And it is confirmed that the proposed system has very stable performance.

Nano-Floating Gate Memory Devices with Metal-Oxide Nanoparticles in Polyimide Dielectrics

  • We fabricated nano-particles of ZnO, $In_2O_3$ and $SnO_2$ by using the chemical reaction between metal thin films and polyamic acid. The average size and density of these ZnO, $In_2O_3$ and $SnO_2$ nano-particles was approximately 10, 7, and 15 nm, and $2{\times}10^{11},\;6{\times}10^{11},\;2.4{\times}10^{11}cm^{-2}$, respectively. Then, we fabricated nano-floating gate memory (NFGM) devices with ZnO and $In_2O_3$ nano-particles embedded in the devices' polyimide dielectrics and silicon dioxide layers as control and tunnel oxides, respectively. We measured the current-voltage characteristics, endurance properties and retention times of the memory devices using a semiconductor parameter analyzer. In the $In_2O_3$ NFGM, the threshold voltage shift (${\Delta}V_T$) was approximately 5 V at the initial state of programming and erasing operations. However, the memory window rapidly decreased after 1000 s from 5 to 1.5 V. The ${\Delta}V_T$ of the NFGM containing ZnO was approximately 2 V at the initial state, but the memory window decreased after 1000 s from 2 to 0.4 V. These results mean that metal-oxide nano-particles have feasibility to apply NFGM devices.

Discharge Characteristics of Large-Area High-Power RF Ion Source for Neutral Beam Injector on Fusion Devices

  • The large-area high-power radio-frequency (RF) driven ion sources based on the negative hydrogen (deuterium) ion beam extraction are the major components of neutral beam injection (NBI) systems in future large-scale fusion devices such as an ITER and DEMO. Positive hydrogen (deuterium) RF ion sources were the major components of the second NBI system on ASDEX-U tokamak. A test large-area high-power RF ion source (LAHP-RaFIS) has been developed for steady-state operation at the Korea Atomic Energy Research Institute (KAERI) to extract the positive ions, which can be used for the NBI heating and current drive systems in the present fusion devices, and to extract the negative ions for negative ion-based plasma heating and for future fusion devices such as a Fusion Neutron Source and Korea-DEMO. The test RF ion source consists of a driver region, including a helical antenna and a discharge chamber, and an expansion region. RF power can be transferred at up to 10 kW with a fixed frequency of 2 MHz through an optimized RF matching system. An actively water-cooled Faraday shield is located inside the driver region of the ion source for the stable and steady-state operations of RF discharge. The characteristics and uniformities of the plasma parameter in the RF ion source were measured at the lowest area of the expansion bucket using two RF-compensated electrostatic probes along the direction of the short- and long-dimensions of the expansion region. The plasma parameters in the expansion region were characterized by the variation of loaded RF power (voltage) and filling gas pressure.

Developing User Interfaces of Mobile PMIS Modules Based on Technology Demand Analysis (국내·외 사용자 기술수요 분석에 따른 모바일 PMIS UI개발)

  • Project Management Information System (PMIS) has not yet fully met needs of the construction industry. Based on the deficiency of the current system, the present study performed a survey to identify a need for mobile PMIS in the industry. The survey revealed that most respondents expect the development of mobile PMIS would contribute to improving the productivity and efficiency of field operations. Based on the survey findings, this study proposes a suite of modules for mobile PMIS, which are focused on construction management, document management, schedule management, and field information management. Mobile PMIS would allow to access from the field through mobile devices by using tablet computers and smart-phones. The study also suggests that the effectiveness of the system can be enhanced by user interfaces that are customized for each module.

  • Objective : Herbal dispensaries, where medications are prepared for patients, require specific preparation and operations management for safe herbal medicines. This study aims to propose improvements in the herbal medicine preparation and operation of the herbal dispensaries as series study of the "A Survey on the Management Status of Extramural Herbal Dispensaries" Methods : We first checked current management regulations. In addition, we compared and analyzed related laws which are "State management norm of Traditional Chinese Medicine dispensaries", "Enforcement Rule of Medicinal Product Safety" and " Hazard Analysis and Critical Control Point(HACCP)", to introduce the assessment items of herbal dispenses evaluation and certification system. Results : In this study, we found that the current regulations, "Guideline on Installation and Utilization of Extremal Herbal Pharmaceutical Facility and Shared-use of Herbal Dispensary", are insufficient to ensure the quality and safety of herbal medicines. We suggested articles for the proper management of herbal dispensaries and these were introduced to the Herbal dispensary evaluation and certification system. Conclusion : We recommend evaluation articles in Herbal dispensary evaluation and certification systems need to be popular among herbal dispensaries, then Korean herbal medicine could restore credibility from the people.

A Calculation Method for the Nonlinear Crowbar Circuit of DFIG Wind Generation based on Frequency Domain Analysis

  • The ride-through control of a doubly-fed induction generator (DFIG) for the voltage sags on wind farms utilizing crowbar circuits by which the rotor side converter (RSC) is disabled has being reported in many literatures. An analysis and calculation of the transient current when the RSC is switched off are of significance for carrying out the low voltage ride through (LVRT) of a DFIG. The mathematical derivation is highlighted in this paper. The zero-state and zero-input responses of the transient current in the frequency domain through a Laplace transformation are investigated, and the transient components in the time domain are achieved. With the characteristics worked out from the linear resolving without modeling simplification, the selection of the resistance in the linear crowbar circuit and the value conversion from a linear circuit to a nonlinear one is proposed to setup the attenuation rate. In terms of grid code requirements, the theoretical analysis for the time constant of the transient components attenuation insures the controllability when the excitation of the RSC is resumed and it guarantees the reserved time for the response of the reactive power compensation. Simulations are executed in MATLAB/SIMPOWER and experiments are carried out to validate the theoretical analysis. They indicate that the calculation method is effective for selection of the resistance in a crowbar circuit for LVRT operations.
