Through 'Local Theme Science Museum' aid program that is one of emphasis promotion strategic project by 2007 'Science.Technology.Cultural Project Plan', raises status of scientific technique by national core ability because all people expand base that understand and support scientific technique, and forms a social atmosphere which is scientific technique is important which scientific technique can be spread widely on national life and society whole, and proceeds target that expand local science museum facilities by a base of local science culture spreading and popularization. Accordingly, to plan balanced regional development and utilize to an advanced base of local science culture spreading because offer a science culture experience opportunity to local inhabitants, 'Local theme science museum' project is doing for that establish more 100 science museums for national.public.private institution in whole country until 2012 year. Support 39 projects to 2008 from 1999 thereby, in January, 2009, 13 'Local theme science museum' is opened and operated. This study examined arrangement preferentially about 'Science.Technology.Cultural Project Plan' that is background of 'Local theme science museum' project. Since surveying science museum which is on opening and operation at the present and analyzed actual conditions and facilities and investigated specification necessity and direction of 'Local theme science museum'. Hereafter, to seek plan for propriety of project by characteristic and difference of 'Local theme science museum' is purpose of this study. Now, need set and promotion of following specification direction for right activation of proceeding 'Local theme science museum' by each area. First, differentiation of theme and justifiability of building, Second, propriety of site position, Third, maximization of synergy effect by mixing concept of 'Specialized Economic Zone for Regional Developmental Policy' and Ecomuseum's 'Theme center'.

This study is about characteristic of rural areas development project considering Rural Areas Migration. As a Rural Economy is getting worse for a rapid decrease in population and a rapid aging of the population, Decline in Rural areas has become more serious. So, Each local government is promoting rural areas development project, like Culture Village Project, Rural Village Project, Happiness Village Project, and Farming and Fishing New-town Project, to attract inhabitants in the Urban Area. This study examines the change of policy about rural areas development project in Corea through theoretical study, and analyzes the Implementation of rural village Project supported or implemented by local community to characterize the project.

사회 제반 문제를 논의하는 과정에 합리적 사고, 창의성, 비판적 검증을 근간으로 하는 과학문화의 역할과 의미가 점차 확대되고 있다. 과학문화 확산을 위해서는 대중과 전문가간의 쌍방향 소통을 기반으로 흥미를 유발할 수 있는 콘텐츠를 제공하거나 자발적으로 전개되고 있는 시민과학 활동을 지원하는 방안을 마련해 대중의 능동성을 지속시키는 것이 중요하다. 이를 위해서는 과학자, 정부정책담당자, 커뮤니케이터, 문화예술인, 전시담당자 등 다양한 주체간의 협업체계를 구성해야하며, 협업이 원활하게 진행되기 위해서는 참여자들 간의 합의, 동기부여, 리더십, 의사소통, 신뢰관계 형성 등의 요인이 제대로 충족되어야한다. 본 연구에서는 전문가자문회의, 인터뷰, 워크숍 등을 통해 취합된 의견과 자료조사를 토대로 정부주도 과학문화 사업에서 이러한 요인들이 얼마나 실천되고 있는지 검토한 후 개선안을 제시하고자 하였다. 특히, 과학문화사업 인력을 충원하고 커뮤니케이션 허브, 지역거점, 플랫폼 등의 기반을 구축해야하며, 사업 참여자의 경쟁과 협업을 촉진하기 위해 사업선정방식을 개선하고, 나아가 규제와 보수체계를 현실화해야 한다는 점을 구체적으로 설명하였다. 이는 대중을 수동적 담지자로 전제하는 결핍모형에서 벗어나 자신의 관심을 능동적으로 표출하고 참여하는 구성원으로 고려하는 맥락모형이나 참여모델관점에서 사업의 효율성을 증진하는데 필요한 포괄적 방안을 제시하기 위한 것이다.

A high-performing Earned Value Management System (EVMS) can influence project success and help stakeholders meet project objectives. Although EVMS processes are well-supported by technical guidelines and standards, project managers often face challenges related to the project culture, team, resources, and business practices that make up the project environment within which an EVMS is being used. A comprehensive literature review revealed a lack of a data-driven and consistent assessment frameworks that can gauge the environment surrounding EVMS implementation. This paper will discuss the EVMS environment of construction and environmental projects, and examine its impact on cost performance. The authors used a multi-method approach to identify 27 environment factors that make up the EVMS environment, assessing them on 18 construction and environmental projects worth over $2 billion of total cost. Research methods employed include: (1) a literature review of more than 300 references; (2) a survey of 294 respondents; and (3) remote research charrettes with more than 60 participating expert practitioners. Culture (one of the identified environment categories) was found to be relatively more important in terms of its impact on the EVMS environment, followed by people, practices, and resources. These exploratory results show statistically significant differences in cost performance between completed projects with either a good or poor environment, for the sample projects. Key environment factors are outlined, and guidance is provided to practitioners around how to set up an effective EVMS environment in a construction or environmental project to inform decision-making and support achieving the project cost objectives successfully.

According to Klempa(1995), the fit between environmental factors of a company may have the impact on its BPC success. Under this background, this paper empirically examines the effects of the fit between the organizational culture and the organizational learning the success of BPC. Organizational cultures, organizational learning, as well as knowledge sharing are the dominant causes that have impact on the innovation characters of organization. Whether an organization has safety-oriented homogeneous culture or it has the change-oriented heterogeneous culture may have impact on its implementation of BPC. Also the implementation of BPC may be affected by whether an organizational learning type has adaptive-oriented learning is single loop or it has the innovative-oriented learning is double loop. Thus, we analyzed the effect of the fit between the organization's culture and organizational learning type on BPC success by using the survey data collected from the companies that have adopted BPC. The findings presented in this paper show that the organization having heterogeneous culture practicing double loop learning the improvement project resulted in the excellent BPC success. These findings provide the perceptive guidelines for managers of organizations contemplating the implementation of BPC project.

Concurrent Engineering is one of the information-based product development approach. Yet, the method of organizing the project team for the concurrent engineering is not clear. This study focuses on deriving a method to organize an information-based project team. The model consists of 4 layers : IT infrastructure, organization of the information-based project team, operation of the project team, an organization culture. Based on an analysis of new product development case, this study attempts to verify the model and to suggest more effective way of organization design and management for new product development.

중국이 우리 영토인 '구려벌'을 그들의 영토로 만들기 위해 동북공정을 필두로 한 영토공정을 실시하고 있는 것에 대해, 중국 영토공정의 원인과 목적 및 실태를 분석하고 그에 대한 대응 방안을 제시함으로써 잃어버린 우리 영토를 수복하는 데 본연구의 목적이 있다. 이를 위해서 본 연구에서는 중국이 실시하는 영토공정에 대해 세부적으로 검토했다. 중국이 실시하는 영토공정인 동북공정과 단대공정, 탐원공정과 요하문명론은 물론 근대공정까지 실시하게 된 원인과 목적을 밝히고 그 내용을 점검하고 실태를 분석하여 문제점을 지적한 후 그에 대한 대응 방안을 제시했다. 중국은 영토공정을 실시하기 위해서 무엇보다 문화와 역사를 왜곡하였다. 따라서 본 연구에서도 문화와 역사적인 측면에서 중국이 주장하는 왜곡의 실태를 파악하고 그 모순을 짚어서 맞대응하는 방법을 택함으로써 차별성을 가졌다. 아울러 본 연구에서는 중국의 역사와 문화 왜곡은 물론 우리 스스로 중국이 주장하는 것들을 각기 딴 생각으로 해석하는 잘못을 지적하였다. 또 우리 영토를 지키는데 정부의 적극적인 대응이 매우 중요하다는 점을 강조하였다.

This study aims at reviewing satisfaction on facility modernization project of traditional market by case study on integration & move method of 2 markets (Seongbuk 5 day market & Geumgye daily market). Following this study, it asked 182 merchants & customers at Naju Moksagoeul Market about satisfaction and performance on integration & move and the facility modernization project of traditional markets. According to results of the survey, not only merchants but also customers are satisfied with the modernization project. But in detail, valuations between 5 days market and daily market, and between merchants and customers are different. For example, merchants regard as negative, but customers as positive about move of the markets from city to outside. About half of respondents answer that number of market visits and sales volume after move of the markets are higher than before. More than 80% of respondents answer that culture & tourism market programs are helpful to the market revitalization.

This research is arranged that process and progress facts of 'recreating cultural and traditional village' by the inhabitants participation that in the process during devised a planning of Chungju Mokge village the beginning in 2007. Also it is an investigation that process 'recreating cultural and traditional village' by the themselves through consideration and volition of inhabitants since the beginning stage to devised planning. The result of study are following; First, the inhabitants training inspired knowledge for this project and opened the eyes that themselves can sea it. According to it be foundation that inhabitants to bring their interest and participation of project in progress process. Second, The project were able to maintain transparency of public finance that by common and open of all cooperation process of inhabitants, administration supporter and specialist. And this is an important role about bring positive participation of inhabitants. Finally, the project 'recreating cultural and traditional village' promotion with support of 'Ministry of Culture, Sports and tourism' however this project existing the limits of the budget supporting. The limits are bigger than other rural projects.

Accounts of the development of a successful construction project often stress the importance of team relationship, project environment and senior management commitment. Numbers of studies carried out in the past decades indicate there needs to be a change of culture and attitude in the construction industry. In order for a turn around in the industry, relational contracting approaches have become more popular in recent years. However, not all relational contracting projects were successful. This paper details the fundamental principles of relational contracting. It further reports findings of a research currently taking place in Australia, how effective is relational contracting in practice. The problem addressed in this research is the implementation of relational contracting: • Throughout a range of projects • With a focus on client body staff The context within which the research was undertaken is: • Empowerment, regional development and promotion of a sustainable industry • The participating organisations have experience of partnering and alliancing • Success has been proven on large projects but performance is variable • Need has been identified to examine skill sets needed for successful partnering/alliancing The practical rationale behind this research is that: • Partnering and alliancing require a change of mind set - a culture change • The Client side must change along with contracting side • A fit is required between organisation structure and organisation culture Research Rationale: The rationale behind this project has been to conduct research within participating organisations, analyse, rationalise and generalise results and then move on to produce generic deliverables and "participating organisation specific" deliverables. This paper sets out the work so far, the links between the various elements and a plan for turning the research output into industry deliverables.
