It is very interesting phenomenon that despite a broad consensus on the need for social worker to take cultural aspects into professional practice, thus to be a culturally competent, a number of materials criticising the concept of cultural competence have emerged in these days simultaneously. The main purpose of the study is to clarify such phenomenon, which means that this article is trying to analyze the contents of such critical discourse on cultural competence and the validity of those contents. The result of the study finds out that most of the arguments can be categorized into three aspects: epistemological, ethical, ontological, and that most of the main ideas of the critical discourses have been borrowed from a branch of critical social work theories, especially highly influenced from Foucault and Derrida. This article argues that critical discourses have some significant problems which make a conflict with traditional values and tenets in social work as a human service profession. First, epistemologically, the critical discourse fails to differentiate the matter of discovery from that of justification, which brings the cultural competence to the brink of agnosticism. Second, ethically, insisting that there should be no foundational criteria for cultural hierarchy in term of rightness or goodness, the critical discourses reveal their intrinsic limitations in solving ethical dilemmas and conflict in real world, which can be considered as a kind of evasion of responsibility in disguise of cultural relativism. Third, in practical vein, critical discourses are largely in effective in specifying the concrete model to realize their own ideas, and furthermore they unintentionally promote context-blind perspectives that eclipses the significance of structural and systematical impacts on the cultural identity.

This study outlined the services of the P Public Library and some other libraries in California, USA for benchmarking to develop the public library services in Korea. To perform the role of public libraries and to assure the library users' supports in Korea, the development of following services are suggested in this study: 1) information services suited to information society 2) services to supply the public and lifelong education 3) services related to the cultural and artistic desires of the local community.
Recently, the importance of personalized healthcare(wellness) services is increasing in the era of the 4th Industrial Revolution. However, the authoring of wellness contents fused with variety of contents and the study of the system which provides the customized recommendation are insufficient. In this paper, we proposes the recommendation service system for the customized convergence wellness contents. The proposed system makes to the wellness contents by the existing cultural/tourism/leisure contents and recommends the customized wellness contents based on a user's profile and the situation information such as location and weather. The proposed systems is expected to contribute to designing the innovative and new service models for the tailored wellness content.
Mobile TV refers to the service that provides live broadcasting and video-on-demand content through a mobile device. In addition to the advertisement as the early-stage revenue model, the paid subscription model has emerged as a more sustainable revenue source for mobile TV services. In this study, with the surveys of 450 free mobile TV users, we examine the motivational factors influencing their intention to adopt a paid subscription model. Results show that three extrinsic motivations, price fairness, subjective norm, and mobile TV utilization, are positively associated with free users' paid subscription intention. In contrast, intrinsic motivations, such as hedonic need, spatiotemporal convenience, and self-efficacy, have no significant influence on the intention. We also found that the expected value is positively associated with attitude toward mobile TV service, also positively influencing the paid subscription intention.
This study is based on the sport event(mountains marathon race 2005 in Jecheon) of social and cultural impact. The results were as fallows: Factor analysis of 19 positive impact items produced five dimensions and factor analysis of 9 negative impact items produced two dimensions. As an example of results, younger generations (those in 20s and 30s) and service employees tended to perceive the impacts of the sport event more positively than other age or occupation groups. Thus, the results indicated that attitudes toward the event are likely to differ across socio-demographic characteristics.
The railroad that represents modern industry began appearing in 1899. However, after the steam locomotive that provided water stopped the service, the water towers within the railroad station were useless. Suggestions presented in this study for activating the environment around the water towers that are designated as the cultural properties results are as followed: 1) The place where people can experience the vestiges of Korean War and the region that different novels accommodated. 2) A plaza 3) A facility for exhibition of industry inheritance and local products 4) A local landmark 5) Reproduction of the historical steam locomotive and water tower Local residents should participate in the activation process. And the designer should consider the environmental context. In addition, the activation of water towers should be designed under an urban plan.
It was after mid 1990s that convergence of art and technology had become a critical issue and governments set new support system for its enrichment. Since then, the government continues to expand support programs to extend integration of art, culture and other genre including technology because nexus, convergence has regarded important competitive factors in cultural policy. The concept of convergence and complexation in culture and art has been a very attracting issue since it appeared and accordingly various policies are supported. However, there are still numerous issues and problems to be solved along with discussion. This paper summarizes government policies to support convergence and complexation of culture and art in Korea and overseas and looks into their trends and cases and then suggests development of future policies and supporting businesses.

Global restaurant franchises are becoming more and more popular in China, Japan, and South Korea. Understanding target customers' needs for restaurant franchises is considered one of the most important factors for their business success. In this study, four domains-food-related domain (FRD), interior-related domain (IRD), staff-related domain (SRD), and convenience-related domain (CRD)-and 24 elements were classified. A survey with 450 respondents in the three capital cities (Beijing, Tokyo, and Seoul) was then conducted to examine the effect of the factors influencing customer satisfaction. After statistical analysis, thirteen main elements were found as factors influencing customer satisfaction. The analysis result showed that the food-related domain (FRD) was the most important in Beijing. The interior-related domain (IRD) and the convenience-related domain (CRD) were considered the most important in Tokyo and Seoul. Some cultural differences in customer satisfaction were also found. The results provide a guideline for better customer experience management of a restaurant franchise in the three cities.
Historically, hawking/falconry refer to the hunting for pheasants, birds and hares using a hawk. In spite of its long history, not so many studies were found and/or have been performed. Examining researches, hawking has been enjoyed solely by the royal families until the early Joseon Dynasty but it has been popularly spread among the people in the 18th century, emphasizing recreational factors of it. The researches, however, dealt only with the limited data published by the government while a diary, Swaemirok written by Oh Hi-Mun, an intellectual in the 16th century noted the realities and characteristics of hawking at that time. According to the diary, hawking has been spread all over the country in the 16th century and the people as well as the royal families enjoyed it. The hawking season has been continued for a year except for summertime trees and plants grow thick. For the hawking, they need to be permitted officially or under a tacit consent. In those days, beef and pork are very rare. A peasant acted as, therefore, an excellent alternative and was served up for a religious service. In view of the truth, it could be stated that peasant-hawking was important for recreational activities as well as for their living.
Purpose The study aims to compare the online review writing behavior of users in China and the United States through text mining on online reviews' text content. In particular, existing studies have verified that there are differences in online reviews between different cultures. Therefore, the purpose of this study is to compare the differences between reviews written by Chinese and American tourists by analyzing text contents of online reviews based on cultural theory. Design/methodology/approach This study collected and analyzed online review data for hotels, targeting Chinese and US tourists who visited Korea. Then, we analyzed review data through text mining like sentiment analysis and topic modeling analysis method based on previous research analysis. Findings The results showed that Chinese tourists gave higher ratings and relatively less negative ratings than American tourists. And American tourists have more negative sentiments and emotions in writing online reviews than Chinese tourists. Also, through the analysis results using topic modeling, it was confirmed that Chinese tourists mentioned more topics about the hotel location, room, and price, while American tourists mentioned more topics about hotel service. American tourists also mention more topics about hotels than Chinese tourists, indicating that American tourists tend to provide more information through online reviews.
