A Study on Indigenous Culture of Gando and Countermeasure against China's Distorting Action (간도의 우리문화와 중국의 왜곡에 관한 대응방안 연구)

  • South Korea did not take action when South Korea was in a situation of lost the diplomatic rights in 1909, despite Gando is incorporated into Chinese territory illegally by the Gando Convention between Japan and China. But it is obvious that Gando is called South Korea's territory in various cultural aspects and historical facts scattered in Gando. But China employs every means possible to make it their own territory taking up the territory projects including the China's Northeast Asian Project distorting the facts that Gando is South Korea's territory. This is the ulterior motive to make it their territory by distorting the history and culture rather than arguing right or wrong on the meaninglessly convention. We need to take action about it because we know the ulterior motive of China. To do this, it is really important to reveal the fact who is the original owner of culture scattered in Gando. As cultural sovereignty is also one of the factors that determine the territorial sovereignty, real owner of the land is a people who enjoy the culture inhabited in its territory. This paper says that master of Gando culture is ours who are the owner of a northern culture leading from old Chosen dynasty. Because our nation settles the culture in Gando since the release of modern Bonggeum area as well as ancient. In addition to knowing that we are the owner of Gando culture, the researcher proposes a methodology to respond to the China that often distorts the cultural truth. Past history can be manipulated, but culture which is embedded with human's interior mature and formed with exposures out cannot be distorted. In addition, the researcher proposes the political agenda to review whether the Chung history is really a Chinese history or not.

A Study on Satisfaction Survey for the Revitalization of the Ancient Capital Cities in Korea (고도(古都)보존육성에 관한 만족도 조사 분석)

  • This study examines Korea's revitalization policy on the ancient capital cities, which has been set out for preserving and improving living quality of the local communities. Since it was established, the policy has faced with constant challenges such as the lack of funding for preservation and revitalization of local communities. This study aims at providing a set of recommendation on the problems on the policy. In order for the study, it takes objective and empirical analysis on the problems of the policy by executing survey on the satisfaction level of the stakeholders and policy-makers on the present policy. The survey has displayed that the government needs to 1. subsidize more budget, 2. set out a policy to reduce the inconvenience of local communities 3. establish a supportive program to help the present promotion policy. In addition, the survey analysis has proved that the elements of revitalization policy affect to the increase of satisfaction. It concludes with a set of recommendation, 1. to secure sufficient budget to implement the policy; 2. to reduce a restriction of individual rights; 3. to promote the supporting program of local community; 4. to establish governance system with officers, experts, residents, and research institutes.

  • This study has started from the political process of local community power structure to elaborate the reason why both a majority of cultural artists and cultural artist organizations want to be against establishing the local Foundation for Arts and Culture. The cultural artists and cultural artist organizations believe that the establishment of the local Foundation for Arts and Culture might threaten not only their monopolistic status or their livelihood in the local market relying on public supports, but also make them being marginalized from the potential supports. Therefore many of them have somewhat unfavourable opinions about its establishment. Drawing from the Jellabuk-do case, their concern of being isolated from the monopoly by the local Foundation for Arts and Culture are reduced to publicized discourses such as powerization, the lack of expertise, the loss of independence, and the fall of business. When constructing the Foundation for Arts and Culture, the major values are 'Pluralism' and 'Fairness'. On one hand, the terms of Fairness means that it should be fair in operations, support and executive composition. On the other hand, Pluralism means that policy-making rights should be distributed to various groups, not owned by some specific groups. Some plans for building Foundation for Arts and Culture are needed to make diverse classes and groups to expect the pluralistic interests emerged eventually.

Interpreting the Meaning of War Heritage Through World Heritage Case Studies (세계유산 사례를 통해 본 전쟁 유산의 의미 해석)

  • War is one of the most tragic and destructive incidents in human history, and it destroys precious cultural heritage. However, even amidst such devastation, certain cultural heritages convey messages of peace and human rights. This study aims to provide an in-depth interpretation of the significance of cultural heritage related to war. The research method involved an extensive review of theoretical discussions on war-related heritage. Based on this foundation, 18 cases of war heritage registered as UNESCO World Heritage Sites were selected. These cases were classified and analyzed into three categories: "physical traces of war and military fortresses," "memories of war and atrocities, and messages of peace," and "restoration and reconstruction of cities destroyed by war." The results of this study confirm that war heritage encompasses not only physical evidence of war but also multilayered and complex meanings such as the memories and traumas of war, scars and healing, and conflict and reconciliation. Based on these findings, the study proposes that war heritage should be reinterpreted and expanded to represent a "heritage of peace" and transcend its role of only including physical traces of war to embody the values of peace. This demands a shift in perception that confronts the painful memories of war while transforming them into assets for building peace. Furthermore, it urges the active exploration of ways to utilize war heritage for peaceful purposes. This study distinguishes itself from existing research by deepening the academic discourse on war-related heritage and providing a theoretical foundation for the registration of war-related heritage as World Heritage Sites.

An Empirical Study on the Location and Management Plan of Public Facilities in the Rural Center Place by Declining Population (인구감소에 따른 농촌지역 거점형 중심지 공공시설 입지 및 운영방안 개선에 관한 실증적 연구)

  • This study investigated the public use of Myeon Location in Jeollanam - do where the population is at risk of declining. And discussed the rational provision and coordination of public facilities as a guarantee of fundamental rights. As a result of the study, the rational supply and adjustment directions of public facilities are as follows. First, there are problems such as high availability of management, finance, shopping, and health facilities, lack of culture, leisure, community facilities, and weakening of center function. Therefore, in the continuing declining population situation, face management, safety and health facilities should be upgraded to multifunctional facilities, and utilization efficiency and integration should be promoted. In addition, town center rehabilitation should be centered on multifunctional facilities. In addition, elementary schools will have to utilize and preserve them to take advantage of local cultural values as nostalgia storing place that provide incentives for young people and elementary school children in the future. Second, in order to cope with population decline, public facilities need to strengthen public services through complexity and multifunctionality, wide-area operation with neighboring areas, and user-centered operation management.

A Study on the Development and Validation of the Assessment Tool for Child Friendly Cities (아동·청소년친화도시 평가지표 개발 및 타당화 연구)

  • The purpose of this study is to develop assessment tools to diagnose the child friendly level in a given community. To develop such assessment tools, the literature related to this issue was reviewed, and in order to reflect Korea specific social and cultural characteristics, 198 children and adolescents and 104 parents were interviewed in depth. The questionnaires were classified as objective tools and subjective tools by means of a content validity test by experts and a verification by preliminary survey. Objective tools are defined as those which are used by professionals to check facts based on laws and institutions. 20 objective questionnaires were created and completed. In contrast, subjective tools were used to check the subjective perceptions of children, adolescents and parents on their community environments. Subjective tools were collected as the basis for the data for construct validity and was calculated to verify the validity. For this purpose, 432 children and adolescents between 11 and 18 and 201 parents living in Seoul, Daejeon and Hwaseong (n=633) were surveyed. Subjective tools, 33 questions in 6 areas were created and completed for parents and for children and adolescents, 30 questions in 5 areas were created and completed.

  • The Act of Disability Discrimination and Rights Restriction was enacted in 2008 states that all services including cultural and artistic activities should be fair and easily accessible for disabled. The aim of this study was to determine how to improve the facilities and services for the disabled in Theater and provide complementary guidelines for amenities designed for people with disabled. The conclusions identified through this study are as follows: 1) It should be installed pedestrian safe passage so that visitors could access from the entrance of the ground to the seat in the theater. 2) Disabled seats install in a position to Emergency evacuation for people with disabilities, and it is recommended that general seats are placed side by side with Disabled seats. 3) It is analyzed services for the visually impaired and hearing impaired are very poor. Therefore assistive devices and human services should be provided to the visually impaired and hearing impaired. 4) People with disabilities can participate in the show as the performers, so it should be provided reasonable accommodations such as access to the stage.

  • Although the social media plays leading role in the change the political, economic, social and cultural environment in all fields, it is not really understanded the overall management of social media in society. With understandings on the influence of social media, the purpose of this study is to investigate the characteristics of social media and to provide some suggestion to make use effectively of social media in society. To achieve th purpose of this study, the responsibility and the effort of government was examined. As a result, the Social Media Strategy Broad (tentative title 'Social Media Committee') suggests to protection of the users' rights and active support of the current utilization. This study is expected to show the meaningful implication of social media strategy and standard of the social media utilization in policy, education etc.

The Psychiatrist and the Revolutionary: Frantz Fanon's Critique of Colonial Discourse

  • This article offers a reflection on Frantz Fanon's diagnosis and analysis of French colonialism in Algeria. We will attempt to demonstrate that there is a concrete and clear connection between Fanon as the psychiatrist diagnosing the devastating effects of the French colonial system, and his subsequent political involvement in the Algerian revolution. This is not to say that each part does not contain valuable insights in their own rights, but rather to stress that without being read together, as a whole, one would miss a significant element in the understanding of the importance Fanon's thought subsequently came to play in the emancipation struggles of the colonized worldwide. Furthermore, we argue that it is crucial to understand the intimate connection between Fanon's psychiatric work, his diagnosis of colonial mental disorders, as well as diagnosis of the colonial system as such, and then his political engagement, in order to understand the particular context in which he favourably discusses the use of violence in the name of fighting against the oppressive system of colonialism. Above all, we argue that Fanon's critique of colonialism continues to spark controversy because it still represents the most powerful and incisive analysis of, as well as answer to, the troubled relationship between the blessed and the wretched of the earth.

A Study on Feminism in the Life and Literature of Ding Ling (딩링(丁玲)의 삶과 문학에 나타난 여성주의 고찰)

  • China, more than any other countries in the world shared similar ideological system with Korea historically. That is confucian patriarchy, which later combined with socialism and capitalism respectively. Therefore, the hardship that modern chinese women had to go through in the course of great social changes would provide meaningful cross cultural insights in various women issues in Korea. Thus this study attempts to focus on Ding Ling, who is considered to be one of the first women that brought the feminism up in China. One of her early works, and from Yan'an days were analyzed to mirror current feminist movement.
