  • Recent globalization and de-industrialization have caused intensive competition among places; hence, cities worldwide are pursuing regeneration and enhanced competitiveness through cultural strategies. Focusing on the cultural strategies of local cities in Japan, this paper reveals that the concept of "being-a-region" is key to cultural strategies, and explores what logic is inherent in such regional developments. Since the period of rapid economic growth, Japanese local cities have played the role of "Furusato(home) for Japanese." With the recent decentralization, "being-a-region" is now emerging as a powerful discourse for the cultural strategies of local cities. This idea of "being-a-region" can be largely defined as a region's special character or even an existential sense of place, but in fact it is political relationships among agencies that define the region. "Being a region" in Japan appears to extend to "being a nation." Thus, it would be necessary to focus on the power relationships that surround the concept of "being a region" when we deal with the meaning of region in relationships to cultural strategies of local cities.

  • In September 2015, the United Nations (UN) has adopted the 2030 Agenda for Sustainable Development as a goal of the international community to push forward from the year 2016 to 2030. Accordingly, the United Nations Educational, Scientific and Cultural Organization(UNESCO) has established a new chapter on sustainable development and intangible heritage the through revision of the Operational Directives for the Implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage. Although Sustainable development is a fundamental principle of the Convention for the Safeguarding of the Intangible Cultural Heritage, it is believed that the Convention has not provided guidelines of safeguarding intangible cultural heritage for sustainable development. The Operational Directives provide States Parties with guidelines on the integration of sustainable development and safeguarding of the intangible cultural heritage. Now South Korea should implement intangible cultural heritage policy combined with sustainable development while succeeding the efforts from the former development. This study examines the meaning of sustainable development and how it should be implemented in the intangible cultural heritage policy in South Korea. And this study suggests that the South Korea's intangible cultural heritage policy should foster sustainable development particularly along with social development and human development.

  • Japanese Give and Receive Verbs are divided into "YARU", "MORAU" and "KURERU". These are influenced by the subject, speaker's viewpoint and meaning. Three verbs are used in a different way depending on who is the giver and who is the taker. I analyze "YARU" and "KURERU" Verbs used in TOUSEISYOUSEIKATAGI. It focus on politeness, gender, and meaning when combined with 'TE'. As an expression of politeness, 'Yaru' is to give to a person of lower social status or an animal or plant. 'Ageru' is to give to an equal ora person of lower social status nowadays. However, 'Ageru' which is treated as elegance of the language remained expression of respect, 'Yaru' is used when the receiver is a person of lower social status and equal social status in TOUSEISYOUSEIKATAGI. 'Kureru' is used when the receiver is a person of lower social status and equal social status, 'kudasaru' is used when a person of higher social status gives the speaker something in TOUSEISYOUSEIKATAGI. Women speakers use 'oyarinasai' 'oyariyo' 'ageru' 'okureru' and men speakers use 'yaru' 'kureru'. Speech patterns peculiar to men are 'kuretamae' 'kurenka'. If the verbs are joined to "TE", they obtain abstract meaning as well as a movement of things. They express some modality for action of the preceeding verbs. The modality has the following meanings ; good will, goodness, benefits, kindness, hopeness, expectation, disadvantage, injury, ill will and sarcasm. In addition, 'TE YARU' expresses the speaker's strong will, 'TE KURERU' expresses the speaker's request.
