The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sublaws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.

According to cultural characteristics, Jung-Won cultural region are divided 10 sub-regions. These regions must be highlighted cultural image as core symbols and created new and regional culture to differentiate development strategy of cultural resources: (1) Chungju: historical and cultural region(stone pagoda of Tap-Pungri), (2) Zechun: cultural region of the righteous soldiers (captain Yu, In-Suk), (3) Dunyang: cultural region of Gogurue(mountain castle of On-Dal), (4) Chongju: educational and cultural region(Zikzi and Chull Dandgan), (5) Boeun: cultural region of buddhism(Bupzoo temple,) (6) Okchun: cultural region of Silla and Bakje(war of Silla and Bakje), (7) Yongdong: cultural region of three provinces(harmony monument stone of Samdobong), (8) Eunsung: cultural region of scholar spirit(Monument of 6. 25 war), (9) Goessan: cultural legion of cofucianism(confucianist Song, Shi-Reull), (10) Zinchun: cultural region of Sam-Guk unification spirit (general Kim, You-Shin).
This study investigated the effects of critical thinking and empathy on the cultural competence of dental hygienists and students. A total of 529 dental hygiene students were randomly sampled and included as subjects. PASW Statistics for Windows ver. 18.0 was used to obtain the following results. Among the critical thinking sub-domains, cognitive integration was the highest and the lowest. Empathic ability had the highest acceptance factor among the sub-domains. Cultural competence was the highest among the sub-domains, while cultural knowledge was the lowest. According to their general characteristics, subject age, grade, religion, and economic level influenced the cultural capacity. Cultural awareness and sensitivity were high when there were foreign visiting experiences. Cultural awareness, sensitivity, skills, and knowledge were high when subjects had experienced multicultural education (p<0.05). Cultural awareness, sensitivity, skill, experience, and knowledge were correlated with critical thinking and cultural competence, among which cultural sensitivity showed the highest correlation (p<0.001). There was a correlation between cultural awareness and sensitivity, skill, and experience among the empathy and cultural competency sub-domains (p<0.001). The factors influencing cultural awareness included intellectual integration, openness, prudence, and perspective-taking (p<0.001). The factors influencing cultural sensitivity included intellectual integration, openness, and empathic concern (p<0.001). The factors influencing cultural skill included intellectual integration, creativity, and conductivity (p<0.001). The factors influencing cultural experience included prudence, objectivity, perspective-taking, and personal distress (p<0.001). Finally, the factors influencing cultural knowledge included creativity and conductivity (p<0.001). The results indicate that dental hygiene students should be equipped with cultural competence to enhance critical thinking and empathy required by the modern society and optimized dental hygiene courses should be provided for multicultural subjects.
In this paper, a theoretical measurement model for comparing cultural power of nations as a form of national power is built and applied to the G20 nations. The measurement model is drawn from the literature of the state theories regarding culture, theories of epistemology, and debates about the sources of national power. Taking the multiple indicator approach, indicators reflecting diverse aspects of cultural power are developed are developed. Examined with empirical data, this model is proved as appropriate as a tool for measuring and comparing the cultural power of nations. Diverse aspects of the cultural power of the G20 nations are ranked and interesting points regarding the state and potential of Korean culture and her cultural governance in these respects are elaborated. The overall ranking of the cultural power of Korea is found as the $11^{th}$ while the U.S., U.K. and France respectively as the $1^{st}$, the $2^{nd}$, and the $3^{rd}$. The U.S. is ranked as the 1st in all three aspects of the cultural power of nation: cultural attractiveness, efforts to enhance the national cultural power, and cultural base of a nation. Korea is ranked as $14^{th}$, $11^{th}$, and $6^{th}$ respectively in these three respects of the national cultural power. Based upon typological analysis of the cultural power of Korea, it is found that Korea belongs to Type III. Trying to move eventually toward Type I state via Type II is suggested as a strategy movement for future cultural governance by Korean government and people to enhance her national cultural power.
The present study examined the cultural competence of university students on migrants and multicultural society in Korea. A total of 11 university students living in Seoul, Gyeonggido and Chungcheondo, were selected for the interview. The participants provided their cultural cognition, cultural knowledge and cultural skill on a variety of issues related to migrants and multicultural society in Korea. Interview results indicated that participants perceived negative and positive affects to Korean society and prejudice about immigrants, thaught economic support as a emergent policy, and didn't experience multicultural society. They wanted to take a trip and learning foreign language. On the cultural skill participants had progressive perspectives about immigrants' right, discrimination and evaluation and had a multiculturism based on assimilation. Implications of the study and directions for future research were discussed. It is needed to educations and programs for development of university students' cultural competence.
Purpose: This study was conducted to determine the predictors of cultural sensitivity for nursing students in Korea. Methods: The participants in this study were 332 nursing students. Data collection was conducted through the use of questionnaires which were constructed to include a Cultural Sensitivity Scale, Knowledge of Culture, Interpersonal Reaction Index, and Self-efficacy Scale. Results: Results showed that cultural sensitivity of nursing students was middle range. Knowledge level of culture was very low. There was a significant positive correlation between cultural sensitivity and knowledge of culture, empathy, and self-efficacy. The significant factors influencing cultural sensitivity of nursing students were empathy, self-efficacy, experience of an overseas trip and awareness of cultural education. These four factors explained 23.8% of the variance in cultural sensitivity of nursing students. Conclusion: These results indicate that cultural sensitivity is an important link with empathy and self-efficacy in nursing students. For nursing students to enhance cultural sensitivity, a transcultural nursing curriculum needs to develop for appropriate and effective services in cross-cultural situations of the multicultural families in Korea.
Since the launch of the GATT system, one of the most controversial topics in trade liberalization has been the conflict between culture and trade. The sticking point has been the necessity of cultural exceptions in trade rules. Some countries do not wish to allow further exceptions to basic principles even in cultural industry, while many other countries make their efforts to obtain "cultural safety valve." The latter group asserts that it is indispensable for the protection of cultural identity, whereas the former seems to doubt the truth of the assertion. That is because cultural policy measure possibly constitute a means of arbitrary or unjustifiable discrimination between countries, or a disguised barriers to trade in cultural products. Unfortunately, cultural exceptions still remain unresolved in the WTO, the successor to the GATT. This paper is to review the history and rules of multilateral trading system on cultural industry, address the critical issues to deal with in the DDA negotiations, and lastly provide some perspectives on the appropriate shape of the cultural safety valve.

The rapid development of technology, the spread of information, and the implementation of the government's start-up support policy exponentially increase the number of start-up companies. The purpose of this study is to investigate each company's cultural capital's effect on organization performance by promoting knowledge management activities and forming organization habitus based on Cultural Reproduction Theory and Cultural Mobility Theory. As a result of the study, it confirmed that the relationship between cultural capital, knowledge management activities, habitus, and organization performance was significant. The results of this study have academic implications as follows: First, the field of research has expanded by studying the effects of cultural capital on business administration, which is less active than existing education and sociology. Second, it accepts and supports Cultural Reproduction Theory and Cultural Mobility Theory from different perspectives.
Cultural welfare is the cultural activity provided and supported by state, a local autonomous entity, and private organizations to improve the quality of people's life. And as a basic concept as well as a premise of discussion on cultural welfare, cultural right is a social right, a right which can make cultural express, gain access to cultural activities. A statue concerning cultural activities contributed to the promotion of our people's cultural welfare interwoven with cultural right. But laws were made for the purpose of enforcing national policy and supporting regime rather than promoting fundamental human rights, and they became effective and were understood as a mere part of national government, not as perspective of their execution, security of right or realization of them. On the other hand, based on laws concerning social welfare, cultural life means human life consisting of minimum welfare system, and minimum level of life which guarantees least cultural life is becoming an objective standard. This means the standard level of cultural right, and for the handicapped cultural rights are concretely guaranteed as a right in that they will not be discriminated for their approaching to cultural activities. However, laws concerning cultural activities have limitation in that there are ambiguous concept and limitation of cultural life, and there are no concrete and active laws about cultural rights to guarantee cultural life. In a constitution and laws concerning social welfare, cultural welfare must have concrete contents about the range and the level of cultural rights. In order cultural rights to be turned into complete ones which can assert its rights, as seen in the Supreme Court, a court has to try to understand the violation of cultural rights as the violation of legal rights.
