Crime Prevention Analysis and Design Guideline of the Elementary School in Urban Residential Blocks (주거지 내 초등학교의 범죄안전성 분석과 계획방안)

  • Recently the crime against elementary school students has been rapidly increasing. Under these circumstances, this study is to analyze the basic principles of Crime Prevention Through Environmental Design (CPTED) for the elementary school in urban residential area, and suggest some planning and design guidelines. Among 59 elementary schools in Pyongchon, Bundang, and Pangyo new towns, 11 distinctive schools were selected for analysis study. School cases were investigated comparatively from the viewpoints of visibility, securing of observers, activity support and reinforced territoriality on the basis of theoretical crime prevention concepts. The analysis adopts various methods including theoretical research, field study, observation, and examination of plan. Some of findings of this analysis are as follows. Most of schools rely on the mechanical and physical devices such as CCTV, gate control, or walls, which are considered to be quite passive measures and ineffective for the crime prevention. Other effective methods such as offering school facilities to the public or public space sharing with surrounding residents, for the protection of crimevulnerable students by public eyes. Therefore, in order to prevent crimes effectively, it is urgently required to analyze the environments around and in the school, and to improve physical conditions on the basis of CPTED principles.

  • The purpose of this study is to identify the determinants of planned behavior of adolescent, toward information security and cyber crime prevention. A survey methodology was used to investigate a proposed model of influence, and regression analysis was used to analyze the results. The hypothesized model was largely supported by this analysis, and the overall results indicate that the intention to actively participate in information security and cyber crime prevention is mostly influenced by the fear for cyber crime and the perceived usefulness of information security and cyber crime prevention activity. In addition, it was found that the perceived easy of use for information-security related ICT skill, fear for cyber crime, and social norm for information security influence the level of usefulness, but that the prior experience with information leaking was statistically insignificant factor to the level of usefulness and fear for crime. Useful suggestions for promoting information security and cyber crime prevention are also provided.

  • With the advent of the non-face-to-face era, a new type of digital sexual crime with avatars is emerging on the Metaverse virtual reality platform. Due to the lack of clearly established in legal and regulatory systems, it is challenging to punish offenders and acquire digital proof for sexual crimes using these avatars. This research aims to suggest a service and technological solution is development platform that may assist crime prevention and the collection of digital evidence, with a particular emphasis on digital sex crimes that occur in the metaverse, a virtual reality realm. This study explores the reasons behind the difficulty of legal application in the metaverse and then determines the types of digital sex crimes that may occur in the metaverse. In addition, it is suggested what service components the metaverse should contain from the stage of construction and design, can be utilized what element of metaverse in order to prevent illegal activity of avatars.

The Study on the Female Collegian's the Fear of Crime in University Campus (대학캠퍼스공간에서 여대생이 느끼는 범죄불안감에 관한 연구)

  • This study aims to investigates the female collegian's the fear of crime in university campus. In order to deal with it, the questionnaire survey on the analysis of the female collegian's the fear of crime are conducted in 3 university campuses in Seoul. The results of the 228 questionnaires survey are analyzed in descriptive statistics through SPSS program. This study compares female collegian's the fear with male collegian's one. The result of this are the followings ; 1) The female have the bigger concerns than the male about the crime expected to happen to herself. 2) At night the female are limited in activity than male because of the fear of crime. 3) During day the female have the bigger fear of crime than the male in the space such as stairways and hallways, toilet, and elevator. 4) At night the female have the bigger fear of crime than the male in not only stairways and hallways, toilet, elevator but also pedestrian, green space, recreational space. 5) This study proved the correlation between the collegian's satisfaction about university campus safety and the collegian's satisfaction about university campus environments etc.

Relation of Social Security Network Building, Civil Culture and Community Unity (사회안전망구축과 시민문화 및 지역사회결속의 관계)

  • This study aims at exploring relation of social security network building, civil culture and community unity. To achieve the purpose, this study selected the general citizens in Seoul Region (Gangdong, Gangseo, Gangnam and Gangbuk) from Jul. 15 to Sept. 15, 2014 as population and sampled 400 people using cluster random sampling. Excluding unhonest data, the number of cases used for the final analysis is 337 people. The collected data were analyzed for the study purpose using SPSSWIN 18.0, as statistical techniques, factor analysis, reliability analysis, correlation analysis, t-test, one-way ANOVA, multiple regression analysis, path analysis etc. were used. First, social security network building has an effect on civil culture. That is, the more activated voluntary crime prevention activity, the higher order law-abiding spirit. The more activated local government security education, police public order service, the higher awareness of participation becomes. First, social security network building has an effect on civil culture. That is, the more activated voluntary crime prevention activity, the higher order law-abiding spirit. The more activated local government security education, police public order service, the higher awareness of participation becomes. The more activated voluntary crime prevention activity, street CCTV facilities, police public order service, the higher tolerance spirit becomes. On the contrary, street CCTV facilities reduce citizens' autonomy. Second, social security network building has an effect on community unity. The more activated street CCTV facilities, police public order service, crime prevention design, the higher a sense of stability becomes. The more activated local government security education, police public order service, crime prevention design, the higher awareness of community becomes. The more activated voluntary crime prevention activity, government security education, police public order service, crime prevention design, the higher community institution becomes. Third, civil culture has an effect on community unity. That is, the more activated awareness of community, tolerance spirit, the higher a sense of stability, awareness of community and community system become. Fourth, social security network building has an effect on civil culture and community unity. That is, social security network building has a low effect community institution directly, but if civil culture is enhanced through social security network building, then it has a high effect on community unity.

Review on the Cooperative Policing System in Japan (일본의 민경협력치안제도에 대한 고찰 및 시사점)

  • In modern society, citizen's expectation about policing levels have been rising over time and it limited resources of the police to deal with the security services are insufficient. Until now, the state monopoly of the police activity was changing to subject of a variety in cooperation with public security system. The citizens considers community not the destination to police enforce the law but space for effective policing partners. Japanese police focus on cooperation oriented policing to strengthen the police and local residents with crime prevention for a long time. Also, the community through a variety of problem-solving policing activities to identify problems such as anxiety and anguish of the people. The legal basis for cooperative policing activity is that Nagaoka city crime prevention regulation in 1979. In recent years, Tokyo local government legislated the safe town development regulations(東京都安全 安心まちづくり條例) and set up the hot-spot area to promote the safety of public facilities. Cooperative policing not police intervention for crime prevention but national policy for the city reclamation in Japan. Police as well as the Ministry of Land and Transport, Ministry of Justice, Ministry of Education, Prime Minister and all government departments thread safe city, crime prevention, and has been working to make the safe city. Japan's cooperative policing is a system that receives the most attention and greater implications.

  • In a recent survey conducted among Seoul citizens, the demand for crime prevention in addition to settlement of environmental problem and traffic system improvement turned out to be the highest. In particular, the demand for prevention of crimes in residential areas was higher than any other items. The crime rates are especially high in deteriorated residential districts, which indicates the relation between crimes and physical environmental factors. In other words, proper measures for surroundings can prevent crimes. While there may be various ways to keep the residents from crimes safely, CPTED, a crime preventive method in a way of improving the physical surroundings is one of the most noteworthy solutions. The principles of CPTED involves the basic principles such as Natural Surveillance, access control, and securing of territoriality and additional principles of strengthening of Activity Support and Maintenance & Management. This study aims to present a method to lower and prevent crime occurrences by applying the principles of CPTED in deteriorated Apartment Housing in the middle of a city.

Prevention Methods for the Leakage and Crime of Industrial Technique in South Korea: Focused on the CPTED (한국 산업기술 유출 및 범죄 방지 방안: 환경설계를 통한 범죄예방을 중심으로)

  • According to the document from the National Industrial Security Center in 2015, from 2003 to 2014 the disclosure number of industrial spy in South Korea was 438, and the damages due to the industrial technology leakages amounted 50 trillion won annually. Because the industrial technology leakage exercises great influence on the enterprises and the country. countermeasures against industrial technology leakages should be established. Therefore, the purpose of this research is to suggest measures preventing industrial technology leakages and related crimes in enterprises by applying the Crime Prevention Through Environmental Design(CPTED) technique. This research analyzed the recent technology leakage cases and used an analysis of literature research. From the result of this research, we suggested 1) Access Control, 2) Surveillance Enhancement, 3) Territoriality of Reinforcement, and 4) Activity Support by applying the CPTED technique for preventing industrial technology leakages. The limitations of this research and the recommendations for future research were discussed at the last part of this research.

The research on enhance the reinforcement of marine crime and accident using geographical profiling (지리적 프로파일링을 활용한 해양 범죄 및 해양사고 대응력 강화에 관한 연구)

  • Korean Peninsula is surrounded by ocean on three sides. Because of this geographical quality over 97% of export and import volumes are exchange by sea. Foreign ship and international passenger vessels carries foreign tourist and globalization and internationalization increases this trends. Leisure population grows with national income increase and interest of ocean. And accidents and incidents rates are also increases. Korea Coast Guard's jurisdiction area is 4.5 times bigger than our country. The length of coastline is 14,963km including islands. One patrol vessel is responsible for 24,068km and one coast guard substation is responsible for 94km. Efficient patrol activities can not be provided. This research focus on this problem. Analyze the status and trends of maritime crime and suggest efficient patrol activities. To deal with increasing maritime crime rate this study suggest to use geographical profile method which developed early 1900s in USA. This geographical profile analyse the spatial characteristic and mapping this result. With this result potential crime zone can be predicted. One of the result is hot spot management which gives data about habitual crime zone. In Korea National Police Agency adopt this method in 2008 and apply on patrol and crime prevention activity by analysis of different criteria. Korea National Police Agency analyse the crime rate with crime type, crime zone and potential crime zone, and hourly, regionally criteria. Korea Coast Guard need to adopt this method and apply on maritime to make maritime crime map, which shows type of crime with regional, periodical result. With this geographical profiling we can set a Criminal Point which shows the place where the crime often occurs. The Criminal Points are set with the data of numerous rates such as homicide, robbery, burglary, missing, collision which happened in ocean. Set this crime as the major crime and manage the data more thoroughly. I expect to enhance the reinforcement of marine crime using this Criminal Points. Because this points will give us efficient way to prevent the maritime crime by placing the patrol vessel where they needed most.

  • A purpose of this study is to enhance the concern and cognition of people and to search for the effective approach on the control of crime arson which is increasing recently. To accomplish this purpose, it is important to organize three other factors, such as enforcement and strengthening of residents self defense system about fire, establishment of more complicated arson control system of the public agency, and strengthening the correction activity of arson psychologically. It is necessary to construct the cooperation system between community police and fire police and to enforce the friendship between residents and public agency.
