Settlement System Remodeling under Functional Change of Rural Centers (농촌지역 중심지의 기능변화에 따른 정주체계 모형설정)

  • This study was carried out to find out the time-dependent change of central functions in the depopulated rural areas. Three county areas were selected for the case study ; Haenam(as a remote flat area), Goksung(as an intermediate mountainous area), and Hwasun(as a peri-urban area). For each district area administered by each county, service facilities stock was surveyed at both the present('02) and the past('89 or '94)time, and its functional index checked. From the study results, table-tennis rooms, oil shops and inns were ascertained to be disappeared now in the absolute or real terms, while beer halls, restaurants and bakeries to be sharply increased. Generally, in spite of the substantial depopulation in the past decade, service facilities stock has been increased in and concentrated to the highest order center of rural area (county office seated district). However, where this center leans to the outer side of its county area and to the opposite direction against the regional center, the dependent level of service function on the highest center have decreased.

Case Study on Comparison of the Results of Climate Change Prospect and Vulnerability Assessment and the Awareness of Those by Public Officials and Citizens at Yeongwol County (기초지자체의 기후변화 전망 및 취약성 평가 결과와 공무원·시민의 인식도 비교분석 연구 - 영월군 사례를 중심으로 -)

  • The purpose of this study was to compare the results of climate change prospect and vulnerability assessment and the awareness of those by public officials and citizens at Yeongwol county, Gangwon province where experiencing the most climate change vulnerability. Data of 12 meteorological categories such as mean temperature at Yeongwol weather station from 1995 to 2013 were analyzed. Climate change vulnerability was assessed with 29 sub-categories in 6 categories (health, emergency/disaster, agriculture, forestry, water management, ecosystem) of National Institute of Environment Research's LCCGIS (2013). The awareness of climate change and its vulnerability was surveyed with 154 citizens and 130 officials at Yeoungwol county. The climate change prospect and its vulnerability was similar to the actual climate change effect. However, the awareness of climate change was different between some officials and citizens. The results of this study would be base data for the Yeoungwol county's future climate change adaptation poicy making.

Brownfield Redevelopment Fund as an Environmental Policy: Externality Effects of Brownfield Redevelopment Projects on Housing Sales Prices in Cuyahoga County of Ohio, USA (환경정책으로서의 브라운필드 개발 보조금)

  • Many former industrial cities such as Cleveland, Ohio are trying to transform their identities from blue-collar manufacturing centers to white-collar professional hubs. As a result, the re-use of land previously occupied by industrial firms has been on the rise as an important sustainable land-use strategy in the United States. Ohio's Cuyahoga County offers a Brownfield Redevelopment Fund to overcome the environmental barriers inherent in re-use in order to obtain full use of underutilized properties in the county. This study estimates externality effects of brownfield redevelopment projects (BRPs) on nearby housing sales prices in Cuyahoga County. Typical hedonic regression models that employ "difference-in-difference" techniques are used to compare proximal housing sale prices before and after the completion of BRPs.

  • The purpose of the study is to examine the relation between 'Miruk-ri Bongsan Stone Landmark' found in 1997 and 'Moonkyung County Bonsan' and Choryung Bongsan. Relevant literature was analyzed and the spots were investigated as well. Data used are geography book, maps, town chronicles and the Annals of the Chosun Dynasty in the late period of the Chosun Dynasty. The major findings are as follows ; (1)'Miruk-ri Bongsan Stone Landmark' is inferred as Stone Landmark of Choryung Bongsan. (2)Choryung Bongsan was designated to protect a strategic forest lands established around the Choryung Pass for the defence of Chungju which is the door of Capital city, Hanyang, and connected to South Han River. (3)'Miruk-ri Bongsan Stone Landmark' seems to be erected at Miruk-ri because it was a spot of traffic importance, which connects among Choryung, Moonkyung County and Chungju County in notifying the importance of Bongsan to travelers.

The Analysis of Climate Change in Haiyan County

  • In this paper, the climate change in Haiyan County in recent decades was analyzed in detail with the methods of moving average, Mann-Kendall non-parametric mutation test and wavelet analysis. According to the variation trend of meteorological factors such as temperature, relative humidity, wind speed, pan evaporation and precipitation in recent decades, the climate of Haiyan County has a tendency of drought, which is becoming more and more serious. From the results of the analysis, the sunshine hours and the air temperature in Haiyan County have an obvious upward trend. The average surface temperature has increased by 2.75 ℃ from 1976, and its largest increase occurred in the late 1970s and 1980s. At this stage, the average surface temperature increased by 1.37 ℃. The relative humidity has a decreasing trend that has decreased by 2.75%. From 1976 to the present, there are two quasi-3a cycles and one quasi-6a cycle. The precipitation and evaporation showed the opposite change trend, in which the trend of precipitation fluctuated upward, while the trend of evaporation showed a fluctuating downward tendency, which led to the serious loss of water in the feeding area. The wind direction in Haiyan County are mainly from west to east, and its wind speed has a trend of slight increase.

  • This study aims to understand regional specificity and its impact on the IT service industry in Fairfax County. Fairfax County primarily specializes in the IT service in the United States, and it has cultivated a resilient and unique industrial environment. Business-related initiatives by the federal government have resulted in the influx and expansion of IT service firms, the formation of new small firms, the abundance of skilled workers, and the growth of the IT services related with the federal procurement market, though the government policies do not explicitly intend to affect the industrial path in Fairfax County. Meanwhile, local institutions have provided various programs and services for both incumbent firms and potential entrants, and have recently focused on the accumulation and leverage of relational assets among economic actors through a variety of networking venues.

Analysis of Sustainable Management Factors in County Parks Based on the Sustainability Evaluation Framework of Korea Nature Parks - Focus on the 11 County Parks in Gyeongsangnam-do - (자연공원 지속가능성평가에 기반한 군립공원 지속가능성 영향요인 분석 - 경남권역 11개소 군립공원을 대상으로 -)

  • This study aims to implement the Sustainability Evaluation Framework of Korea Natural Parks to county parks in Gyeongsangnam-do, and to review the performance status of management effectiveness evaluation (MEE) and identify factors that influence the improvement of management effectiveness in protected areas. County park officers evaluated current management using this framework that was developed based on the MEE framework designed by the Korean Ministry of Environment. Among the principal values of county parks, 'natural and ecological' is indicated as the most important, followed by 'cultural and historic value' and 'leisure and recreation'. Natural disasters and climate change, visitor impact-inappropriate visitor behavior are indicated as current threats, and three county parks administrators viewed that there was no particular threat to their park. According to MEE results, the most effective management fields were 'State of cultural and historic value', 'State of leisure and recreational value', 'Current state of principal value'. The comparatively weaker fields were 'Threatened species management', 'Invasive species management', 'Management monitoring and evaluation'. The effects of sustainable management on county parks were analyzed through a regression analysis, and the influence of management factors reveal 'Annual budget', will impact attaining higher management scores. This study presents the current management information about county parks and provides support for the basis for the planning of county parks in Korea, suggesting the influencing factor.

Estimation of Willlingness-to-pay of Residents for Rehabilitation of the Existing Water Pipes at Inche (인제군의 상수관로 개량을 위한 주민의 지불의사금액 추정)

  • The objective of this study was to estimate social cost on rehabilitation of existing water pipes by investigating the willingness-to-pay (WTP) of residents at INJE County to avoid the loss and inconvenience of transportation and business resulting from the sudden failure and leaks of old water pipes. Contingent valuation method was used through conducting survey to 180 residents in Inche County, with questions of double-bounded dichotomous choice. The resulting WTP of residents at Inche was 7,682 won/month/household. The annual social cost could be estimated as 960 million won, which might be caused by the failure of the old water pipes at INJE County.

  • Localization trends in Korea and trade liberalization in the world are the important challenges to agricultural extension services in Korea, and strategic directions in terms of system, organization, programs and conciousness would be necessary for adapting to the new circunstances. Some of the measures to improve and activate agricultural extension services in Korea should include the following: 1) Modification of extension personnel appointment regulations to secure specialized extension agents by the provincial administrators and county directors at the provincial and county level rural extension services. 2) Flexible organization and operation of county level rural guidance offices to meet the specific needs of local areas. 3) Strenghening the central government's financial support for effective local extension services in terms of facility and manpower. 4) Expansion of agricultural extension programs for women and urban people and quality inservice training for extension personnel.

  • Rural amenity resources show a particular rural community's identity. They also provide recreational, aesthetic and economic value. This research aimed at systematizing finding surveying techniques of rural amenity resources for planning rural community. For conducting the study, existing finding and surveying techniques of rural amenity resources in the case of comprehensive Amenity Planning of Seochen County in Choongcheongnam Province. The research findings are as followings; (1) 190 amenity resources were found in Seochen County, (2) archival research and interview methods were used for finding resources, (3) the present status and maintenance conditions were examined through on-the-spot survey, (4) resources were photographed and recorded by making descriptive notes verbally and diagrammatically.
