Construction cost index is generally used to estimate the new project cost based on past construction data and to adjust contract cost when the price change of various articles and items of expenditure composing the contract occurs. In Korea, it is mostly used for adjustment of construction contract cost due to fluctuation of prices. However index adjustment rate which is used for adjustment of construction contract cost had some problems in calculating cost index of each expenditure item that could not reflect properly the change of construction cost. For supplementing these problems, the research of developing construction cost index has been executed. Through the precedent research, these problems were partially resolved but still remain. Therefore this research proposes method of making cost index that utilizes representative items of labor, material, and equipment by analyzing bill of quantity of road construction, through analysis and comparison of precedent study. By using this method, it is expected to solve problems which were not reflected in precedent studies.

The basic type construction cost which is the base of the building cost estimation is being adjusted according to the price changes by utilizing the apartment construction cost index in order to flexibly operate it. In this study, we analyzed the change trends and characteristics of the housing cost index for the basic type building cost model project operated from September, 2012 to March, 2018. As a result, the increase in material costs is slight while the share of the labor cost increased in the construction cost due to the rise of labor unit price, leading to a perceived increase in sensitivity of labor costs. We should be careful to keep the sensitivity of the material cost and the labor cost to an appropriate level so that the index may not be distorted.

주택원가지수는 주택건설사업에 투입되는 각종 자원들의 물가변동을 단일지수 형태로 표현한 자료로 이를 통하여 주택원가의 가격변동 수준에 대한 적정성을 판단할 수 있다. 본 연구에서는 국내 기초 통계자료에 대한 검토결과를 토대로 주택원가지수를 작성할 수 있는 방법을 검토하고 사례연구를 통하여 주택원가지수를 제시하였다 본 연구에서 제시한 지수를 활용함으로써 주택건설 원가의 변동을 용이하게 파악하며 공사비 실적자료의 활용성 제고를 위한 기반을 제공하고자 한다.

군 시설공사비는 국방예산의 많은 부분을 차지하고 있으며, 사업예산의 합리적인 편성은 군 시설업무 관련자의 중요한 관심사이다. 그러나 시설예산 편성시 기준으로 제시되는 시설물 단가를 실제 공사의 집행금액과 비교하면 항상 부족예산이 발생되므로, 이를 보정하여 적정한 공사비를 산정하는데 어려움을 겪고 있다. 이러한 문제를 해결하기 위해 과거의 실적공사비를 현재의 가치로 환산할 수 있는 공사비지수를 개발하여 적용함으로써 예산편성 업무의 효율성을 높이고 합리적인 의사결정을 지원하고자 한다. 본 연구는 실적공사비를 분석하여 공사비 결정에 중요한 영향을 끼치는 요소들을 도출하였다. 도출된 영향요소를 재료비, 노무비, 경비의 비목으로 구분하고 각 요소들이 공사비에서 차지하는 영향도를 기준으로 가중치를 산정한 후, 가중평균산식에 의한 공사비지수를 개발하였다.

현재 우리나라에서는 건설공사비 산출방식을 실적공사비 적산제도로 전환하기 위한 기반을 마련 중에 있다. 실적공사비 적산제도가 원활하게 시행되기 위해서는 이에 필요한 각종 실적자료가 필요하다. 공사비 지수는 이러한 실적자료의 하나로서 외곽의 경우에는 정부 및 민간기관에서 공사비 지수를 제공해 주고 있지만, 국내의 경우는 도로공사를 제외하고는 건설공사에서 적용할 수 있는 공사비 지수가 공표되지 않고 있는 실정이다. 공사비 지수는 건설공사의 입찰가 분석, 단가 및 공사비 조정, 공사비 예측을 위해 사용하는 것으로, 본 연구에서는 단지조성공사 설계내역서 22개를 표본으로 하여 우리나라와 영국에서 사용되고 있는 공사비 지수 작성기준을 비교하여 국내의 공사비 지수 산출방식의 문제점을 분석하였으며, 그 개선방안과 함께 단지공사용 공사비 지수를 작성하여 제시하였다.

건설공사비지수는 과거의 공사데이터를 바탕으로 신규공사의 공사비를 추정할 수 있을 뿐 아니라, 공사 수행 중 원가를 구성하는 비목의 가격이 상승 또는 하락할 경우 계약금액을 조정하는데도 활용된다. 국내의 경우 건설공사비지수는 주로 계약금액 조정을 위해 활용되고 있지만 계약금액 조정에 활용되는 지수의 경우 비목별 지수 산정시 건설원가의 변동을 적절하게 반영하지 못하는 문제점이 지적되어 왔다. 본 연구에서는 기존의 공사비지수 산정에 관한 선행 연구들을 비교 분석하고, 도로 건설공사 내역서의 분석을 통해 노무, 재료, 기계경비를 구성하는 주요 항목들을 중심으로 도로 건설공사비지수를 산정하는 방법론을 제안한다. 본 연구에서 제안하는 각 비목별 주요 항목의 투입 구성비를 활용한 지수산정 방법론의 적용을 통해서 건설원가의 변동을 적절히 반영하지 못한다는 기존의 문제점이 보완될 수 있을 것으로 기대된다.

In front of the opening of electric distribution market in 2004, it is indispensable to have a proper estimation of power quality index and rower quality cost calculation mechanism which are indispensable to stabilize highly industrialized society and to vitalize the Investment lot electric power system. However, there were not enough measures to reflect the voltage characteristics such as voltage sags and Interruptions which make electric load in unstable operation. This paper suggests power quality index and power quality cost which translate various kinds of voltage records into bus load drop index(BLDI) and bus power quality cost(BPQC) based on aggregated load CBEMA curve. A sample calculation result shows that this method can produces the acceptable power Quality index and costs for utilities and customers requirements.

This paper presents an Unified Index which can evaluate a performance of a distribution system based on value-based methodology. Reliability cost and voltage sags cost are calculated for each load point using Reliability Sector Customer Damage Function(SCDF). Aging cost is calculated for each load point using Aging SCDF. Power loss cost and operation cost are calculated for the system. By summation of each cost of load point and system, power quality cost can be obtained. Finally, this paper developed an unified index which can show the performance of a distribution system. Presented method has been applied to a real system, the usefulness of the method has been verified.

한국은행은 2013년 생산자물가지수의 기준연도를 2005년에서 2010년으로 개편하고 기존 고정방식에서 연쇄방식으로 새로운 방식을 적용하였다. 전기공사비지수도 재료분야에서 생산자물가지수를 사용하고 있고, 과거 고정방식 적용으로 현실괴리, 스텝현상 등에 대한 문제점이 지속적으로 제기되어 왔기 때문에, 이에 대한 보완 및 개선방안으로 과거 고정방식에서 현재 연쇄방식으로 변경하였다. 그러나 이러한 편제방식 변경은 가중치 등을 변경시키는 바, 이에 대한 통계적 연속성의 검토가 필요하였다. 따라서 본 연구는 시계열 분석기법을 이용하여 고정방식과 연쇄방식 전기공사비지수의 시계열 특성, 통계특성의 동일성, 양 방식의 대체가능성의 통계연속성 검증을 실시하였다. 그 결과에 의하면, 기존 고정방식에서 현재 연쇄방식을 전기공사비지수에 적용하여도 통계적 연속성이 유지되는 것을 확인할 수 있었다. 따라서 실제 전기공사업 종사자, 전기공사비지수 활용자 등에게 연속적인 시계열 자료로서 인식될 수 있을 것으로 사료된다.

In past few years, distributed hash table (DHT)-based P2P systems have been proven to be a promising way to manage decentralized index information and provide efficient lookup services. However, the skewness of users' preferences regarding keywords contained in a multi-keyword query causes a query load imbalance that combines both routing and response load. This imbalance means long file retrieval latency that negatively influences the overall system performance. Although index replication has a great potential for alleviating this problem, existing schemes did not explicitly address it or incurred high cost. To overcome this issue, we propose, in this paper, an integrated solution that consists of three replication schemes to alleviate query load imbalance while minimizing the cost. The first scheme is an active index replication that is used in order to decrease routing load in the system and to distribute response load of an index among peers that store replicas of the index. The second scheme is a proactive pointer replication that places location information of each index to a predetermined number of peers for reducing maintenance cost between the index and its replicas. The third scheme is a passive index replication that guarantees the maximum query load of peers. The result of simulations indicates that the proposed schemes can help alleviate the query load imbalance of peers. Moreover, it was found by comparison that our schemes are more cost-effective on placing replicas than PCache and EAD.
