승용차 공회전제한장치 장착전략의 경제효과분석: 수도권 지역을 대상으로 (Economic Effects Analysis for Passenger Car's Idle Stop and Go Strategy: Focusing on Seoul Metropolitan Area)

  • 수송 분야의 온실가스 감축에서 차량운행 중 공회전에 따른 온실가스 발생 문제는 중요한 요소이므로 최근 버스, 트럭, 택시에서의 공회전제한장치(ISG) 장착이 법제화되고 있으며, 일반 승용차에도 ISG 장착을 확대하려는 추세이다. 이에 본 연구에서는 수도권 지역을 대상으로 승용차의 차종별 ISG 장착 전략에 따른 경제적 효과분석 결과를 기반으로 그에 따른 정책 방향성을 제시하고자 한다. 분석 결과, 서울시 사업용 승용차에 ISG를 장착하는 전략이 가장 효과적(B/C: 8.55)으로 나타났고, 그에 따른 연료절감량은 660(${\ell}$/년/대)이며, $CO_2$ 저감량은 1,606(kg/년/대)인 것으로 분석되었다. 이러한 결과는 향후 일반 승용차의 ISG 장착에 대한 적정 보조금 산정 등의 정책 판단 지표로 활용 가능할 것으로 판단된다.

지상전술 C4I체계(ATCIS) 가치평가 실증분석 (The Valuation of Army Tactical Command Information System(ATCIS))

  • 본 논문은 육군이 10년여의 연구개발을 통하여 2005년에 개발 완료한 지상전술 C4I체계(Army Tactical Command Information System, ATCIS)의 가치평가를 위한 분석의 틀과 그 실증분석 결과를 제시하고 있다. ATCIS의 가치평가를 위해 육군본부, 국방관련기관, 그리고 업체 등 관련기관들이 지원한 자료를 활용하고 해당분야 전문가들이 참여하였으며, 가능한 가치평가 방법론을 적용하여 합당한 가치평가의 들을 제시하고 이를 실증분석 하였다. 가치평가의 결과는 경제적, 기술적, 그리고 전략증장적 효과 측면에서 ATCIS에 대한 정성적, 정량적 가치로 제시하였으며 의국의 유사 시스템과 비교시 비용대효과 측면에서 최소 6.55배 이상이며, 약 1조 7,291억원 이상의 가치를 창출한 것으로 평가되었다. 본 연구의 의의는 무기체계 개발에 따라 요구되는 가치평가의 틀과 그 실종분석을 통해 향후 타 무기체계개발 가치평가 및 선행연구, 절충교역 기술가치평가 및 성과분석 등에 효과적으로 적용할 수 있는 구체적 방안을 제시하였다는데 있다.

해파리 퇴치용 자율 수상 로봇의 설계 및 구현 (Design and Implementation of Unmanned Surface Vehicle JEROS for Jellyfish Removal)

  • Recently, the number of jellyfish has been rapidly grown because of the global warming, the increase of marine structures, pollution, and etc. The increased jellyfish is a threat to the marine ecosystem and induces a huge damage to fishery industries, seaside power plants, and beach industries. To overcome this problem, a manual jellyfish dissecting device and pump system for jellyfish removal have been developed by researchers. However, the systems need too many human operators and their benefit to cost is not so good. Thus, in this paper, the design, implementation, and experiments of autonomous jellyfish removal robot system, named JEROS, have been presented. The JEROS consists of an unmanned surface vehicle (USV), a device for jellyfish removal, an electrical control system, an autonomous navigation system, and a vision-based jellyfish detection system. The USV was designed as a twin hull-type ship, and a jellyfish removal device consists of a net for gathering jellyfish and a blades-equipped propeller for dissecting jellyfish. The autonomous navigation system starts by generating an efficient path for jellyfish removal when the location of jellyfish is received from a remote server or recognized by a vision system. The location of JEROS is estimated by IMU (Inertial Measurement Unit) and GPS, and jellyfish is eliminated while tracking the path. The performance of the vision-based jellyfish recognition, navigation, and jellyfish removal was demonstrated through field tests in the Masan and Jindong harbors in the southern coast of Korea.

  • 원자력 비상시 주민 보호조치에 대한 결정기준은 국제적으로 비용-이득 분석에 의해 산정된 일반개입준위와 일반조치준위를 사용토록 제안되어 있다. 운영개입준위는 이러한 일반준위를 직접 또는 쉽게 측정할 수 있는 물리량으로 나타낸 것이다. 비상시 보호조치의 필요성을 판단하기 위해서는 운영개입준위를 적용하고 수정하는 데 요구되는 환경감시 자료를 신속히 생산하는 것이 중요하다. 비상대응의 일환으로서 이를 위해 무슨 일들이 어떻게 수행되어야 하는지 고찰하였다.

  • 국가의 다양한 전력생산시스템 (원자력, 석탄, 중유, LNG, 수력 발전원 등)에 대한 사회적 영향을 종합적으로 비교하기 위하여 고려된 평가항목으로서 산업적 경제성, 개인적 보건영향 (리스크), 환경영향 및 국가차원의 기여도 등이 선택되었다. 각 평가항목은 특히 발전단가, 추정사망 자수, 이산화탄소 배출량, 연료수급 안정성 등에 의하여 대표되었다. 이러한 다기준 의사결정문제의 평가방법을 개발하기 위한 예비적 연구단계로서 방사형 차트를 이용한 표현방법을 도입하였다. 이 연구에서는 이러한 사회적 영향 다이어그램을 이용하여 각 발전원의 사회적 영향의 다른 점을 쉽게 가시화 할 수 있었다. 이 연구결과에 기초하여 정성적/정량적 종합비교 방법론이 개발될 예정이다.

입원환자 본인부담액에 영향을 미치는 요인 (Factors Affecting Cost-Sharing Charges for Inpatients)

  • In order to strengthen assurance of National Health Insurance, co-payment should be reduced. This can happen with collaborative efforts of patients, medical institutes, and government altogether at the same time. This research applied Dutton(1986)'s medical service research model with high R-square, and analyzed 2008 Korea Health Panel Data (Beta Version 1), that was examined by Korea Institute for Health and Social Affairs and National Health Insurance, in order to figure out influential variables on co-payment. In result of Multiple Linear Regression Analysis, R-square was 46.7%, the older the age, the patients who had surgery, the longer days of hospital treatment are, the higher gross income of a household is, the more hospitalized in upper grade general hospitals, and the more upper grade rooms and selecting a doctor are used. The results have statistical significance. When conducting research applying medical service research model, there is a need to apply Dutton(1986)'s medical service research model with high R-square. In order to strengthen assurance of National Health Insurance, first conditions should be that patients are hospitalized in upper grade general hospital, and at the same time, are patients who had surgery with long stay of hospitalization. In addition, if proven that patients used upper grade rooms and selecting a doctor due to lack of regular treatment and rooms, for certain number of days of such hospitalization, it is suggested to be provided with health care insurance in upper grade rooms and selecting a doctor in calculating co-payment limit.

신포괄수가 시범사업 모형개선이 건강보험 보장률에 미친 영향 (The Effect of Reform of New Diagnosis-Related Groups on Coverage of National Health Insurance)

  • Background: Korea set up a new diagnosis-related group as a demonstration project in 2009. The new diagnosis-related group was reformed in 2016. The main purpose of the study is to identify the effect of reform on coverage of national health insurance. Methods: This study collected inpatient data from a hospital that contains medical information and cost from 2015 July to 2016 June. The dependent variable was the coverage of national health insurance. The dependent variable was divided by total, internal medicine partition, surgical partition, and psychiatric partition. To analyze the effect of the reform, this study conducted an interrupted time series analysis. The final sample included 23,695. Results: The health insurance coverage of internal medicine has the highest, followed by surgery and psychiatry. The health insurance coverage of bundle payment is higher than that of unbundled payment. The proportion of bundled payment and non-benefit decreased and the proportion of unbundled payment increased. The coverage of national health insurance significantly increased after policy reform in internal medicine partition (p-value=0.0356). Conclusion: The results of the study imply that policy reform enhanced the coverage of national health insurance in internal medicine. The government needs to monitor side effects such as an increase of unbundled payment.

도시 비선호시설이 주변 아파트 가격에 미치는 낙인효과에 관한 연구 - 서울 노원구 상계동 주공 7, 9, 10단지를 사례로 - (A Study on Stigma Effect of Unwelcomed Facilities on Apartment Prices: A Case Study of Sang-gye Jugong Apartment Complexes in Nowon-gu, Seoul)

  • This study investigates the stigma effect of unwelcomed facilities on apartment prices through multiple regressions based on hedonic price method. The areas studied are Sang-gye Jugong 7, 9, 10 apartment complexes. The facilities analyzed are the Chang-dong Electric Subway Depot and the Do-bong Driver's License Agency. The factors studied include the environmental variable (the elapsed time since the announcement of the re-location of these facilities), the view commanding, the distance from Chang-dong Depot, the distance from Do-bong Driver's License Test Course, the distance from neighboring facilities (subway stations, schools, parks and so on), the floor and each dwelling's exclusive space. The data used are 2,822 sales which have been collected since January 1, 2006. The facts found are as follows; first, the view commanding and the distance from the unwelcomed facilities are statistically significant. second, the environmental variable, 'days' turns out to have a positive (+) and a negative (-) significant relationship with the dependent variable, 'price', in period II and period IV respectively. This implies that the stigma effect is real. third, there are significant differences in the influence on the apartment prices among the independent variables according to time. fourth, the stigma effect is estimated as 33,686,920 Korean won in the case of the apartments which have the view commanding and 30,311,844 won in the other case before the global economic crisis. This effect seems to decrease to 22,085,078 won after the crisis. These facts suggest that stigma effects could be considered as one of the benefits in the cost-benefit analysis of Chang-dong Depot re-location project to produce somewhat higher NPV or B/C ratio.

Adjusting the Retry Limit for Congestion Control in an Overlapping Private BSS Environment

  • Since 802.11 wireless LANs are so widely used, it has become common for numerous access points (APs) to overlap in a region, where most of those APs are managed individually without any coordinated control. This pattern of wireless LAN usage is called the private OBSS (Overlapping Basic Service Set) environment in this paper. Due to frame collisions across BSSs, each BSS in the private OBSS environment suffers severe performance degradation. This study approaches the problem from the perspective of congestion control rather than noise or collision resolution. The retry limit, one of the 802.11 attributes, could be used for traffic control in conjunction with TCP. Reducing the retry limit causes early discard of a frame, and it has a similar effect of random early drops at a router, well known in the research area of congestion control. It makes the shared link less crowded with frames, and then the benefit of fewer collisions surpasses the penalty of less strict error recovery. As a result, the network-wide performance improves and so does the performance of each BSS eventually. Reducing the retry limit also has positive effects of merging TCP ACKs and reducing HOL-like blocking time at the AP. Extensive experiments have validated the idea that in the OBSS environment, reducing the retry limit provides better performance, which is contrary to the common wisdom. Since our strategy is basically to sacrifice error recovery for congestion control, it could yield side-effects in an environment where the cost of error recovery is high. Therefore, to be useful in general network and traffic environments, adaptability is required. To prove the feasibility of the adaptive scheme, a simple method to dynamically adjust the value of the retry limit has been proposed. Experiments have shown that this approach could provide comparable performance in unfriendly environments.

GIS를 활용한 생태산업단지 및 재활용 네트워크 구축에 관한 연구 (A Study on the Construction of Eco-Industrial Park and Recycling Network Using GIS Approach)

  • 정부에서는 산업단지에서 발생되는 부산물과 폐기물을 다른 기업의 원료나 에너지로 재활용하는 생태산업단지 구축사업(EIP: Eco Industrial Park)을 2010년부터 전국으로 확대 추진하고 있다. 하지만 GIS를 이용한 보다 전문적이고 체계적인 관리는 국내외적으로 미흡한 실정이다. 본 연구에서는 재활용 네트워크 구축의 체계적인 확대를 위해 GIS 기반의 생태산업단지 구축 방안을 연구하였다. 실제 경기도내 특정 산업단지에서 조사된 업체정보와 업종별 산업폐기물정보를 토대로 GIS 공간입지 분석을 활용한 업체간 폐기물 재활용 연계 분석, 지원시설 최적입지 선정, 폐열회수 최적네트워크 설계 등을 수행하고, 경제성 분석을 통해 생태산업단지 재활용 네트워크 구축의 효용성을 입증하였다. 본 연구에서 제안한 GIS 기반 생태산업단지 및 재활용 네트워크가 적극 검토되어야 할 것으로 판단된다.
