A Study on the Economic Values and Productivity Attained through a Reduction in Fishing Vessels Engaged in Coastal and Offshore Fisheries (연근해어업 어선감척사업으로 인한 생산성 및 투자 효과에 관한 연구)

  • The purpose of this study is to estimate the economic value and productivity achieved through a reduction in fishing vessels engaged in coastal and offshore fisheries. We found that the value of increasing catch by types in offshore and coastal fisheries was about 17,338 billion won. To examine the economic value, a cost-benefit analysis was applied. This is based on the total cost of vessel reduction (4,576 billion won) assumed to be invested equally each year for five years. BCR and NPV with a discount rate (5.5%) were used to compare the profit of fishery activities in offshore and coastal areas. The model results showed that the NPV and BCR in offshore and coastal fisheries was 5,522 billion won and 2.340 respectively.

  • While researches related with construction automation have dramatically increased, a Robot-based Automatic Construction system (RCA system) has developed for high-rise buildings in Korea. At the aspect that wide adoption of the RCA system is dependent on economic efficiency comparing with a conventional method, feasibility study on the RCA system should be implemented. However, due to practical limitations, the RCA system has tested to a seven story building. Based on the test results, this study implements a cost/benefits analysis to a simulated forty story building in order to derive more reliable data on the RCA system's practicability.

The need for upgrading the seismic performance objectives

  • The economic consequences of large earthquakes require a revolutionary change in the seismic performance objective of residential and commercial buildings. The majority of total construction costs consist of non-structural and architectural costs. Therefore, the aim of this research is to upgrade current Life Safety performance objectives and to offset adverse effects on country's economy after an occurrence of large earthquakes. However, such a proposal cannot easily prove the feasibility of cost-benefit analysis in structural design. In this paper, six generic reinforced concrete frames and dual system structures designed based on Turkish Seismic Code were used in cost analysis. The study reveals that load bearing structural systems with Immediate Occupancy performance level in seismic zones can be achieved with negligible costs.

  • Telemedicine can increase accessibility to advance medical technology at the university hospital for community residents living in a remote area. This paper focused on the economic evaluation of telemedicine to identify important factors influencing costs and benefits and to understand how these factors can be changed to improve economic performance of the telemedicine. When the telemedicine project currently operating in Korea was evaluated based on the traditional cost-benefit analysis, the results showed a heavy net loss wiht a B/C ration of 0.56. As several values were added to the analysis based on the Information Economics approach, B/C ratios steadly increased. When the saving of medical expenses from the early detection of diseases was taken into a consideration, the ration exceeded the break-even point. >From the sensitivity analysis, a number of patients and the cost for equipment and communication were found to be the key factors for influencing economic performance of telemedicine.

  • This paper conducted an analysis of economic effects of offshore wind power in Korea with benefit/cost analysis. The existing feed-on tariff, which was too low to support wind power development, was recently replaced with a Renewable Portfolio Standard(RPS), effective from 2012. According to the new regulatory policy, The Korean government has announced a strategy to draw investments worth for offshore wind farms with a total capacity of 2.5 GW over the next eight years, which is expected the change of cost and benefit. After overview the offshore wind power development status, The effects on cost can be divided by economic, environmental and social factors. Each factor will be calculated and combined by both evaluating index and using Quantification methods. At the end, the implication for the evaluation of feasibility of offshore wind power of Korea will be done.

  • Most of studies on PC method aim at the structural analysis and development of PC members, and studies on the construction management aspect are insufficient. This study is a basic research in the construction management aspect regarding 'composite method using hollow-PC column' (HPC method), and is intended to develop assessment standards for the benefit·cost analysis of HPC method. Assessment standards for the benefit·cost analysis were composed of main-factors and sub-factors through interview with 4 experts. It was possible to classify main-factors into 4 major categories, i.e,. structural performance, construction performance, construction duration and construction cost. Sub-factors were composed of factors which were of high importance in assessing the two methods. And factors judged to be repeated or of little importance were excluded.

  • Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment in transport infrastructure has been active. However investment in transport infrastructure has more risks than others' due to uncertainty both in traffic volume and in construction cost. In the current appraisal procedure of deciding transportation infrastructure investment, instead of risk management, the sensitivity analysis considering only the changes of benefit, cost and social discount rate which are main factor affecting economic feasibility is carried out. Therefore the uncertainty of various factors affecting demand, cost and benefit are not considered in feasibility study. In this study the problems in current investment appraisal system were reviewed. Using Delphi technique the major factors which have high uncertainty in feasibility study were surveyed and then improvement plan was suggested in the respective of classic 4 step demand forecasting method. The range estimation technique was also mentioned to deal with the uncertainty of the future.

  • The absence of a concrete method for economic analysis is one of the main reasons that the RFID is not so widespread. Through literature survey and a case study of a courier service company we propose a novel method of economic justification including cost and benefit analysis. In order to reflect the uncertainties caused by the RFID technology itself and the estimated investment cost, we propose optimistic, conservative and pessimistic estimations of benefits and a sensitivity analysis of investment costs. This paper may contribute the systematic evaluation of cost and benefit of RFID adoption.

  • A statistical approach is employed to investigate the relative advantages of several alternative fuel cycles suitable for a hypothetical 1125 MWe plant in Korea. All the fuel cost parameters are treated as statistical variables, each being associated with an appropriate probability distribution function. Through a random sampling procedure, the probability histograms on both capital requirements and break-even costs of various fuel cycle components are obtained. The histograms are then utilized to quantify the cost-benefit of the fuel cycle with reprocessing or the plutonium recycle over the throwaway cycle.

Regional Difference of Chronic Periodontal Care Services in Korea (의료기관 종별 만성 치주염 진료의 지역 간 차이)

  • Objectives: This study aimed to investigate the regional difference of chronic periodontal care services in Korea by the analysis of 2010 raw data from Health Insurance Review and Assessment Service. Methods: The subjects were the chronic periodontitis patients over 35 years old from dental care facilities in Korea. The study population was 278,319 including 264,994 claims made by dental clinics, 8,084 by dental hospitals, 3,509 by general hospitals, and 1,732 by tertiary hospitals. Results: There was a significant difference in medical care cost benefit between the provinces(p<0.0001). The age groups showed a clear difference in the patient charge, cost of insurance, and medical care cost benefit(p<0.0001). In consideration of the first visit or revisit, there were differences in the rate of prescription, dental examination, and surgical procedures of the chronic periodontal patients from dental facilities. The radiographic use rate in the tertiary hospitals was 2.6 times higher than that of the dental clinic in the treatment of the new chronic periodontal patients. Conclusions: The use of dental services in the periodontitis is influenced by the types of medical services facility, cost of medical insurance, and patient charge. In consideration of cost benefit analysis, prevention is the most important care for the periodontitis. Regional difference in peridontitis is cause by the use of medical services and quality of treatment.
