최근 저작권에 대한 인식이 높아지면서 도서관을 둘러싼 저작권 문제가 발생하기 시작하였다. 이는 도서관이 저작물의 대량적 집합소이자 이용처이기 때문인데, 디지털도서관의 구축으로 인해 이러한 저작권 문제는 더욱 대량적이고 첨예해지리라 본다. 따라서 이 연구에서는 법률을 준수하면서 적정한 서비스를 전개하기 위한 대학도서관의 저작권 수용 정책의 표준안을 제시하였다. 특히 대학도서관의 특징으로 인해 저작권 문제가 발생하는 학위논문 서비스, 지정자자제도, 원문제공 서비스, 자료의 홈페이지 게시, 링크, 비도서 자료와 관련된 저작권 문제를 중심으로 도서관 및 이용자들의 행동지침을 제안하였다.

These days utilization of copyright in daily life and economic activities is becoming more important than ever, and IT technology is developing day by day. Along with those fact, copyright infringement and dispute is naturally increasing. This thesis dealt with the 3 different issues of ADR on copyright. The First part, introduce ADR system that was performed by Korea Copyright Committee according to Copyright law. This paper evaluate the committee's efforts to provide resolution of copyright disputes via conciliation was effective. So it needs to be look over several countries' ADR, beside conventional judicial remedy. And Korea's copyright conciliation system which is successfully operating also introduced. Second, In many countries, including South Korea are take advantage of conciliation as the way to settle down the dispute over copyright. Furthermore, looked over if we can use arbitration as tool to settle dispute or not. Currently in Korea, patent dispute is handled by Industrial Property Dispute Conciliation Committee(The Invention Promotion Act Ch.5) and Layout-design Review and Mediation Committee(The Act on the Layout-designs of Semiconductor Integrated Circuits Art.29-34), but using performance of those two committee is still too low. In comparison, the copyright committee, a affiliation organization of the ministry of culture, sports and tourism has much more result in conciliation compare with patent dispute. Copyright disputes has arbitrability of it's subject-matter and many regulating organs are interested in it. (especially, binding of arbitral award and final resolution). Take advantage of both conciliation and arbitration could be good way to resolve copyright disputes. Third, the writer look at the proposal on the creation of Northeast Regional Center for Intellectual Property ADR. Because of the nature of copyright and rapid development of internet technology, international use of work become more frequent and accordingly infringement cases are increasing. The role of commercial arbitration regimes and institutions which has progressed significantly worldwide level, but which has only just begun in the intellectual property ADR area, leads also to a clash of often very different legal cultures and protection in a market economy. International cooperation in regional area with conflict interests becomes an important alternative. But it will depend on the building of regional institutions and mechanisms. The feasibility of this proposal and preconditions were examined. Establishment of new international organization requires a lot of time, cost and efforts. And risk of failure is much too high. Therefore factual, statistical review should be preceded. In addition, technical measures, such as on-line arbitration is necessary to review also. Furthermore in order to establish new organization, the relative law, legal environment, public sentiment and international compliance must be carefully considered with factual review about the needs and economic benefits of each country Yet on complex regulatory matters such as IP and ADR, a great deal of the potential benefits from international standards arises not from the international legal framework nor even the formal content of national legislation, but from the informed and effective use made of the possibilities within the system, including by policymakers and regulators.

웹기반 학술정보 커뮤니케이션이 보편화되고 정보공급자 및 이용자와의 직접적인 커뮤니케이션이 확산되는 등 원문서비스 환경의 변화는 원문서비스 기관에 적지 많은 영향을 미치고 있다. 특히 웹을 통하여 이용자에게 원문을 제공하는 전자원문서비스의 등장은 전자형태 정보의 신속하고 용이한 복제 및 배포로 인하여 그 운영에 있어서 저작권과의 마찰을 피할 수 없다. 이 연구에서는 원문서비스 환경의 주요 변화와 동향을 검토하고, 해외 전자원문서비스 사례를 파악함으로써 국내 웹기반 원문서비스인 e-DDS가 국내 저작권법에서 이슈가 되는 부분 및 향후 해결해 나가야 할 부분들을 검토하고자 한다.

Research on the Development of EPUB SCP(Secure Content Protection) Technical Specification and International Standardization has been carried out as a R&D project granted by the Korea Copyright Commission since 2014. The research aims to build a standard framework for the EPUB DRM(Digital Rights Management) based on the Readium LCP(Licensed Content Protection) and KS EPUB DRM specifications, to develop element technologies for the framework, and to standardize it as an IDPF(International Digital Publishing Forum) industrial standard. One of the essential features of the EPUB DRM developed though this study is to support the lending model of the digital library. This paper introduces LSD(License Status Document) specification which is a DRM license management protocol for the digital library lending process, and also represents a model which can automatically test the implemented entities of the LSD specification, test scenarios and test materials.

인터넷과 전자문서교환(EDI) 같은 각종 정보통신망을 기반으로 이루어지는 국제적인 전자상거래의 구현을 위하여 OECD, APEC, UNCITRAL, IEC, ITU, UN, UNCTAD 등의 여러 국제기구에서 활발한 움직임을 보이고 있다. 특히 최근에서는 다자간 무역체제인 WTO차원에서 전자상거래의 발전과정에 대한 논의가 활발하게 논의되고 있다 본 논문에서는 주요 국제기구와 WTO에서 논의되고 있는 전자상거래 관련 쟁점이슈들을 분석하고 향후 논의과제를 통하여 우리의 입장을 제시하는데 그 목적이 있다.

Purpose: This paper is to review and analyze development strategy of the East Asian Journal of Business Economics and to look at the previous and current changed publication system and process in order to step up the article quality of EAJBE. Research design, data and methodology: This study grasped the current status and strategy of this journal through literature review. In addition, through the case of EAJBE, the internationalization strategy and research ethics policy of this journal were analyzed. Results: EAJBE clarifies the copyright delegation procedure of the final publication paper. Regarding compliance with research ethics, Editor-in-Chief and Management Editor are completing research ethics training. From 2017 to the present, Editor-in-Chief and Management Editor have completed online ethics training and hold certificates of completion. Conclusions: EAJBE specifies the rules for exclusion of examination by the contributor and the examiner belonging to the same institution and actually operates in this way. Currently, by using the Jams system, the plagiarism verification procedure is operated using the thesis plagiarism prevention system. Finally, in order to strengthen research ethics standards, EAJBE is trying to establish and strengthen a verification system for each paper using the system of the Korea Research Foundation, not the previous foreign paid plagiarism system.

With the recent rapid development of artificial intelligence (AI) technology, its use is gradually expanding to include creative areas and building new content using generative AI solutions, reaching beyond existing data analysis and reasoning applications. Content creation using generative AI faces challenges owing to technical limitations and other aspects such as copyright compliance. Nevertheless, generative AI may increase the productivity of experts and overcome barriers to creative work by allowing users to easily express their ideas as digital content. Thus, various types of applications will continue to emerge. As images and videos can be created using text input on a prompt, generative AI allows to create and edit digital assets quickly. We present trends in generative AI technology for images, videos, three-dimensional (3D) assets and scenes, digital humans, interactive content, and interfaces. In addition, the prospects for future technological development in this field are discussed.

본 연구의 목적은 중학교 1학년 과학 기본과정 지구과학영역의 자율학습용 콘텐츠에 대하여 분석 및 평가를 하는 것이다. 이를 위해 한국교육학술정보원(2008)의 '초 중등교육 e-러닝 품질관리 가이드라인(Ver.2.0)'에서 제시한 '사이버가정학습 콘텐츠 품질관리도구'를 적용하였다. 콘텐츠 분석에 대한 결과는 다음과 같다. 첫째, 학습안내는 학생들이 한 차시에 학습하게 될 내용들을 간략히 소개하고 있는 것으로 나타났다. 그리고 선수학습에서는 진단평가가 이루어지지 않은 것으로 분석되었다. 둘째, 본 학습에서는 학습자의 수준에 맞게 콘텐츠를 선택하여 학습할 수 있었고, 본 학습 시간은 15분 내외로 구성되어 있는 것으로 나타났다. 셋째, 학습평가에서는 학습자가 오답에 대한 피드백은 이루어지지 않고, 틀린 문항 수만 제시되어 있었다. 그리고 학습정리는 그 차시에 배운 중요한 내용에 대해서는 다시 요약 정리하여 제시하고 있다. 콘텐츠 평가에 대한 결과는 다음과 같다. 첫째, 요구분석, 교수학습전략, 상호작용에 대해서는 각 차시마다 큰 차이를 보이지 않았다. 그리고 윤리성에 대한 평가는 적합하지 못한 단어나 문장을 포함하고 있지 않은 것으로 나타났다. 저작권의 평가는 콘텐츠 내의 저작물에 대한 국제저작권표시방법을 준수하여 표시한 것으로 분석되었다. 둘째, 교수설계의 평가는 단순 그림 위주의 설명을 제시하였고, 플래시 등의 시각자료가 미흡한 것으로 나타났다. 그리고 지원체계의 평가에서는 학습자가 콘텐츠를 자유롭게 이용할 수 있도록 설치되어 있는 것으로 나타났다. 그러나 콘텐츠 학습 중 학습자가 메모할 수 있는 메모기능은 없는 것으로 분석되었다. 또한 평가에 대한 평가는 서술 내용에 대한 명확한 평가기준을 제시하고 있지는 않았다. 따라서 각각의 차시마다 조금씩 차이를 보였다. 셋째, 학습내용의 평가분석은 수정 보완하지 않은 탓에 최신의 정보를 포함하고 있지 않아 각 차시마다 큰 차이가 있는 것으로 나타났다.

한국저작권위원회의 CT R&D 과제로 진행되고 있는 EPUB DRM 호환성 기술 연구(과제명 : 국제표준의 EPUB 기반 전자책 DRM 표준 레퍼런스 소프트웨어 기술 개발)는 2011년 전자책 시장의 사실상표준으로 자리매김을 하고 있는 EPUB 표준을 기반으로 암호화 및 전자서명 프로파일 표준안과 인증서 프로파일 표준안, 그리고 권리정보 용어에 대한 표준안을 개발하였다. 이들 4개의 표준안들은 각각 '전자책 DRM 암호화 명세서', '전자책 DRM 전자서명 명세서', '전자책 DRM 인증서 명세서', '전자책 DRM 권리용어 정의' 라는 제목으로 전자출판물표준화포럼(ODPF)과 한국정보통신기술협회(TTA)를 통해 2012년 국내 산업표준으로 제정이 완료되었다. 또한 동일 연구과제에서는 이들 4개의 표준이 전자책 DRM의 실질적인 호환성을 위해 적용될 수 있도록 전자책 DRM 라이선스 프로토콜에 대한 표준안도 2012년에 수립하였다. 기술 표준들은 해당 표준 명세서를 기반으로 개발된 구현물들이 표준에 부합되게 구현되었는지를 검사하는 표준정합성 검증과정이 필수적으로 요구된다. 본 논문은 전자책 DRM 표준기술 명세서를 기반으로 한 자동화된 표준 정합성 검증 방법 및 모델을 제시하고자 한다.
