The discourse on the lockdown in Indonesia is getting stronger due to the increasing number of positive cases of the coronavirus and the death rate. As of August 12, 2020, the confirmed number of COVID-19 cases in Indonesia reached 130,718. There were 85,798 victims who have recovered and 5,903 who have died. Data show a significant increase in cases of COVID-19 every day. For this reason, there needs to be an evaluation of the government policy of the Republic of Indonesia in dealing with the COVID-19 pandemic in Indonesia. An evaluation of policies for handling the pandemic must include public opinion to determine any weaknesses of this policy. The development of public opinion about the lockdown policy can be understood through social media. During the COVID-19 pandemic, measuring public opinion through traditional methods (surveys) was difficult. For this reason, we utilized big data on social media as research data. The main purpose of this study is to understand public opinion on the lockdown policy in overcoming the COVID-19 pandemic in Indonesia. The things observed included: volume of Twitter users, top influencers, top tweets, and communication networks between Twitter users. For the methodological development of future public opinion research, the researchers outline the obstacles faced in researching public opinion based on big data from Twitter. The research results show that the lockdown policy is an interesting issue, as evidenced by the number of active users (79,502) forming 133,209 networks. Posts about the lockdown on Twitter continued to increase after the implementation of the lockdown policy on April 10, 2020. The lockdown policy has caused various reactions, seen from the word analysis showing 14.8% positive sentiment, 17.5% negative, and 67.67% non-categorized words. Sources of information who have played the roles of top influencers regarding the lockdown policy include: Jokowi (the president of the Republic of Indonesia), online media, television media, government departments, and governors. Based on the analysis of the network structure, it shows that Jokowi has a central role in controlling the lockdown policy. Several challenges were found in this study: 1) choosing keywords for downloading data, 2) categorizing words containing public opinion sentiment, and 3) determining the sample size.

Since the introduction of National Health Insurance(NHI) in 1977, it has grown rapidly and contributed to extend patient's access to the health care services. However, limited coverage for health care services of NHI has been ongoing challenge and private health insurance(PHI) has been rising as an alternative source of enhancing coverage and saving out-of-pocket(OOP) expenditure for patients. In this study, after controlling for socio-demographic, economic, health related variables, we identified the patients' healthcare utilization and subsequent OOP expenditure depending on their PHI enrollment and their enrollment types(fixed benefit, indemnity, fixed benefit plus indemnity). Data were collected from the 2010 Korean Health Panel. The unit of analysis was a member of household(n=13,324). Of the 13,324 cases, 70.7% of patients held PHI, in detail, fixed benefit(47.0%), indemnity(3.6%), fixed benefit plus indemnity(20.1%). Major findings showd that patients who enrolled in PHI used more outpatient services(outpatient visit, number of physician visit, number of examination) and spent more OOP expenditure than non-PHI patients. There were also differences of healthcare utilization and OOP expenditure among the types of PHI. In addition, PHI patients used more inpatient services(inpatient use, number of hospitalization, LOS), but there was no significant difference between PHI and non-PHI patients with regard to the OOP expenditure. Thus, we could not find any distinct relationship between the types of PHI and patients' tertiary hospital use. Policy-makers should need careful political deliberation for monitoring the effect of PHI on health care utilization and subsequent expenditure not only to improve patients' coverage but also to save their OOP expenditures.

Objectives: The decrease or increase in sleep duration has recently been recognized as a risk factor for several diseases, including hypertension and obesity. Many studies have explored the relationship of decreased sleep durations and injuries, but few have examined the relationship between increased sleep duration and injury. The objective of this research is to identify the risk for injury associated with both decreased and increased sleep durations. Methods: Data from the 2010 Community Health Survey were used in this study. We conducted logistic regression with average sleep duration as the independent variable, injury as a dependent variable, and controlling for age, sex, occupation, education, region (cities and provinces), smoking, alcohol use, body mass index, hypertension, diabetes, arthritis, and depression. Seven categories of sleep duration were established: ${\leq}4$, 5, 6, 7, 8, 9, and ${\geq}10$ hours. Results: Using 7 hours of sleep as the reference, the adjusted injury risk (odds ratio) for those sleeping a total of ${\leq}4$ h/d was 1.53; 1.28 for 5 hours, for 1.11 for 6 hours, 0.98 for 8 hours, 1.12 for 9 hours, and 1.48 for ${\geq}10$ hours. The difference in risk was statistically significant for each category except for the 8 and 9 hours. In this study, risk increased as the sleep duration decreased or increased, except for the 8 and 9 hours. Conclusions: This research found that either a decrease or increase in sleep duration was associated with an increased risk for injury. The concept of proper sleep duration can be evaluated by its associated injury risk.
The purpose of this study is to examine the unique characteristics of the Korean academic system with regard to brain circulation, with a specific emphasis on the influence of overseas-trained academics on research activities within the Korean academic system. We have analyzed the statistical data on individual characteristics and performances of 48,499 Korean academics in science and engineering. We have examined the results at both the system and individual levels within the broader context of the macro characteristics of the Korean academic system. Our analysis reveals that the total number of domestically-trained academics exceeds the number of overseas-trained academics. However, in terms of research funding, overseas-trained academics tend to receive more funding than domestically-trained academics. Furthermore, after controlling other factors such as funding, personal attributes, and environmental factors, our analysis demonstrates that overseas training has a significant and favorable impact on the publication of internationally renowned journals. As such, the presence of overseas returnees has been essential for the effective functioning of the Korean academic system in the global research network and for conducting high-quality academic research. Therefore, the advantages of dependence on scientific core countries such as the US for overseas training have persisted. Nevertheless, upon scrutinizing the group of recently appointed 5,806 academics exclusively, we have discovered that junior academics who received their education domestically exhibit sufficient academic proficiency compared to their colleagues educated overseas. This observation highlights the potential for the Korean academic system to evolve into a self-sustaining system.

Financial industries have operated internal and external network with an unified system for continual business process of customers and other organizations in the past. The financial supervising authority requires more technical and managerial protecting policy to financial industries related to the exposure as danger of external attacks or information leakage. Financial industries performed network separation into internal business and external internet networks for protecting IT assets from malware infection accessing internet or hacking attacks and prohibiting leakage of customers' personal and financial information following financial supervising authority and redefine security policy to fit on network separated-condition. In this study, effectiveness for network separation policy was examined on malware inflow and verified that malware inflow in all routes can be blocked by the policy with analyzing operration data of a financial company, estimating network separation. Result of this study proves that malware infection route by portable storages was not completely blocked even on adapting network-separated condition. As a solution for this, efficient security policy would be suggested in this paper as controlling portable storages for maximizing effectiveness of network separation.
Nowadays every technology is becoming smarter. Consequently, intensive use of ICT in the whole industries and cities enables a sustainable approach to meet enormous productivity, efficiency, transparency and conservation of natural recourses. Likewise, the role of ICT in terms of controlling, monitoring in the energy industry allows integrating potential renewables, bulk energy conservation and reliable optimized operation in the entire system. In this paper outlines challenging issues in renewable energy integration in Mongolia and proposes potential recommendations and conclusions. The author investigated the main technologies used in energy industry mainly smart grid, challenges and policy aspect in Mongolian energy sector by using the primary and secondary approach with case studies and literature based methodologies. Based on the policy aspect and current implementation of smart grid, the paper tries to address the readiness for the main application and future potential ICT driven applications. Furthermore, it concluded that ICT convergence is demanded to overcome the current vulnerabilities and significant momentum to leave behind by using its potential energy recourses and favorable geographical state. Policymakers may find this study useful, as it answers the question of whether ICT investment can ultimately reduce energy consumption and may aid in future planning. Even tough, in order to develop a smart grid and integrating renewables firstly set an appropriate market structure, ICT will key enabler to make energy system more profitable and sustainable. Regarding the result of this study, ICT deployment contribution is a huge demand for future opportunities energy in Mongolia.
Broadcasting services sector has been facing strong public pressure to shift gears from regulation to deregulation since mid-1990s, where a triggering role was played particularly by rapid development of IT technology and content digitization. Major agenda was how to reduce regulatory divides between more liberal telecommunication sector and less liberal broadcasting. After all, common solution package worldwide was for the latter to switch over from network-dependent(vertical) to network-independent(horizontal) regulation, and to facilitate more open and competitive transmission with content market kept protected. This is no other than decoupling content provision from broadcasting and promoting market access towards the latter. Policy experiences of US and UK show that there exists a complementary relationship between quantitative and qualitative restrictions in implementing such deregulation. While mitigating quantitative ownership regulations in broadcasting, they also sought to systematize, so-called, PIT(public interest test) as a qualitative safety device to cope with the risk of losing fundamental public values accordingly in broadcasting. Recent domestic progress in broadcasting legislation in 2009, however, seems to overlook the growing importance of PIT in the process of deregulation. Bearing this motivation in mind and taking account of the relevant WTO disciplines, this paper is to address policy issues and suggestions for PIT in Korea's broadcasting services sector.

Recently, most of countries in the world are investing huge amount of capital for the infrastructure of logistics and trying to gain dominating position in logistics. To play the role of important hub in logistics, an efficient, flexible, and fault-tolerant transportation process should be developed. Minimization of transportation cost and timely deliveries in the unpredictable environment are a few of the important issues in logistics. This study suggests a way of transporting goods to destinations at the minimal cost and with the minimal delay by optimally allocating transporting resources. Various attributes in transportation such as due date, priority etc. are also considered. Appropriate transporting resources for each work item is selected by calculating the weighted sum of the cost factor and the delay factor assuming that initial sequences of work items are given. A policy to reallocate transporting resources is also suggested when work items or transporting resources are added or deleted because of accidents or disturbances. This policy provides adaptability to the allocation methodology which enables the system to cope with changing environment by controlling various attributes in transportation. Genetic algorithm is used for this approach.
Purpose: This paper examines the theoretical grounds for the disclosure of the Korea Fair Trade Commission. Three central measures of the disclosure are scrutinized: The interconnected status of affiliate companies, the important matters of private affiliates, and the large internal transactions. Contemplating on three measures, respectively, we review the rationale and derive policy implications. Research design, data, and methodology: Collecting the data of violation rates and remedial measures, we analyze the intensity of the disclosure enforcement. These statistics are critically reviewed by the economic literature of mandatory disclosure. Results: Statistics evince that the Korea Fair Trade Commission has enforced the regulatory disclosure quite successfully. Violation rates of the disclosure has declined from the outset. It demonstrates that the Korea Fair Trade Commission has enforced those measures satisfactorily for about a decade. But we cannot ascertain empirically whether the regulatory disclosures are socially and economically beneficial. To evaluate the effect of the regulatory disclosures precisely, we need a further empirical investigation. Conclusions: Despite the lack of policy evaluation, this study suggests complementary measures for current disclosures. First, disclosure of executive compensation in privately held subsidiaries must be introduced. Second, the controlling shareholder/manager should be responsible for information disclosure on foreign subsidiaries.
Korea has been at the forefront of efforts to enhance international cooperation in transport and communications within Northeast Asia. This effort is driven not only by the benefits that could accrue to the Korean Peninsula but also to all nations in the region. Mutual cooperation within Northeast Asia would reduce transport and communications costs and provide the basis for a regional transport and logistics network. Before progress can be made towards an integrated transport and communications system in Northeast Asia, however, there is a need to evaluate its prospects, outline a visionary plan, and detail a preferred strategy. The strategy to develop the Korean Peninsula as the gateway for Northeast Asia should harmonize with the region's common transport (and communications) policy The strategy adopted by South Korea is focused primarily on the development of an improved logistics infrastructure that would be extended to North Korea upon reunification. The seaport and airport developments In Korea will have to be supported by improved access to planned high-speed railways, expressways and freight distribution centers that, in turn, are to be integrated with new telecommunications and computer technologies. The benefits from these improvements will be lost unless existing government monopolies controlling seaport, airport, rail, road and expressway developments are commercialized to ensure that the price of transport reflects its actual cost. Technical harmonization between different modes should be promoted to facilitate efficient intermodal transport between the Korean Peninsula and the rest of Northeast Asia.
