Analysis of the Work and Cost of Supervisor in the Public Construction Corporation (공공발주처의 공사감독 업무영역과 비용 분석)

  • In the construction project, construction supervisor influences greatly the construction managements such as process management, quality management, safety management, and cost management. Therefore, from the first stage of the project, the managing activities of the supervisor are consistently needed. But the assesment of supervisor's work and cost has not been made enough in the public construction project. And there have been doubts as to whether a supervisor can take a consistent managing activity from the early stage of the project. Accordingly, the works between Korean supervisor and foreign supervisor in their public corporations are analyzed and compared in this paper. And the evaluation is made each of the cost for supervisor and the cost for engineer as a substitute of supervisor in construction project. This study is believed to contribute to improving the supervisor's work and reducing the personnel expenses and construction indirect cost.

  • The construction supervisors of the public companies are usually responsible for process management, quality management, safety management, and many other various tasks that occur during construction project. Public companies such as Korea Highway Corporation have developed a framework and manual for management and supervision of construction projects. But, there has been the change of business environment such as increase of private investment project and the introduce of construction management system recently. It has been necessary for construction supervisor to streamline the current project management system in the owner's aspect in order to cope with the expected new challenges. Accordingly, this research has been investigated and analyzed the operation system between Korean supervisor and foreign supervisor in their public corporation. This research has suggested the advanced project management in their public corporation. Especially, this study has proposed the construction management manual for supervisors such as inspectors training, supervisors construction manual, and supervisors training road map.

  • Among various methods to build the construction safety, the consecutive improvement by the measuring and evaluating safety management capabilities for the construction participants such as an owner, a contractor, and a supervisor (construction project manager) can be the effective one. Thus, an effective evaluation and grading criteria to provide performance index for the implementation of safety management activities should be necessary. In this regards, the purpose of this study is to verify the adequacy by offering a competency evaluation system for the supervisor's safety capability and by applying the system to some construction sites. The proposed evaluation system was developed on the basis of the principles of safety management & accident prevention, basic elements of safety and health management system, and safety evaluation cases at home and abroad. The trial evaluation showed that the safety management of the construction site is mainly carried out by the contractor and the supervisor's awareness for the safety management is low on the whole. Especially, it is urgent to improve the support system from the supervisor headquarter and to place the dedicated safety management person in the field.

  • The aim of this study is to improve quality system through mutual understanding for the opinion gap among interested parties such as owner, designer, constructor and supervisor in construction industry. The survey to the owners, designers, constructors, and supervisors who are in charge of quality of the 183 architectural projects being constructed has been performed for investigating the importance and actual level of quality and quality factors. Questionnaires are based on the quality factors shown in ISO 9001:2000 international quality management system requirements. There are distinct opinion gaps for quality among owner, designer, constructor, and supervisor who working for the same architectural projects.

  • The Japanese construction industry has faced on lack of quality that is one of the strong confidence fields. It is said that the main reason of this trend is in the case of construction supervisor's defects. But real problems are both the degree of drawing's completion and design activities in construction phase by architect. The purpose of this paper examines that the role of construction supervisor in Japan is changing to the management field and construction conformation, based on the analysis of the WBS based on international comparison among Korea, China, the UK, the US, and Japan.

  • The main purpose of this study is to present the strategies for strengthening the leadership of field supervisors to effectively prevent construction accidents. To this end, first, this research study reviewed the meanings, functions, types and characteristics of the leadership of field supervisors in safety management activities on construction sites through the literature review. Second, the researcher investigated the types of supervisors' leadership and the level of field safety management activities through questionnaires. Third, the types of supervisors' leadership are categorized by that level. Fourth, the leadership type of field supervisors is suggested to effectively prevent construction accidents. Finally, the strategies to promote supervisors' leadership are developed.

The Relationship Between Construction Workers' Safety Consciousness, Organizational Trust And Turn-over Intention (건설현장 작업종사자의 안전의식과 조직신뢰 및 이직의도 간의 관계)

  • In this study, the purpose of the study was to verify the relationship between the company's construction safety management system and workers' safety consciousness and safety observance behavior. A survey of 357 workers was conducted and a statistical analysis was performed using the SPSS 25.0 program. As a result, the following main results were obtained: First, it was found that supervisor's capability, inner construction safety management, construction safety education, and construction disaster evaluation have significant effects on the worker's safety consciousness. Second, it was revealed that the worker's safety consciousness had a significant positive effect on the safety observance behavior. Third, it was shown that supervisor's capability, inner construction safety management, construction safety education, and construction disaster evaluation have significant effects on safety observance behavior. In addition, this study confirmed that the management supervisor's ability to handle safety at the work site is the most important factor in safety management in order to enhance the worker's safety consciousness and safety observance behavior.

  • As buildings are changing variously from the side of use, efficiency and size, the construction qualities are more importantly recognized. Supervision system was enacted in the Residential Building Law in 1990 and responsibility supervision system in the Construction Engineering Management Law in 1994, respectively. However, recently revised supervision system in 2003 has some limitations: the present problems of appointing supervisor, disposing the supervisors, supervisor's works. Therefore, the aim of this study is to improve the present supervision system for mix-use residential building. By implementing the proposed revised supervision system, it will be able to expect quality improvement, confidence of the owner and the user, development of construction technology, and increase international competitiveness of supervision company.

Analysis of the commercial diving national qualification system for the introduction of a diving supervisor (잠수기능장 제도 신설을 위한 산업 잠수 국가자격체계 분석)

  • This study proposes that a diving supervisor, who can perform the role of both a field manager and a supervisor, be introduced in the national qualification system. The goal was achieved by surveying the general status of the commercial diving sector, including the statistics of an underwater construction company, commercial diving equipment operation condition, diver working hours, diver supply and demand status, and underwater construction market size. The national qualification and national competency standard (NCS) systems were also analyzed to deduce the role definition and work scope of the diving supervisor. Consequently, the following proposition is made: the diving supervisor should be an "on-site manager with the highest job skill in the commercial diving field, who can perform the on-site process management as well as guide, supervise, and educate project participants and serve as an intermediary between the contractor and the workers." The responsibilities of the diving supervisor are proposed to include "diving planning and operation of the diving team," "diving with surface-supplied air and mixed-gas diving system," "chamber operation," "underwater construction," and "ship salvage." The persistent issues in commercial diving sectors, such as diver career development, management, and worker supervision, are expected to be largely resolved with the introduction of this qualification.
